Clarification of the Selection Commission on the confirmation of proficiency in one of the official languages of the Council of Europe by candidates for the position of the Head of the Service of Disciplinary Inspectors

The Selection Commission is aware of the challenges faced by candidates for the position of the Head of the Service of Disciplinary Inspectors in the context of the full-scale armed aggression of the russian federation. In particular, it is objectively difficult to obtain an internationally recognized certificate of foreign language proficiency now. Therefore, decisions on admission to participation in the competition and availability of the minimum required package of documents will be made by the Selection Commission in maximally favourable regime for candidates. For example, apart from an internationally recognized certificate, one could submit other documents confirming proficiency in English or French such as an appendix to a higher education diploma with the corresponding grade or a diploma of higher education obtained in English or French.

At the same time, the Selection Commission reserves the right to additionally check the candidates’ level of foreign language proficiency. For example, by conducting a part of the interview in a foreign language.

The Selection Commission is actively working on a draft procedure for the competition. At the same time, it is already clear that interviews with candidates will take place no earlier than two months after the deadline for submitting documents. Candidates can use this time to obtain documents confirming their foreign language proficiency.
