
16 candidates applied for two positions of HCJ members from the Congress of Judges of Ukraine
According to the decision of the CJU of October 4, 2024, No. 34, the date of the continuation of the XX regular congress of judges of Ukraine after the break is December 24, 2024.
On November 25, 2024, the HCJ Secretariat completed accepting documents from candidates for two positions of HCJ members to be elected to the Council by the Congress of Judges.
During the extended application period, 4 additional candidates submitted their candidacies.

An announcement on holding a competition for the selection of candidates to be appointed by the President of Ukraine to the positions of members of the High Council of Justice was published on the official website of the President of Ukraine.
Ukraine, as a legal social state, is obliged to ensure compliance with fair trial standards in war crimes cases
This was mentioned by HCJ member Oksana Kvasha during the opening of the event, dedicated to the presentation of the project “Monitoring of court hearings under Article 438 of the CC of Ukraine and analysis of decisions on war crimes and crimes against national security”, which was held on November 26, 2024.
Oksana Kvasha emphasized the importance of the study, which resulted in the creation of a Methodology for analyzing decisions on war crimes and crimes against national security.
High Council of Justice makes efforts to ensure that the Service of Disciplinary Inspectors starts its work as soon as possible – Inna Plakhtii
HCJ member Inna Plakhtii made a speech on the ninth meeting of the EU-Ukraine Subcommittee on justice, freedom and security with the report on the results of the activity of the HCJ.
Inna Plakhtii noted that during 2024, by the results of consideration of HQCJU recommendations, as of November 18, 2024, the HCJ made 455 submissions to the President of Ukraine on appointing to judicial positions in local courts.
She informed that after the resumption of the disciplinary function of the High Council of Justice in 2023, 14 004 disciplinary complaints were distributed among members of Disciplinary Chambers of the HCJ, and during 2024 (as of November 18) the High Council of Justice received 7259 new complaints regarding disciplinary misconduct of a judge. Currently, HCJ members have fully completed consideration of 8182 disciplinary complaints.
As of now, the HCJ is making efforts to launch the Service of Disciplinary Inspectors of the HCJ as soon as possible.
Three judges resigned
On November 28, 2024, the HCJ decided to dismiss due to the submission of applications for resignation:
- Hrytsiv Vira Mykolaivna – from the office of a judge of the Western appellate commercial court;
- Kravchuk Antonina Mykhailivna – from the office of a judge of the Commercial court of Volyn region;
- Churupchenko Mykhailo Ivanovych – from the office of a judge of the Koriukivskyi district court of Chernihiv region.
HCJ appointed the Deputy Head of the Service of Disciplinary Inspectors and 21 disciplinary inspectors
On November 28, 2024, the HCJ appointed Nedybaliuk Viktoriia Dmytrivna to the position of the Deputy Head of the Service of Disciplinary Inspectors of the HCJ for a period of 5 years.
The HCJ also appointed 21 HCJ disciplinary inspectors for a 5-year term.

HCJ Secretariat employees donated blood
The HCJ Secretariat employees again joined the charity initiative and donated blood for the defenders of Ukraine and for other people who need donor blood in the battle for their health and life.
Consultations on the draft Rule of Law Roadmap
Deputy Chairman of the HCJ Dmytro Lukianov and the Head of the HCJ Secretariat Mykhailo Shumylo participated in consultations on the draft Rule of Law Roadmap, coordinated by the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration and the Ministry of Justice of Ukraine, with the support of the EU Право-Justice Project.
The Roadmap for the Rule of Law area, in particular, should reflect the recommendations of the screening report on the first cluster “Fundamentals of the European Union”, which is scheduled to be presented in the beginning of 2025.
HCJ and V. M. Koretsky Institute of state and law of National Academy of Sciences of Ukraine signed a Memorandum of Cooperation
HCJ Chairman Hryhorii Usyk and Director of the V. M. Koretsky Institute of state and law of National Academy of Sciences of Ukraine Oleksandr Skrypniuk signed the Memorandum of Cooperation.
The subject of the Memorandum is cooperation, exchange of information and experience on the basis of scientific partnership in the format of preparation and implementation of joint national and international, scientific and practical events, projects, and programs that will contribute to the effective work of the HCJ. The parties will promote the development of joint research projects, exchange information, joint preparation of publications, textbooks and manuals.
