HCJ temporarily suspended two judges from administering justice

On 25 August 2025, the High Council of Justice temporarily suspended from administering justice, in connection with criminal prosecution:

HCJ dismissed five judges under general circumstances

On 26 August 2025, the High Council of Justice decided to dismiss Viacheslav Karpovych Marynych from the position of Supreme Court judge due to his resignation application.

The HCJ also dismissed two judges at their own request:

  • Maryna Mykolaivna Havilei, judge of the Tokmak District Court of Zaporizhzhia Region (seconded to the Khortytskyi District Court of Zaporizhzhia City);
  • Mykola Hryhorovych Rusyn, judge of the Olevsk District Court of Zhytomyr Region.

On 28 August 2025, the HCJ decided to dismiss Viktoriia Volodymyrivna Litvinova from the position of judge of the Prymorskyi District Court of Odesa City due to her resignation application.

On 4 September 2025, the HCJ decided to dismiss Maryna Stanislavivna Antoniuk from the position of judge of the Shevchenkivskyi District Court of Kyiv City due to her resignation application.

The HCJ has started work on developing workload indicators for HACC judges

On August 25, 2025, the inaugural meeting of the working group on the development and implementation of indicators for the average duration of case consideration under the jurisdiction of the High Anti-Corruption Court (HACC) was held.

The head of the working group, HCJ member Oleksandr Sasevych, recalled that the working group was established by the decision of the High Council of Justice (HCJ) of August 19, 2025, No. 1741/0/15-25. The need for its establishment was prompted by the findings of the Accounting Chamber audits, which indicated the lack of criteria for assessing the workload of HACC judges, complicating the analysis of judicial efficiency and the determination of real needs for organizational changes. The Cabinet of Ministers has adopted resolutions developed by the SJA of Ukraine on raising salaries for court staff

On September 1, 2025, the Cabinet of Ministers of Ukraine supported draft resolutions initiated and developed by the State Judicial Administration (SJA) of Ukraine to raise salaries of civil servants working in court staff.

The SJA of Ukraine prepared a draft resolution of the Cabinet of Ministers “On establishing the amount of an additional coefficient for raising the salaries of civil servants in the staff (secretariats) of courts, as well as other bodies and institutions of the justice system,” which proposes to ensure the competitiveness of court staff salaries by applying defined coefficients to their pay.

The Government also supported the draft resolution “On amending Annex 6 to the Terms of Remuneration for Employees of Patronage Services in State Bodies,” developed with the aim of ensuring competitive wages for patronage service staff in courts.

Oksana Kvasha took part in a discussion on the involvement of international experts in selection procedures

Deputy Chair of the High Council of Justice (HCJ) Oksana Kvasha participated in the expert discussion “Judicial Reform: Responses to Current Challenges”, organized by the Anti-Corruption Action Center with the support of the GIZ program “Promoting Ukraine’s Approximation to the EU in the Rule of Law Sphere.”

The participants discussed the development of the rule of law and judicial reform in the context of Ukraine’s European integration, in particular the involvement of international experts in the selection of members of the High Qualification Commission of Judges of Ukraine (HQCJ).

The HCJ extended the deadline for submitting documents for participation in the competition for the Head of the SJA of Ukraine

The HCJ decided to extend the deadline for the additional submission of documents for participation in the competition for the position of Head of the State Judicial Administration (SJA) of Ukraine from September 9, 2025, to September 23, 2025.
