
Secretariat of the HCJ in Figures (January–August 2025)
Over the first 8 months of 2025, the staff of the Secretariat of the High Council of Justice (HCJ):
- processed 4060 citizens’ appeals and 776 information requests;
- prepared 6931 covering letters for sending copies of acts of the HCJ and its bodies, issued 8473 copies of acts of the HCJ, its bodies and members, and edited 18243 pages of draft HCJ documents;
- published on the official HCJ website: 4829 acts of the HCJ, 1807 other documents, and 441 news items;
- posted 988 information materials on HCJ social media pages;
- uploaded over 2,000 information materials in the “Press Center” section of the Judicial Power of Ukraine web portal.
In addition, 1615 citizen appeals were received via the HCJ hotline during this period at (044) 481-06-26.
HCJ and SC Work on Unifying Approaches to Judicial Disciplinary Liability
Members of the HCJ took part in a roundtable dedicated to the issues of judicial disciplinary liability for significant violations of substantive and procedural law when delivering court decisions.
The event, organized by the Supreme Court together with the Council of Europe project “Support for the Judiciary of Ukraine in War and Post-War Times”, took place on 8 September 2025.

Two Judges Temporarily Suspended from Administering Justice by Decision of the Third Disciplinary Chamber of the HCJ
By decisions of the Third Disciplinary Chamber of the High Council of Justice (HCJ), the following judges were temporarily suspended from administering justice:
- Judge Olena Ivanova of the Novoaidarskyi District Court of Luhansk Region;
- Judge Viktoriia Yanchuk of the Korostyshiv District Court of Zhytomyr Region.
On 10 September 2025, the Third Disciplinary Chamber of the HCJ adopted decisions to hold these judges disciplinarily liable and to impose disciplinary sanctions in the form of motions for their dismissal from office.
HCJ Returned Two Motions to Extend Judicial Suspension without Consideration Due to Procedural Deadlines
On 11 September 2025, the HCJ returned without consideration two motions of the Deputy Prosecutor General to extend the period of temporary suspension from administering justice in connection with criminal proceedings against:
- a judge of the Marinka District Court of Donetsk Region (seconded to the Shevchenkivskyi District Court of Zaporizhzhia);
- a judge of the Marinka District Court of Donetsk Region (seconded to the Apostolove District Court of Dnipropetrovsk Region).
The HCJ decided to assign the duties of Acting Head of the State Judicial Administration of Ukraine to Maksym Pampura, starting from 15 September 2025 until a Head is appointed in the prescribed manner, but not later than 30 January 2026.
In order to ensure judicial independence and the authority of justice, particularly in terms of adequate funding and proper conditions for the functioning of courts, judicial bodies, and institutions in 2026, the High Council of Justice on 11 September 2025 adopted a public appeal to the Cabinet of Ministers of Ukraine and the Ministry of Finance of Ukraine.
The HCJ emphasized the critical need to ensure sufficient funding of courts, judicial bodies, and institutions of the justice system in 2026. This is the obligation of the state under the Constitution of Ukraine and international standards, as well as an indispensable condition for further European integration.
