Seven judges were dismissed on general grounds
On April 2, 2024, the HCJ took decision to dismiss due to submission of application for resignation:
- Karabak Liliia Hermanivna from the office of judge of the Shevchenkivskyi district court of Zaporizhzhia;
- Dashkovska Alesia Viktorivna – from the office of judge of the Zaporizhzhia Court of Appeal;
- Tokar Lidiia Volodymyrivna – from the office of judge of the Leninskyi district court of Vinnytsia.
The HCJ has also dismissed Vintoniak Nataliia Dmytrivna from the office of judge of the Avtozavodskyi district court of the city of Kremenchuk of Poltava region due to submission of application on her own volition.
On April 4, 2024, Malovichko Svitlana Volodymyrivna was dismissed from the office of judge of the Zaporizhzhia Court of Appeal due to submission of application for resignation.
On April 9, 2024, the HCJ took decision to dismiss due to submission of application for resignation:
- Rieznikova Svitlana Serhiivna – from the office of judge of the Second Administrative Court of Appeal;
- Romanenko Viktoriia Anatoliivna – from the office of judge of the Sosnivskyi district court of the city of Cherkasy.
On April 2, 2024, the HCJ decided to satisfy the application of the Deputy Head of the Court Security Service, Pavlo Triasun, and dismiss him at his own request and dismissed him from his office as of April 5, 2024.
Serhii Varniak, the judge of the Kherson district administrative court, seconded to the Odesa district administrative court, was temporarily suspended from the administration of justice based on the decision of the Second Disciplinary Chamber of the HCJ.
On April 3, 2024, the Second Disciplinary Chamber of the HCJ decided to bring judge to disciplinary liability and impose a disciplinary sanction in the form of dismissal from office.
HCJ temporarily suspended from the administration of justice judge of the Supreme Court
On April 4, 2024, the HCJ temporarily suspended from the administration of justice judge of the Supreme Court from the administration of justice in connection with criminal prosecution and until the court verdict enters into legal force or the criminal proceedings on the charge are closed. The decision was taken based on the results of consideration of the relevant petition of the Deputy Prosecutor General – Head of the Specialized Anti-Corruption Prosecutor’s Office
The judge is suspected of committing a criminal offense under Part 4 of Article 368 of the Criminal Code of Ukraine.
Procedure for Conducting Competition to the Service of Disciplinary Inspectors has been published
Procedure for Conducting Competition to the positions of the Head of the Service of Disciplinary Inspectors, his/her deputy and disciplinary inspectors was posted on the official website of the HCJ.
The document was approved at the meeting of the Selection Commission for Conducting Competition to the positions of the Head of the Service of Disciplinary Inspectors, his/her deputy, disciplinary inspector on April 2, 2024 in order to establish and detail the terms and rules of the competition.
The document, in particular, defines stages of the competition, conditions for passing tests, case studies, interviews, and rules of the conduct during the competition stages.
HCJ will make to the President of Ukraine submission on appointment of 47 judges to local courts
On April 4, 2024, the HCJ took decision on making submission to the President of Ukraine on appointment of 18 judges to local courts. List by link.

HCJ extended term of the temporarily suspension from the administration of justice of judge of the Bolhradskyi district court of Odesa region
On April 5, 2024, the HCJ decided to extend until June 5, 2024 temporarily suspension from the administration of justice of judge of the Bolhradskyi district court of Odesa region due to the criminal prosecution in regard of judge.
The decision was taken based on the results of consideration of the relevant petition of the Deputy Prosecutor General – Head of the Specialized Anti-Corruption Prosecutor’s Office.
The judge is suspected of committing a criminal offense under Part 4 of Article 27, Part 3 of Article 369 and Part 1 of Article 190 of the Criminal Code of Ukraine.
Announcement of the start of the competition for the vacant position of a member of the High Qualification Commission of Judges of Ukraine

During the working meeting, members of the High Council of Justice discussed with the Ukraine’s Commissioner for Human Rights Marharyta Sokorenko, the issue of adoption of general and individual measures by the HCJ in the light of implementation of the ECHR judgements by Ukraine.

Activity of the HCJ Secretariat in figures for January — March 2024
For the period of three months, 1186 appeals from citizens and 367 requests for information were considered by employees of the Secretariat of the High Council of Justice since the beginning of the year. 724 appeals from citizens were received to the HCJ hotline at the telephone number: (044) 481-06-26. There were also 3610 cover letters on sending copies of the acts of the HCJ and its bodies prepared by employees of the Secretariat of the Council; 5698 copies of the acts of the HCJ, its bodies and members of the HCJ were issued, 7660 pages of draft documents of the HCJ were edited.
During January – March 2024, 61 judges were dismissed
75 judges were dismissed on general grounds, in particular:
- 72 judges were dismissed due to submission of application for resignation;
- 3 judges of local court were dismissed due to submission of application on their own volition.
6 judges were dismissed on special grounds, namely for committing a significant disciplinary misdemeanour.
During January — March 2024, the HCJ decided to make submission to the President of Ukraine on appointment of 54 judges
During three months of 2024, the HCJ took decisions on making submission to the President of Ukraine on appointment of 54 judges to local courts, in particular:
- 42 judges — to local general courts;
- 4 judges — to local administrative courts;
- 8 judges — to local economic courts.
HCJ dismissed judge of the Solomianskyi district court of Kyiv for committing a significant misdemeanour
On April 9, 2024, the HCJ took decision to dismiss Alla Demydovska from the office of judge of the Solomianskyi district court of Kyiv under paragraph 3 of Part 5 of Article 126 of the Constitution of Ukraine (committing a significant disciplinary misdemeanour, gross or systematic disregard of his/her duties, which is incompatible with the status of judge or has shown his/her incompatibility with the position held).
The realization of the mentioned procedure was carried out based on the decision of the High Council of Justice of December 03, 2015, № 920/0/15-15 on making submission to the Verkhovna Rada of Ukraine to dismiss Demydovska A.I. from the office of judge of the Solomianskyi district court of Kyiv for oath violation which was reviewed in court and upheld.
HCJ approved Amendments to the Procedure for maintaining the Unified State Register of Court Decisions
On April 9, 2024, the HCJ approved Amendments to the Procedure for maintaining the Unified State Register of Court Decisions, Amendments granting full access to the Register of the Specialized Anti-Corruption Prosecutor’s Office.
The said Amendments approved by decision of the HCJ dated April 9, 2024, № 1052/0/15-24 “On Amendments to the Procedure for maintaining the Unified State Register of Court Decisions”.
HCJ dismissed a judge of the Henicheskyi district court of Kherson region for refusing to undergo qualification evaluation
At its meeting of April 9, 2024, the HCJ took decision to dismiss Berlimova Yuliia Hennadiivna from the office of judge of the Henicheskyi district court of Kherson region under subparagraph 4 of Clause 16-1 of Section XV “Transitional provisions” of the Constitution of Ukraine. The decision was made in accordance with the submission with the recommendation of the HQCJU. The Commission recognized Berlimova Yu. H. as one that having refused the qualification evaluation.
Judge of the Yuzhnoukrainskyi local court of of Mykolaiv region was suspended from the administration of justice based on the decision of the Third Disciplinary Chamber of the High Council of Justice
On April 10, 2024, the Third Disciplinary Chamber of the HCJ decided to bring judge the Yuzhnoukrainskyi local court of Mykolaiv region Volkova Olena Ivanivna to disciplinary liability and impose a disciplinary sanction in the form of a motion to dismiss judge from office.
According to the current legislation and taking into account the decision made by the Third Disciplinary Chamber of the HCJ, the judge of the Yuzhnoukrainskyi local court of Mykolaiv region Volkova O.I. was suspended from the administration of justice.
High Council of Justice agreed on reallocation of expenditures between courts, the SJA of Ukraine and its branches
This decision was taken following the consideration of the proposals of the SJA of Ukraine, substantiated by requests from the courts and territorial brunches of the SJA of Ukraine regarding the need to increase budget allocations for 2024 in the areas of payment for services for publication of announcements in print media of the national distribution sphere, arrangement of a complex of technical information protection and security premises in the Mykolaivskyi court of appeal and the Lutskyi local-district court of the Volyn region, carrying out repairs on the roof of the Mykolaivskyi district court of Mykolaiv region.
13 candidates were admitted to participate in selection for the vacant position of the Head of the SJA of Ukraine
On April 8, 2024, the working group on selecting candidates for the position of the Head of the SJA of Ukraine determined candidates for the specified position who, based on the results of a preliminary study of documents submitted by them, meet the requirements established by law and the Conditions for holding position of the Head of the SJA of Ukraine, approved by the decision of the HCJ dated February 1, 2024, № 314/0/15-24 .
There were admitted to the selection 13 candidates.
Judge of the Artemivskyi local-district court of Donetsk region, seconded to the Druzhkivskyi local court of Donetsk region, was temporarily suspended from the administration of justice based on the decision of the Second Disciplinary Chamber of the HCJ
On April 10, 2024, the Second Disciplinary Chamber of the HCJ decided to bring Reshetniak Ihor Volodymyrovych, judge of the Artemivskyi local-district court of Donetsk region, seconded to the Druzhkivskyi local court of Donetsk region, to disciplinary liability and impose a disciplinary sanction in the form of a motion to dismiss judge from office.
According to the current legislation and taking into account the decision made by the Second Disciplinary Chamber of the HCJ, the judge of the Artemivskyi local-district court of Donetsk region Ihor Reshetniak, seconded to the Druzhkivskyi local court of Donetsk region, was suspended from the administration of justice.
HCJ terminated retirement of judge due to entry into force of a judgment of guilty
On April 11, 2024, the HCJ decided to terminate retirement of judge Salii Volodymyr Vasylovych due to entry into force of judgement of guilty of the High Anti-Corruption Court dated February 7, 2024, against the said judge for committing an intentional crime.
A copy of this decision of the HCJ should be sent to the Pension Fund of Ukraine, which ensures the payment of monthly allowance of retired judge.
