During January – March, 2024, the HCJ considered 37 notifications on interference in the professional activity of judges

During January-March 2024, the HCJ received 59 notifications on interference in the professional activity of judges regarding administering justice on the actions that violate the guarantees of independence of judges or undermine the authority of justice.

Considering the notifications that were previously received, the HCJ considered 37 notifications from judges during three months of 2024.

By results of consideration of 21 notifications on interference in the activity of judges regarding administering justice, 20 decisions were made on taking relevant measures.

The HCJ made 2 decisions by its initiative within its powers on taking measures regarding ensuring judicial independence and the authority of justice.

 

HCJ seconded three judges to administer justice in the Holosiivskyi district court of Kyiv

To resolve the workload in the Holosiivskyi district court of Kyiv the HCJ decided on April 16, 2024, to second three judges to the mentioned court for the term of one year starting from April 29, 2024, namely:

  • judge of the Khmelnytskyi city district court of Khmelnytskyi region Koval Viktoriia Oleksandrivna;
  • judge of the Kramatorskyi city court of Donetsk region Mytrofanova Alesia Oleksiivna;
  • judge of the Myronivskyi district court of Kyiv region Havryschuk Andrii Volodymyrovych.

 

HCJ dismissed two judges

On April 16, 2024, the HCJ decided to dismiss Rusynchuk Mykola Mykolaiovych from the position of the judge of the Supreme Court due to his application for resignation.

On April 18, 2024,  the HCJ decided to dismiss Ovchynnikova Olha Serhiivna from the position of the judge of the Volnovaskyi district court of Donetsk region (who was seconded to the Babushkinskyi district court of Dnipropetrovsk).

 

HCJ dismissed the judge of the Balakliiskyi district court of Kharkiv region for committing a substantial disciplinary offence

On April 16, 2024, the HCJ made a decision to dismiss the judge of the Balakliiskyi district court of Kharkiv region Volodymyr Kupin based on item 3 part 6 of Article 126 of the Constitution of Ukraine.

The realization of the mentioned procedure was carried out based on the submission from the Second disciplinary chamber of the High Council of Justice on dismissal of a judge from the office due to a significant disciplinary offense, gross or systematic neglect of duties that is incompatible with the status of a judge or revealed his or her incompatibility with the position held (part 8 of Article 109 of the Law of Ukraine “On the Judiciary and the Status of Judges”).

 

First disciplinary chamber of the HCJ opened a disciplinary case concerning judge of the SC ACC Vsevolod Kniaziev

The decision was made by the results of consideration of complaints regarding judge’s disciplinary misconduct, that were received, namely from the NACP.

 

HCJ Chairman participated in the event “Decade of transformation, towards a future of integrity”

On April 16, 2024, an event “Decade of transformation, towards a future of integrity: EU-supported anti-corruption and rule of law reforms in Ukraine” was held. The event was organised by the EU anti-corruption initiative and the EU Project “Право-Justice” under the aegis of the European Union and marked the simultaneous launch of new phases of these two projects.

The purpose of the event is to present Ukraine's achievements in strengthening the rule of law and fighting corruption after the Revolution of Dignity with the support and cooperation of the European Union.

HCJ will make a submission to the President of Ukraine on appointing 16 judges to local courts

On April 18, 2024, the HCJ made a decision to make a submission to the President of Ukraine on appointing judges to positions in local courts. To see the list – follow the link.

 

HCJ temporarily suspended the judge of the Kropyvnytskyi appellate court from administering justice

On April 19, 2024, the HCJ temporarily suspended the judge of the Kropyvnytskyi appellate court from administering justice due to bringing him to criminal liability until the court verdict enters into force or the criminal proceedings are closed.

The decision was made following the consideration of the relevant petition of the Deputy Prosecutor General - Head of the SAPO.

The judge is accused of committing a criminal offense under part 3 of Article 368 of the Criminal Code of Ukraine.

 

Representatives of the Ukrainian judiciary got acquainted with the organisation of internal and external communication in the judicial system of Lithuania

During the three-day study visit to the Republic of Lithuania, representatives of the Ukrainian judiciary got acquainted with the Lithuanian judicial system, powers of self-governance bodies, functioning of the IT system in courts, principles of internal coordination in the judicial community, cooperation with other branches of government and communication with the public.

Implementation of recommendations of the European Commission was the topic of discussion during the meeting at the High Council of Justice

Representatives of the European Commission and the Delegation of the European Union to Ukraine held a meeting with the Chairman of the HCJ Hryhorii Usyk and members of the Council. The participants discussed aspects of the functioning of the judicial system in Ukraine, the implementation of the action plan to implement the recommendations of the European Commission, presented in the Report on Ukraine’s progress within Ukraine 2023 Enlargement Package.
