
Nine judges were dismissed on general grounds
The HCJ took decision on dismissal due to filling applications for resignation of:
- Bielova Liudmyla Vasylivna – from the office of judge of the Sixth administrative court of appealу;
- Hrosheva Olena Yuriivna – from the office of judge of the Kharkiv court of appeal;
- Ivanov Eduard Anatoliiovych – from the office of judge of the Odesa circuit administrative court
- Tkachenko Liudmyla Yakivna – from the office of judge of the Kropivnytskyi court of appeal;
- Miaskivska Iryna Mykolaivna – from the office of judge of the Baltskyi district court of Odesa region due to filling application for resignation;
- Zubakova Viktoriia Petrivna – from the office of judge of the Dniprovskyi court of appeal;
- Antypets Valentyna Mykolaivnaу – from the office of judge of the Chernihivskyi court of appeal.
The HCJ also dismissed due to submission of application at own volition:
- Romanova Olena Hennadiivna – from the office of judge of the Chornobaivskyi district court of Cherkasy region;
- Dunaievska Dariia Leonidivna – from the office of judge of the Shevxhenkivskyi district court of Kyiv.
HCJ will make submissions to the President of Ukraine on appointment of nine judges
The HCJ decided to make submissions to the President of Ukraine on appointment of eight judges to positions in courts of appeal and one judge to local court, namely:
- Ilnytskyi Oleh Volodymyrovych – to the position of judge of the Eighth administrative court of appeal;
- Lebezhenko Volodymyr Oleksandrovych – to the position of judge of the Chernihivskyi court of appeal;
- Narolskyi Maksym Mykhailovych – to the position of judge of the Western economic court of appeal;
- Truskavetskyi Vasyl Petrovych – to the position of judge of the Western economic court of appeal;
- Vasyliuk Ihor Mykolaiovych – to the position of judge of the Central economic court of appeal;
- Kravchenko Lidiia Yuriivna – to the position of judge of the Zaporizkyi court of appeal;
- Nikolenko Mykhailo Oleksandrovych – to the position of judge of the the Central economic court of appeal;
- Yasynovskyi Ivan Hryhorovych – to the position of judge of the Sixth administrative court of appeal;
- Kotelva Kateryna Oleksandrivna – to the position of judge of the Halytskyi district court of Lviv.
HCJ dismissed two judges for committing a significant disciplinary offence
The HCJ took decision on dismissal under paragraph 3, Part 6 of Article 126 of the Constitution of Ukraine:
- Lesko Maksym Oleksandrovych – from the office of judge of the Chudnovskyi district court of Zhytomyr region;
- Artymovych Vasyl Mykhailovych – from the office of judge of the Economic court of Lviv region.
Deputy Chairperson of the HCJ, Oksana Kvasha, and members of the HCJ, Yuliia Bokova and Olena Kovbii, as part of the Ukrainian delegation, paid a study visit to key institutions of the French judicial system: the Court of Cassation, the Directorate of Judicial Services, the Council of State, the High Council of Magistracy, and the National School of Judges of France. The event was held to provide representatives of judicial governance bodies, the Supreme Court, and the State Judicial Administration of Ukraine with French experience in the functioning of key judicial institutions, the practical implementation of rule of law standards, and best practices from EU countries, as well as to facilitate the implementation of relevant practices within the framework of reforms in Ukraine.
The delegation members learned about practices related to ensuring judicial independence, disciplinary accountability, procedures for appointing and evaluating judges, the organization of judicial education, the digitization of the justice system, and the modernization of the judicial system.
22 judges took the oath to the Ukrainian people
During a solemn ceremony in the presence of the President of Ukraine, the Chairman of the High Council of Justice, the President of the Supreme Court, the Chairman of the High Qualification Commission of Judges of Ukraine and the Head of the Council of Judges of Ukraine, the newly appointed judges took the oath and assumed their powers.
Three of them are judges of local general courts, two of local economic courts, five of courts of appeal, eight of economic courts of appeal, and four of administrative courts of appeal.
HCJ adopted a public appeal to the Cabinet of Ministers of Ukraine regarding legal regulation in the area of critical infrastructure protection and energy supply for courts
On April 23, 2026, the HCJ adopted a public appeal to the Cabinet of Ministers of Ukraine on determining a special (simplified) procedure for establishing whether courts meet the criteria of critical infrastructure facilities and/or facilities subject to priority electricity supply.

HCJ adopted a public appeal to the Cabinet of Ministers of Ukraine regarding the regulation of the issue of crossing the state border by women not subject to military service – civil servants and women judges
Providing women public servants and women judges with the opportunity to temporarily travel abroad not only meets international standards, but also helps ensure the judicial independence, the stability of their work, and the effective administration of justice.
The HCJ called on the Cabinet of Ministers of Ukraine to ensure the drafting appropriate amendments to the regulations governing the procedure for crossing the state border by this category of persons, which is a critically important step to prevent the outflow of highly qualified personnel from the judicial system and ensure compliance with Ukraine's international human rights obligations.

Ensuring veterans' access to justice is a key element of social justice and the state's fulfillment of its obligations — Olena Kovbii
“Ensuring veterans’ access to justice is a key element of social justice and the state’s fulfillment of its obligations to those who defend its sovereignty and territorial integrity,” emphasized Olena Kovbii, a member of the High Council of Justice, in her welcoming remarks during the seminar “Justice and Trust: The Judiciary and Veterans.”
The event discussed issues of ensuring effective access to justice for war veterans and their family members, as well as identifying necessary legislative and practical changes in this area.
Olena Kovbii drew attention to the need to maintain a balance between sensitivity to the circumstances faced by veterans and ensuring uniformity of judicial practice and clear legal standards. She emphasized that her position is based not only on her professional experience as an administrative justice judge, who bears a significant burden of protecting the rights of military personnel and veterans, but also on her personal experience as a veteran and combat participant.
The High Council of Justice was also represented at the event by its member Yuliia Bokova and Artem Brintsov, Head of the Legal Department of the High Council of Justice Secretariat.
