
The HCJ will make a submission to the President of Ukraine on appointing 48 judges to local courts

The HCJ dismissed four judges
On April 23, 2024, and on April 25, 2024, the HCJ decided to dismiss due to the submission of applications for resignation:
- Kanurna Olha Demianivna – from the position of the judge of the Donetsk appellate court;
- Shevel Olha Viktorivna – from the position of the judge of the Eastern appellate economic court.
- Litvinenko Tetiana Yakivna – from the position of the judge of the Pervomaiskyi city district court of Mykolaiv region;
- Akulenko Svitlana Oleksiivna – from the position of the judge of the Chernihiv appellate court.
On April 23, 2024, the HCJ made a decision to dismiss Trofymova Nadiia Anatoliivna from the position of judge of the Verkhniodniprovskyi district court of Dnipropetrovsk region based on item 3 part six of Article 126 of the Constitution of Ukraine.
The realization of the mentioned procedure was carried out based on the submission from the First disciplinary chamber of the High Council of Justice on the dismissal of a judge from the office due to a significant disciplinary offense, gross or systematic neglect of duties that is incompatible with the status of a judge or revealed his or her incompatibility with the position held (part 8 of Article 109 of the Law of Ukraine “On the Judiciary and the Status of Judges”).
The HCJ, since May 1, 2024, changed territorial jurisdiction of cases of the Velykopysarivskyi district court of Sumy region by transferring them to the Okhtyrskyi city district court of Sumy region.
Due to significant damages to the premises of the Velykopysarivskyi district court due to the shelling by russian federation, the meeting of judges decided to temporarily terminate the work of the court till the elimination of the circumstances that led to the objective impossibility of administering justice by the court.
Judge of the Bohuslavskyi district court of Kyiv region Kikhtenko Serhii Oleksandrovych was temporarily suspended from administering justice based on the decision of the Third disciplinary chamber of the HCJ.
The decision on bringing a judge to disciplinary liability and applying a disciplinary penalty in the form of the submission for dismissal was made by the Third disciplinary chamber on April 24, 2024.
On April 24, 2024, the Second disciplinary chamber of the HCJ decided to bring judge of the Makarivskyi district court of Kyiv region Oleksii Tandyr to disciplinary liability and apply to him a disciplinary penalty in the form of dismissal from office.
The decision was made on the results of consideration by the Second disciplinary chamber of the HCJ of a disciplinary case, opened on January 10, 2024.

This was emphasized by the HCJ Deputy Chairman Dmytro Lukianov during the round-table meeting on the topic “Правосуддя майбутнього: добір та призначення суддів”, held by the publishing house “Yurydychna praktyka”.
Dmytro Lukianov noted that the process of selecting judges is long, and it will not be possible to quickly fill more than two thousand vacancies in the courts. The staff system, which guarantees a balance of dismissals and appointments, was out of sync due to the longstanding lack of powers of the judicial governance bodies.
Dmytro Lukianov told that the HCJ in its new composition made decisions on making submissions to the President of Ukraine on appointing 102 candidates to positions of judges. The previous composition of the Council made 49 such submissions.
“We are looking forward to the decrees of the President of Ukraine on the appointment of judges and their swearing in”, – emphasized the HCJ Deputy Chairman.
