HCJ will make to the President of Ukraine submission on appointment of          34 judges to local courts

On April 30, 2024, the HCJ took decision on making submission to the President of Ukraine on appointment of 6 judges to local courts. List –by link.

HCJ dismissed judge of the Bilozerskyi district court of Kherson region, who has been found as to be incompatible with position she held, based on the results of a qualification evaluation

On April 30, 2024, the HCJ took decision to dismiss Bila-Kyselova Anna Anatoliivna from the office of judge of the Bilozerskyi district court of Kherson region under subparagraph 4 of Clause 16¹ of Section XV “Transitional provisions” of the Constitution of Ukraine.

The decision was made in accordance with the recommendation submitted by the HQCJU which stated that based on the results of the interview and the study of dossier of judge Bila-Kyselova A.A., the inability of the judge to perform her duties at an acceptable level that meets the standards of judicial conduct was confirmed. Therefore, Bila-Kyselova A.A. has been found by the HQCJU as not consistent with the position she held.

HCJ resigned six judges

On April 30, 2024, the HCJ decided to dismiss four judges due to submission of application for resignation:

  • Volkov Oleksandr Fedorovych – from the office of judge of the Supreme Court;
  • Borodina Larysa Ivanivna – from the office of judge of the Eastern Economic Court of Appeal;
  • Zinchenko Andrii Viktorovych – from the office of judge of the Kharkiv Circuit Administrative Court;
  • Lopatina Maryna Yuriivna – from the office of judge of the Donetsk Court of Appeal (seconded to the Dniprovskyi Court of Appeal).

On May 7, 2024, the HCJ decided to dismiss two judges due to submission of application for resignation:

  • Ivashchenko Stanislav Oleksandrovych – from the office of judge of the Frunzenskyi district court of Kharkiv;
  • Klimenko Andrii Mykolaiovych – from the office of judge of the Ordzhonikidzevskyi district court of Kharkiv.

List of persons admitted to participate in competition for positions in the Service of Disciplinary Inspectors, dates of testing and test samples have been determined

During the third meeting of the Selection Commission for Conducting Competition to the position of the Head of the Service of Disciplinary Inspectors and his/her deputy, disciplinary inspector approved the list of candidates admitted to participate in the competition.

In particular, the list includes:

  • 10 candidates to the position of the Head of the SDI;
  • 114 candidates to the position of the Deputy Head of the SDI;
  • 345 candidates to the position of disciplinary inspector.

Judge Larysa Bohomolova was temporarily suspended from the administration of justice based on the decision of the Third Disciplinary Chamber of the HCJ

Bohomolova Larysa Viktorivna, judge of the Berdianskyi local-district court of Zaporizhzhia region, seconded to the Poltavskyi district court of Poltava region, was temporarily suspended from the administration of justice based on the decision of the Third Disciplinary Chamber of the HCJ.

On May 1, 2024, the Third Disciplinary Chamber of the HCJ took decision on bringing judge to disciplinary liability and imposing a disciplinary sanction in the form of dismissal from office.

Results of the Fourth Official Meeting of the Selection Commission for Conducting Competition to the Positions in the Service of Disciplinary Inspectors

On May 8, 2024, at a meeting of the Commission for Conducting Competition to the position of the Head of the Service of Disciplinary Inspectors and his/her deputy, disciplinary inspector, all complaints received by the Commission after the publication of the list of candidates admitted to participate in the competition were considered.

President of Ukraine supported the HCJ's submission on appointment of 114 judges

114 judges were appointed to local general, economic and administrative courts under the Decree of the President of Ukraine dated May 8, 2024 №№ 285/2024–308/2024.

Activity of the HCJ Secretariat in figures for January-April 2024

1735 appeals from citizens and 514 requests for information were considered by employees of the Secretariat of the High Council of Justice during four months; 855 appeals from citizens were received to the HCJ hotline at the telephone number: (044) 481-06-26.

There were also 4885 cover letters on sending copies of the acts of the HCJ and its bodies prepared by employees of the Secretariat of the Council; 8093 copies of the acts of the HCJ, its bodies and members of the HCJ were issued, 10216 pages of draft documents of the HCJ were edited.

During January – April 2024, 2252 acts of the HCJ, 966 other documents and 269 news items were published on the official website of the High Council of Justice; 570 information materials were published on social media pages of the HCJ. About 1,100 information materials were published in the “News” section of the “Judiciary of Ukraine” portal.

The newspaper “Holos of Ukrainy” No. 30-31 (82-83) dated May 8-9, 2024, published an announcement on aspects of the functioning of the UJITS modules in the Supreme Court.

HCJ addressed the Prosecutor General to bring to responsibility those who committed actions that undermine the authority of justice

The HCJ, on its own initiative, decided to take measures to ensure the independence of judges and the authority of justice due to the facts established during the consideration of the disciplinary case.

These facts were established during the consideration of a disciplinary case against judge of the Rzhyshchevskyi local court of Kyiv region Kozina S.M., who, according to the decision of the Second Disciplinary Chamber of the HCJ, was brought to disciplinary liability and disciplinary sanction was imposed on her in the form of submission on dismissal of the judge from office.
