The High Council of Justice dismissed judges due to general circumstances

On August 5, 2025, the HCJ decided to dismiss:

  • Olena Anatoliivna Pul, judge of the Eastern Commercial Court of Appeal, due to resignation;
  • Olena Valentynivna Hladka, judge of the Kholodnogirskyi District Court of Kharkiv, at her own request.

On August 7, 2025, the HCJ decided to dismiss three judges due to resignation:

  • Kateryna Serhiivna Lukinova, judge of the Pokrovskyi District Court of Dnipropetrovsk region;
  • Iryna Anatoliivna Ionnikova, judge of the Northern Commercial Court of Appeal;
  • Taisia Valentynivna Lohvina, judge of the Desnianskyi District Court of Chernihiv.

On August 12, 2025, the HCJ decided to dismiss two judges due to resignation:

  • Mykola Mykolaiovych Ivanchenko, judge of the Kyiv Court of Appeal;
  • Dmytro Mykolaiovych Skrypchenko, judge of the Tomakivskyi District Court of Dnipropetrovsk region.

The HCJ discussed cooperation with GIZ on developin g a methodology for auditing the State Judicial Administration and judicial governance bodies

The Chair of the High Council of Justice (HCJ), Hryhorii Usyk, and HCJ members held a working meeting with Artem Shaipov, representative of the German Society for International Cooperation (GIZ Ukraine Project) «Supporting Ukraine’s Approximation to the EU in the Field of the Rule of Law.»

The parties discussed and agreed on further areas of cooperation, including assistance in implementing measures of the Rule of Law Roadmap. They also discussed the preparation of a methodology to be used for a functional audit of Ukraine’s State Judicial Administration (SJA).

Judge of the Kyiv District Administrative Court Volodymyr Keleberda temporarily suspended from judicial duties by decision of the Third Disciplinary Chamber of the HCJ

The decision to hold the judge disciplinarily liable and to apply disciplinary action in the form of a recommendation for dismissal was adopted by the Third Disciplinary Chamber of the HCJ on August 6, 2025.

Activities of the HCJ Secretariat in Numbers, January – July 2025

From January to July 2025, the staff of the HCJ Secretariat:

  • processed 3497 citizen appeals and 698 information requests;
  • prepared 6213 cover letters for sending copies of HCJ acts and its bodies’ acts, issued 8795 copies of acts of the HCJ, its bodies, and members, and edited 15476 pages of HCJ draft documents;
  • published on the official HCJ website: 4368 HCJ acts, 1604 other documents, and nearly 400 news items and announcements;
  • posted 858 informational materials on HCJ social media accounts;
  • published more than 1800 informational materials in the “Press Center” section of the “Judicial Authority of Ukraine” portal.

During this period, 1421 citizen inquiries were received via the HCJ telephone hotline at (044) 481-06-26.

Methodology for Assessing Candidates for the Head of the State Judicial Administration of Ukraine Approved, Along with Guidelines for Exam Preparation for the Competitive Selection

To ensure a transparent and objective selection process for the Head of the State Judicial Administration (SJA) of Ukraine based on clear rules and evaluation criteria — including assessment of each candidate’s integrity and professional competence — the High Council of Justice conducted a series of working meetings from May to July 2025 with representatives of the EU Project «Pravo-Justice» the GIZ Ukraine Project Supporting Ukraine’s Approximationto the EU in the Field of the Rule of Law and the International Organization for Law Development (IOLD). As a result of these meetings, draft versions of the above-mentioned documents were prepared:

The High Council of Justice (HCJ) has decided to conduct an additional document submission period for participation in the selection process for the position of Head of the State Judicial Administration of Ukraine

The HCJ has resolved to hold an additional document submission period for participation in the selection process for the position of Head of the State Judicial Administration of Ukraine from August 8, 2025, to September 8, 2025.

Given the extended period during which the initial processing of candidates’ documents is conducted, there arose a need to update the announced procedure by holding an additional document submission period to attract new candidates.

The HCJ will submit recommendations to the President of Ukraine for the appointment of three judges to local courts

On August 12, 2025, the HCJ decided to submit recommendations to the President of Ukraine for the appointment of three judges to positions in local courts, namely:

  • Nataliia Oleksandrivna Horobets – to the position of judge of the Chemerivtsi District Court of Khmelnytskyi Oblast;
  • Vitalii Borysovych Martyniuk – to the position of judge of the Novoaidar District Court of Luhansk Oblast;
  • Alla Viktorivna Rybas – to the position of judge of the Bilozerka District Court of Kherson Oblast.

The HCJ appointed Ihor Vitaliiovych Kushnir to the position of member of the High Qualification Commission of Judges of Ukraine
