
150 Judges Dismissed During January–July 2025
A total of 117 judges were dismissed under general circumstances, namely:
- 111 judges dismissed upon submitting resignation applications;
- 6 judges of local courts dismissed upon submitting applications for dismissal at their own request.
Under special circumstances, the High Council of Justice dismissed 33 judges, namely:
- 25 judges for committing a significant disciplinary offense;
- 8 judges pursuant to subparagraph 4, paragraph 16¹, Section XV “Transitional Provisions” of the Constitution of Ukraine, based on submissions and recommendations of the High Qualification Commission of Judges of Ukraine.
Over 70 Judges Disciplined During January–July 2025
During the first seven months of 2025, following consideration of disciplinary cases, the Disciplinary Chambers of the HCJ adopted 71 decisions to impose disciplinary liability on 73 judges, applying the following types of disciplinary sanctions:
- warning — applied to 36 judges;
- reprimand with deprivation of the right to receive additional payments to the judicial salary for one month — applied to 10 judges;
- severe reprimand with deprivation of the right to receive additional payments to the judicial salary for three months — applied to 4 judges;
- submission for temporary suspension from administering justice — applied to 1 judge;
- submission for dismissal — applied to 22 judges.
Four Judges Retired
The HCJ decided to dismiss the following judges upon their resignation applications:
- Olena Levchuk — Judge of the Odesa District Administrative Court;
- Vasyl Kuz — Judge of the Frankivskyi District Court of Lviv;
- Oksana Chernysh — Judge of the Kherson City Court of Kherson Region;
- Volodymyr Bilous — Judge of the Supreme Court.
On August 20, 2025, the Second Disciplinary Chamber of the HCJ adopted a decision to hold Judge Dmytro Makharynets disciplinarily liable and apply a sanction in the form of a submission for dismissal from office.
HCJ Granted Consent to the Detention of a Judge of the Maryinka District Court of Donetsk Region
On August 21, 2025, the HCJ granted consent to the detention of a judge of the Maryinka District Court of Donetsk Region (seconded to the Apostolove District Court of Dnipropetrovsk Region).
The decision was adopted following consideration of a submission by Deputy Prosecutor General Mariia Vdovychenko.
On 21 August 2025, the High Council of Justice granted consent for the house arrest of a judge of the Maryinsky District Court of Donetsk Region (seconded to the Shevchenkivskyi District Court of Zaporizhzhia).
This decision was adopted following the consideration of the relevant motion submitted by Deputy Prosecutor General Mariia Vdovychenko.
The HCJ temporarily suspended two judges from administering justice
On 21 August 2025, the High Council of Justice temporarily, until 12 September 2025, suspended two judges from administering justice in connection with their criminal prosecution:
- a judge of the Maryinsky District Court of Donetsk Region (seconded to the Apostolivskyi District Court of Dnipropetrovsk Region);
- a judge of the Maryinsky District Court of Donetsk Region (seconded to the Shevchenkivskyi District Court of Zaporizhzhia).
In order to ensure judicial independence and the authority of justice in terms of adequate funding and conditions for the functioning of courts, bodies, and institutions of the judiciary, on 21 August 2025 the High Council of Justice adopted public appeals to the President of Ukraine and the Cabinet of Ministers of Ukraine.
