HCJ dismissed six judges on general grounds
On August 22, 2023 the HCJ decided to dismiss under submission of application for resignation:
- Strilchuk Viktor Andriiovych – from the office of judge of the Supreme Court;
- Nerushak Larysa Viktorivna – from the office of judge of the Cherkasy court of appeal.
The HCJ has also decided to dismiss Khalatova Tetiana Stepanivna – from the office of judge of the Donetskyi circuit administrative court on her free will.
On August 24, 2023 the HCJ decided to dismiss under submission of application for resignation:
- Triasun Yurii Rostyslavovych – from the office of judge of the Kyiv court of appeal;
- Bilousenko Ihor Volodymyrovych – from the office of judge of the Ovrutskyi district court of Zhytomyr region.
The HCJ has also decided to dismiss Kulyk Yevhen Volodymyrovych from the office of judge of the Koretskyi district court of Rivne region on his free will.
On August 22, 2023, the HCJ decided to dismiss Anatolii Levchenko from the office of judge of the Boryspilskyi local-district court of Kyiv region under paragraph 3 of part 6 of Article 126 of the Constitution of Ukraine (committing a significant disciplinary misdemeanour, gross or systematic disregard of his/her duties, which is incompatible with the status of judge or has shown his/her incompatibility with the position held).
Chatbot of the High Council of Justice started its work
HCJ has launched chatbot to automate communication and interaction with citizens.

The service will help to find out:
• how to file a disciplinary complaint, appeal or request,
• how to get to a personal reception with executives of the Council,
• information about changes in the territorial jurisdiction of cases of certain courts,
• resumption of court work,
• issues of judicial career and much more.
The program is currently in test mode.
At its meeting on August 24, 2023, the HCJ approved the Annual Report for 2022 “On ensuring judicial independence in Ukraine”.
The annual report on ensuring judicial independence in Ukraine includes an overview of the main problematic issues of legal support in the field of justice, compliance with guarantees of judicial independence, as well as an analysis of cases of interference in the activities of judges in the administration of justice, highlights topical issues of judicial independence and ways to strengthen it. This document lays the foundation for further improvement of legislation to ensure the sustainable functioning of the judiciary.

Proper funding of the judiciary is a prerequisite for the effective operation of all bodies of the justice system in the implementation of measures aimed at ensuring the timely and high-quality consideration of court cases and, accordingly, meeting public needs and expectations.
In order to ensure proper funding and conditions for the functioning of courts, bodies and institutions of the justice system in 2024, that constitutes judicial independence authority of justice, the HCJ has adopted statement to the Cabinet of Ministers of Ukraine and the Ministry of Finance of Ukraine.
