
According to the information of the MES of Ukraine, taking into account the lack of opinions from the Ethics Council on compliance of each candidate with professional ethics and integrity, and also the list of candidates, recommended for election for the position of member of the High Council of Justice, the date of holding the congress of the representatives of legal higher education and scientific institutions, determined by the order of the MES of Ukraine of October 26, 2022 No. 954, has been changed by the order of the Ministry of education and science of Ukraine of December 12, 2022, No. 1113.
It is planned that the congress of the representatives of legal higher education and scientific institutions will be held on February 17, 2023, at 11 AM in the premises of the State university of trade and economics (Kyiv, Kioto street 19).
The Acting Chairman of the HCJ Vitalii Salikhov participated in the solemnity with the participation of the President of Ukraine Volodymyr Zelenskyy, dedicated to the Day of court employees and celebration of the fifth anniversary from the day of the beginning of work of the higher instance – the new Supreme Court.
Vitalii Salikhov greeted colleagues on the occasion of the fifth anniversary, by noting that the HCJ highly appreciates the cooperation with the Supreme Court, has the joint vision, understanding of problems and ways of solving them.

On December 20, 2022, the Selection Commission for the selection of candidates for the position of a member of the HQCJU held an official meeting at which it approved the list of 64 candidates, who are admitted to the next stage of the competition i.e. interviews.
The official meeting attended by all six members of the Selection Commission, was broadcasted live on the YouTube channel of the High Council of Justice and the Selection Commission and is available in Ukrainian and English.
The list of 64 best candidates was determined by the Selection Commission on the basis of the approved Methodology for assessing the candidates compliance with the criteria of integrity and professional competence and verification of all information provided on the candidates for compliance with the requirements of the Law of Ukraine "On the Judiciary and the Status of Judges" and posted on the website of the High Council of Justice.
The activity of the judiciary in the conditions of martial law was discussed at the HCJ
The meeting of the round table “The activity of the judiciary in the conditions of martial law: legal, personnel, economic challenges and ways of solving them” was held at the HCJ.
At the event, it was mentioned that during the year the judicial system faced not only cruel challenges due to aggression and war but also the lack of the plenipotentiary composition of the HCJ in such critical conditions. In particular, the issues of financing the judiciary, secondment of judges, reaction to cases of collaboration, restoration of work of courts on deoccupied territories and other current issues of the justice system were discussed.
The HCJ repeatedly emphasized that court employees – the basis of the judiciary, one of the key figures of the system, because the work of the courts largely depends on them. That is why all branches of power should make every effort to retain qualified employees in the courts and provide their social guarantees, which are one of the important components of the independence of the judiciary.
The progressive draft law “On making amendments to the Law of Ukraine “On the Judiciary and the Status of Judges” on the regulation of an issue on salary payments to court employees” (No. 6311) has been pending for a year, although the VRU Committee on legal policy issues recommended to adopt it as a basis. The document was developed by joint efforts within the working group on issues of adequate financing of the Ukrainian judiciary and suggested raising the salary of court employees and to establish a defining role in payment structure, and at the same time reducing the part of additional incentive payments which depend on the availability of financial resources.
The HCJ calls the parliamentarians to urgently adopt the draft law on the regulation of the issue of salaries for court employees.
