Four judges were resigned

The HCJ took decision on dismissal due to filling applications for resignation of:

  • Feiir Oleksandr Oleksandrovych – from the office of judge of the Berehivskyi district court of Zakarpattia region;
  • Reiti Serhii Ivanovych – from the office of judge of the Zakarpatiia circuit administrative court;
  • Rusina Alla Anatoliivna – from the office of judge of the Novoukrainskyi district court of Kirovohrad region;
  • Shmyhelskyi Dmytro Ivanovych – from the office of judge of the Desnianskyi district court of the city of Kyiv.

HCJ extended the term of temporary suspension from the administration of justice of a judge of the Pidhaietskyi district court of Ternopil region

Om December 23, 2025, the High Council of Justice upheld the motion of the First Deputy Prosecutor General Maria Vdovychenko and decided to extend the temporary suspension from justice of the judge of the Pidhaietskyi district court of Ternopil region from January 1, 2026, to March 1, 2026, in connection with criminal prosecution against him / her.

The judge is suspected of violating traffic safety rules or operation of transport by a driver, where it caused death of the victim i.e., of committing an offense under Part 2 of Article 286 of the Criminal Code of Ukraine.

HCJ appointed Maksym Pampura as the Head of the State Judicial Administration of Ukraine

On December 22, 2025, the High Council of Justice decided to appoint Maksym Valeriiovych Pampura to the position of the Head of the State Judicial Administration of Ukraine with no competitive selection, temporarily, under a fixed-term employment contract for a period not exceeding 12 months from the date of termination or cancellation of martial law or until the winner of the competition is appointed to the position.

Representatives of the HCJ participated in the presentation of an analytical report on corruption risks in the justice system

Deputy Head of the Secretariat of the High Council of Justice — Head of the Department for Prevention and Detection of Corruption Oleksandr Seriohin and Head of the Legal Department of the Secretariat of the High Council of Justice Artem Brintsov took part in the presentation of an analytical report on «Corruption Risks in the Justice System” prepared jointly with experts from the Organisation for Security and Cooperation in Europe (OSCE).

The representatives of the High Council of Justice, in particular, took part in panel discussions, which focused on identifying corruption risks and ways to minimise them in judicial career, judicial governance and the financial support of courts.

Employees of the Secretariat and disciplinary inspectors of the High Council of Justice once again joined a charitable initiative — they donated blood for the defenders of Ukraine, who risk their lives every day on the front lines, as well as for all citizens who need blood transfusions in the fight for their health and lives

High Council of Justice discussed the generalization of disciplinary proceedings against judges

“The special procedure for bringing judges to liability is part of ensuring judicial independence, and therefore the formation of consistent and coherent disciplinary practice is of great importance,” said the Acting Chair of the High Council of Justice, Tetiana Bondarenko, during an event discussing the generalizations of practice in disciplinary proceedings against judges in 2024.

The discussion was attended by the HCJ members, disciplinary inspectors of the HCJ, judges of the Supreme Court, members of the High Qualification Commission of Judges of Ukraine, the Council of Judges of Ukraine, representatives of the Ministry of Justice of Ukraine, the National School of Judges of Ukraine, representatives of the Secretariat of the High Council of Justice, the scientific community, and public organisations.

HCJ refused to give consent to hold under house arrest for a certain period of time a judge of the Valkivskyi district court of Kharkiv region

On December 27, 2025, the HCJ refused to give consent to hold a judge of the Valkivskyi district court of Kharkiv region under house arrest during a certain period of the day, namely from 10 p.m. to 6 a.m. The High Council of Justice made this decision based on the results of consideration of the submission of Deputy Prosecutor General Viktor Lohachov.

The judge is suspected of violating traffic safety rules or operation of transport by a driver, where it caused grievous bodily injury of the victim i.e., of committing an offense under Part 2 of Article 286 of the Criminal Code of Ukraine.

The High Council of Justice, in particular, concluded that the risks mentioned in the submission had not been adequately proven, and that imposing house arrest during curfew hours was not an effective preventive measure, as it effectively duplicated existing restrictions.

HCJ changed the territorial jurisdiction of cases of the Novomykolaivskyi district court of Zaporizhzhia region

The High Council of Justice changed the territorial jurisdiction of court cases of the Novomykolaivskyi district court of Zaporizhzhia region from January 2, 2026, by transferring it to the Oleksandrivskyi district court of the city of Zaporizhzhia.
