Regarding the released information about the Chairman of the HQCJU
On December 25, 2023, the HCJ received a letter from the senior investigator of the Main Investigation Department of the State Bureau of Investigation regarding a possible violation of legal requirements by the Chairman of the High Qualification Commission of Judges of Ukraine.
The HCJ has repeatedly stated its public stance in regard to the inadmissibility of judges being of the citizenship of the russian federation, which is confirmed by a number of decisions, in particular, termination of retirement of judges in the case of acquisition of foreign citizenship.
The HCJ emphasizes the need for a full and fair investigation of all the circumstances set out in the information of the Foreign Intelligence Service, released in the public spotlight, and the letter from the senior investigator of the Main Investigation Department of the State Bureau of Investigation about the possible citizenship of the russian federation of the Chairman of the HQCJU.
Staff of the High Council of Justice held a charity auction
The lots included hand-made dolls so-called motanka, decorative Christmas trees, New Year's ornaments, confectionery products, as well as certificates for master classes from our skilled employees.
For the needs of specific units, in which our defenders defend Ukrainian land and freedom, 60 705 hryvnias were raised.
HCJ dismissed six judges on general grounds
On December 26, 2023, the HCJ decided to dismiss three judges due to submission of application for resignation:
- Kryvoshei Anatolii Ivanovych – from the office of judge of the Vinnytskyi court of appeal;
- Miroshnychenko Liubov Yevhenivna – from the office of judge of the Slovianskyi local-district court of Donetsk region (seconded to the Sosnovskyi district court of the city of Chernkasy);
- Bunda Anna Oleksandrivna – from the office of judge of the Brodivskyi district court of Lviv region.
The HCJ has also decided to dismiss three judges at own will:
- Liakh Mykhailo Yuriiovych – from the office of judge of the Kyivskyi district court of the city of Kharkiv;
- Horobets Vitalii Oleksandrovych – from the office of judge of the Krasnodonskyi local-district court of Luhansk region;
- Kharadzha Olha Oleksandrivna – from the office of judge of the Illichivskyi district court of Mariupol of Donetsk region.
HCJ suspended consideration of application for resignation of judge of the Circuit Administrative Court of Kyiv Yevhenii Ablov
Before the receipt of resignation letter of the judge Yevhenii Ablov, the HCJ received disciplinary complaints that could be grounds for bringing the judge to disciplinary liability. One type of disciplinary action against a judge is a submission on dismissal, which is applied in the event of a significant disciplinary offense.
The grounds to consider the issue of committing a significant disciplinary offense arose before Yevhenii Ablov submitted his resignation letter. Therefore, the HCJ suspended consideration of the judge’s application pending consideration of disciplinary complaints against him.
Competition has been announced to fill the vacant position of the Deputy Head of the Court Security Service
The HCJ decided to announce competition for the vacant position of the Deputy Head of the Court Security Service (for organizational and managerial activities).

Information regarding the entry into force of Law No. 3481-IX
On December 27, 2023, the Law of Ukraine “On making amendments to the Law of Ukraine “On the Judiciary and the Status of Judges” in connection with the Decision of the Constitutional Court of Ukraine dated February 18, 2020 No. 2-р/2020 on ensuring the continuity of the administration of justice by the highest court in the judicial system of Ukraine” entered into force.
The Law, in particular, supplemented Section XII “Final and Transitional Provisions” of the Law of Ukraine “On the Judiciary and the Status of Judges” with paragraph 141, which determines that a judge of the High Specialized Court of Ukraine for Civil and Criminal Cases, the High Economic Court of Ukraine, the High Administrative Court of Ukraine may be transferred to a court of appeal or a local court corresponding to the specialization of such a judge in accordance with the procedure provided for in Articles 53 and 82 of this Law, without competition and subject to certain peculiarities provided for in this paragraph.
The transfer of such a judge is carried out by the High Council of Justice based on his/her personal application within 30 days from the date of its receipt, regardless of theavailability of a vacant judicial position in the relevant court.

HCJ temporarily suspended two more judges of the Kyiv Court of Appeal from the administration of justice
On December 29, 2023 the HCJ took decision on temporary suspension from the administration of justice until January 30, 2024 of two judge of the Kyiv Court of Appeal in connection with criminal prosecution.
The decisions were taken based on the results of consideration of the relevant petitions of the Deputy Prosecutor General – Head of the Specialized Anti-Corruption Prosecutor’s Office.
The judges are suspected of committing a criminal offense provided for in part 3 of Article 28, parts 3 and 4 of Article 368 of the Criminal Code of Ukraine.
