Judge Ihor Kondrashov has been temporarily suspended from the administration of justice pursuant to a decision of the Second Disciplinary Chamber of the HCJ

Judge Ihor Albertovych Kondrashov of the Shevchenkivskyi District Court of the City of Dnipro has been temporarily suspended from the administration of justice pursuant to a decision of the Second Disciplinary Chamber of the High Council of Justice.

The decision to hold the judge disciplinarily liable and to apply a disciplinary sanction in the form of a motion for dismissal from office was adopted by the Second Disciplinary Chamber of the High Council of Justice on 11 February 2026.

The HCJ will submit to the President of Ukraine a motion for the appointment of a judge to the Zaporizhzhia Court of Appeal

On 12 February 2026, the High Council of Justice adopted a decision to submit to the President of Ukraine a motion for the appointment of Roman Serhiiovych Solodovnikov to the position of judge of the Zaporizhzhia Court of Appeal.

The HCJ dismissed six judges upon retirement

The High Council of Justice decided to dismiss six judges in connection with the submission of resignation applications:

  • Valentyna Stepanivna Myrhorod — from the position of judge of the Beryslav District Court of Kherson Region, seconded to the Sarata District Court of Odesa Region;
  • Oleksandr Mykhailovych Melnyk — from the position of judge of the Mykolaiv District Administrative Court;
  • Roman Petrovych Hreshchuk — from the position of judge of the Nadvirna District Court of Ivano-Frankivsk Region;
  • Maksym Oleksandrovych Tsyhank — from the position of judge of the Pryluky City and District Court of Chernihiv Region;
  • Olha Leonidivna Yuzkova — from the position of judge of the Shevchenkivskyi District Court of the City of Kyiv;
  • Mariia Volodymyrivna Dovhopol — from the position of judge of the Poltava District Administrative Court.

Time and venue of the Congress of Legal Scholars determined

On 12 February 2026, the High Council of Justice announced a competition to fill one vacant position of a member of the HCJ.

The term of office of Dmytro Lukianov, elected as a member of the High Council of Justice by the Congress of representatives of legal higher education institutions and research institutions, expires on 19 August 2026. In this regard, one HCJ member position allocated under the quota of the Congress becomes vacant.

Pursuant to the decision of the HCJ, the Congress of representatives of legal higher education institutions and research institutions will be held on 28 May 2026 at 1:00 p.m. at the premises of the State University of Trade and Economics, located at 19 Kyoto Street, Kyiv.

Opening of the Judicial Year: Oxana Kvasha outlines the results and priorities of the HCJ at the Plenary Session of the Supreme Court

Oxana Kvasha emphasized that Ukraine, while defending its territory and simultaneously moving toward EU membership, continues judicial reform, demonstrating commitment to European values and the resilience of the judiciary.

In 2025, the HCJ submitted motions for the appointment of 161 judges, while 226 judges were dismissed upon retirement. The outflow of judges exceeds the pace of appointments.

Out of more than 20000 complaints, 10485 were considered; 118 judges (1.1%) were held disciplinarily liable, which indicates a significant proportion of unfounded complaints.

The HCJ currently operates with 17 members; however, the terms of office of three members expire in August 2026, creating risks to the Council’s quorum and institutional capacity. The HCJ expects the election of new members by the Congress of Judges, the Verkhovna Rada of Ukraine, and the Congress of representatives of legal higher education institutions and research institutions.

In 2026, the HCJ’s priorities will remain the filling of judicial vacancies and the strengthening of the authority of justice.
