The HCJ temporarily suspended Pavlo Ivchenko, judge of the Oleksandrivskyi district court of Kirovohrad region, from administering justice

The HCJ decided to satisfy the petition of the Deputy Prosecutor General — Head of the Specialized Anti-Corruption Prosecutor's Office and temporarily suspend judge of the Oleksandrivskyi district court of Kirovohrad region from administering justice due to criminal prosecution.

Ivchenko P.O. is charged of committing intended mercenary corruption crime – an offense, namely, receipt of improper advantage for himself or a third party for influencing the decision-making of a person authorised to perform the functions of the state government, by a group of persons upon their prior conspiracy (charge part two of Article 28, part three of Article 369-2 of the Criminal Code of Ukraine).

Consideration of the court case on charges of Ivchenko P.O. currently not completed. The suspension will continue until the entry into force of the court sentence or the closure of criminal proceedings.

The HCJ dismissed 49 judges on general grounds

On February 21, 2023 the HCJ dismissed 43 judges.

On February 23, 2023 the HCJ decided to dismiss under submission of applications for resignation:

  • Volkov Oleksandr Fedorovych – from office of judge of the Supreme Court;
  • Chumak Tetiana Andriivna – from office of judge of the Apostolivskyi district court of Dnipropetrovsk region;
  • Tkachenko Nina Hryhorivna –from office of the Supreme Court;
  • Kravchenko Mykhailo Mykolaiovych – from office of the Odesa circuit administrative court;
  • Fedorova Olena Vladyslavivna – from office of the Economic court of Zaporizhzhia region.

The HCJ decided to dismiss Kapkin Oleksandr Borysovych from office of the Zarichnyi district court of Sumy under submission of applications for dismissal on free will.

The Selection Commission for the selection of candidates for the position of member of the High Qualification Commission of Judges of Ukraine has completed the second stage of the competition - interviews

On February 21, 2023, the Selection Commission, in charge of selecting candidates for the position of a member of the HQCJU, completed the second stage of the public competition – interviews.

The list of candidates who have been interviewed for the position of HQCJ member in January  and in February can be found on the website of the High Council of Justice, as well as in the recordings of broadcasts that took place on the official YouTube channel of the Selection Commission in Ukrainian and  English and on the High Council of Justice's website.

The HCJ addressed to the Prosecutor General's Office on the facts of illegal entry of invaders into the premises of the Ivanivskyi district court of Kherson region

Acting head of the Ivanivskyi district court of Kherson region Rostyslav Ferents reported on illegal invasion of the occupiers of the aggressor state into the court on January 6, 2023. Russian servicemen damaged the front door, entered the premises and stole office equipment, computers and other property that remained in the court premises.

The pre-trial investigation is currently carried out by law enforcement bodies authorized to directly respond to illegal actions committed against judges and crimes against justice.

The HCJ responded to the report of judge of the Novozavodskyi district court of the city of Chernihiv on interference in her professional activities

The judge of the Novozavodskyi district court of the city of Chernihiv, Olena Karaputa, informed the HCJ about the circumstances that testify to the forgery of the sentence, court ruling and the order to enforce the sentence.

The HCJ came to the conclusion that the circumstances of detecting the forgery of these documents may result in violation of the basic principles of judicial proceedings and the tasks of the court.

Therefore, the HCJ decided to address to the Prosecutor General’s Office on providing information on disclosure and investigation of a crime in criminal proceedings, entered to the URPI, on the grounds of a criminal offense under part one of Art. 376 of the Criminal Code of Ukraine, based on the facts stated in the judge's report.
