
HCJ gave its consent to take into custody judge of the Babushkinskyi district court of Dnipropetrovsk
On February 25, 2025, the HCJ gave its consent to take into custody judge of the Babushkinskyi district court of Dnipropetrovsk.
The judge is suspected of committing criminal offences under Part 5 of Article 190, Part 2 of Article 384 of the Criminal Code of Ukraine, namely, taking possession of someone else's property by deceit (fraud), committed under martial law, in respect of particularly large amount; presenting knowingly falsified evidence, committed for mercenary reasons (misleading a court).
HCJ temporarily suspended judge of the Korostyshivskyi district court of Zhytomyr region from the administration of justice
On February 25, 2025, the HCJ temporarily, till April 13, 2025, suspended from the administration of justice the judge of the Korostyshivskyi district court of Zhytomyr region due to bringing the judge to criminal liability.
The judge is suspected of committing a criminal offence, provided by Part 2 of Article 362, Part 2 of Article 387 of the Criminal Code of Ukraine, namely, the unauthorised interception of information, which is processed in the electronic computing machines (computers), automated systems, computer networks or stored on the information-carrying media if it resulted in its leakage, committed by a person entitled to access to such information; the disclosure of data of a pre-trial investigation committed by a judge, regardless of whether this person directly participated in the pre-trial investigation.
Eight judges were resigned
On February 25, 2025, the HCJ decided to dismiss due to submission of application for resignation:
- Bratciuk Viktor Mykolaiovych – from the office of judge of the Ternopilskyi local-district court of Ternopil region;
- Shkoliarov Viktor Fedorovych – from the office of judge of the Supreme Court;
- Maksiuta Zhanna Ivanivna – from the office of judge of the Court of Appeal of Dnipropetrovsk region;
- Hudyma Nina Serhiivna – from the office of judge of the Rivnenskyi circuit administrative court;
- Zhaivoronol Tetiana Yevhenivna – from the office of judge of the Supreme Court;
- Stepanov Serhii Valeriiovych – from the office of judge of the Dolynskyi district court of Kirovohrad region;
- Yakovlev Mykhailo Leonidovych – from the office of judge of the Northern economic court of appeal.
On February, 2025, the HCJ took decision to dismiss of Batsutsa Tetiana Mykolaivna from the office of judge of the Khmelnytskyi local-district court of Khmelnytskyi region due to submission of application for resignation.
HCJ dismissed judge of the Leninskyi district court of Poltava for committing a significant disciplinary offense
On February 25, 2025, the HCJ took decision to dismiss Novak Yurii Dmytrovych from the office of judge of the Leninskyi district court of Poltava under paragraph 3 of part 6 of Article 126 of the Constitution of Ukraine.
The realization of this procedure was carried out on the basis of submission of the First Disciplinary Chamber of the HCJ on dismissal of the judge from office for committing a significant disciplinary offense, gross or systematic neglect of duties that is incompatible with the status of a judge or has shown that the judge is not qualified for their current position (Part 8 of Article 109 of the Law of Ukraine “On the Judiciary and the Status of Judges”).

Dmytro Lukianov, Deputy Chairman of the HCJ participated a round table discussion “Ethical Rules for Judges of the Constitutional Court of Ukraine: the Needs of Public Trust” held in Kyiv on February 25, 2025.
In his address, Dmytro Lukianov noted that one of the most difficult points in law enforcement practice is paragraph 3 of Part 1 of Article 106 of the Law of Ukraine “On the Judiciary and the Status of Judges”, which states that a judge may be subject to disciplinary liability in the order of disciplinary proceedings for conduct in ways that are considered inappropriate for a judge or disrupt the authority of justice.

Three judges were temporarily suspended from the administration of justice based on decisions of the Disciplinary Chambers of the HCJ
- Saltan Liudmyla Volodymyrivna, judge of the Kyivskyi district court of Odesa was temporarily suspended from the administration of justice based on the decision of the Second Disciplinary Chamber of the HCJ.
- Tulik Ivan Ivanovych, judge of the Rakhivskyi district court of Zakarpattia region was temporarily suspended from the administration of justice based on the decision of the Third Disciplinary Chamber of the HCJ.
- Demochko Dmytro Oleksandrovych, judge of the Pershotravnevyi district court of the Second Disciplinary Chamber of the HCJ.
Decisions to bring the said judges to disciplinary liability and impose a disciplinary sanction in the form of submission for dismissal from office were made by the Disciplinary Chambers of the HCJ on February 26, 2025.
Appeal of the High Council of Justice to the Cabinet of Ministers of Ukraine with proposals on priority tasks for financial support of the judiciary and its independence for 2026–2028
In order to ensure the judicial independence and the authority of justice in terms of proper funding and conditions for the functioning of courts, bodies and institutions of the justice system in 2025 and 2026–2028, the HCJ approved an appeal to the Government.
The HCJ once again emphasizes the importance of establishing proper funding and a material and technical base for judges, court staff and employees of the judicial system, as it is impossible to meet public needs and expectations without ensuring timely and high-quality consideration of court cases.

Presentation on the results of the activities of the HCJ in 2024

HCJ will make submissions to the President of Ukraine on appointment of three judged to local courts
On February 27, 2025, the HCJ took decision to make submission to the President of Ukraine on appointment of three judges to the office to local courts, namely:
- Stadchenko Olena Viktorivna – to the position of judge of the Kostianstynivskyi local-district court of Donetsk region;
- Turchynskyi Maksym Ihorovych – to the position of judge of the Shevchenkivskyi district court of Zaporizhzhia;
- Mazur Serhii Anatoliiovych – to the position of judge of the Hlukhivskyi local-district court of Sumy region.
On February 27, 2025, the HCJ took decision on dismissal of Litvinova Arina Volodymyrivna, judge of the Circuit administrative court of Kyiv under paragraph 3, Part 6 of Article 126 of the Constitution of Ukraine.

HCJ changed the territorial jurisdiction of court cases of the Bilozerskyi district court of Kherson region
The HCJ changed the territorial jurisdiction of court cases of the Bilozerskyi district court of Kherson region from March 3, 2025, by transferring it to the Kherson local court of Kherson region.
