HCJ temporarily suspended from the administration of justice judge of the Prymorskyi district court of Odesa

The HCJ satisfied petition of the Deputy Prosecutor General – Head of the Specialized Anti-Corruption Prosecutor’s Office and temporarily suspended from the administration of justice judge of the Prymorskyi district court of Odesa in connection with criminal prosecution, until the court verdict enters into legal force or the criminal proceedings are closed. The judge is suspected of attempting to provide improper advantage to another judge for taking a positive decision in a case of an administrative offense, as well as obtaining improper advantage by deceiving a judge of the Prymorskyi district court of Odesa.

HCJ temporarily suspended from the administration of justice judge of the Northern economic court of appeal

The HCJ satisfied petition of the First Deputy Prosecutor General and temporarily suspended from the administration of justice judge of the Northern economic court of appeal in connection with criminal prosecution. The judge is suspected of justifying the armed aggression of the russian federation against Ukraine, recognizing as the lawful temporary occupation of part of the territory of Ukraine and inciting collaboration activities, in particular, voluntary holding of office in illegal law enforcement bodies established in the temporarily occupied territory.

HCJ dismissed judge of the Kyiv-Sviatoshynskyi district court of Kyiv region Dmytro Usatov for committing a significant disciplinary offense

The HCJ decided to dismiss judge of the Kyievo-Sviatoshynskyi of Kyiv region under paragraph 3 of part six of Article 126 of the Constitution of Ukraine.

Implementation of this procedure was carried out under the submission of the First Disciplinary Chamber of the HCJ on the dismissal of a judge from office in connection with the commission of a significant disciplinary offense, gross or systematic neglect of duties, which is incompatible with the status of a judge or revealed his/her incompatibility with the position held.

HCJ dismissed seven judges for resignation

On January 9, 2024 the HCJ took decision on dismissal of three judges under submission of application for resignation, in particular:

  • Kondor Roman Yuliiovych – from the office of judge of the Zakarpatskyi court of appeal;
  • Ilchenko Valentyna Mykolaivna – from the office of judge of the Okhtyrskyi local-district court of Sumy region;
  • Matuliak Petro Yaroslavovych – from the office of judge of the Economic court of Ivano-Frankivsk region.

On January 11, 2024 the HCJ took decision on dismissal of four judges under submission of application for resignation, in particular:

  • Poshva Bohdan Mykolaiovych – from the office of judge of the Supreme Court;
  • Cherednichenko Nataliia Petrivna – from the office of judge of the Holosiivskyi district court of the city of Kyiv;
  • Prykhodko Iryna Vitaliivna – from the office of judge of the Economic court of Kyiv;
  • Ulitskyi Vasyl Zinoviiovych – from the office of judge of the Eighth administrative court of appeal.

HCJ accepts documents from candidates for the positions to the Service of Disciplinary Inspectors

On January 10, 2023, the acceptance of documents from candidates for the positions of the Head of the Service of Disciplinary Inspectors, his/her deputy, and disciplinary inspectors of the Service of Disciplinary Inspectors of the HCJ began.

The competition will be conducted transparently and openly, including eight stages.

Activity of the HCJ Secretariat in figures for 2023

7418 appeals from citizens and 623 requests for information were considered by employees of the Secretariat of the High Council of Justice during 2023.

For the period 3773 appeals from citizens were also received to the HCJ hotline at the telephone number: (044) 481-06-26.

By employees of the HCJ Secretariat 4139 cover letters on sending copies of the acts of the HCJ and its bodies were also prepared, 8564 copies of the acts of the HCJ, its bodies and members of the HCJ were issued, 23 306 pages of draft documents of the HCJ were edited.

2989 acts of the HCJ, 2179 other documents, 575 news were published during 2023 on the official website of the High Council of Justice; more than 1200 information materials were published on social media pages of the HCJ.

During 2023 there were dismissed 325 judges

The HCJ dismissed 318 judges on general grounds, in particular:

  • 293 judges were dismissed under submission of application for resignation;
  • 24 judges were dismissed under resignation letter at own will;
  • 1 judge was dismissed due to inability to exercise his/her powers due to his/her health status.

7 judges were dismissed on the special grounds.

HCJ gave its consent on taking into custody judge of the Bilhorod-Dnistrovskyi local-district court of Odesa region

The decision was taken by results of consideration of petitions of the Deputy Prosecutor General – Head of the Specialized Anti-Corruption Prosecutor’s Office. The judge is suspected of committing a criminal offense provided for in part 3 of Article 368 of the Criminal Code of Ukraine.
