HCJ resigned seven judges

On January 23, 2024, the HCJ dismissed due to submission of application for resignation:

  • Kobylianskyi Mykola Henrikovych – from the office of judge of the High Administrative Court of Ukraine;
  • Mazur Lidiia Mykhailivna – from the office of judge of the High Specialized Court of Ukraine for Civil and Criminal Cases.

On January 25, 2024, the HCJ decided to dismiss three judges due to submission of application for resignation:

  • Shyroian Tetiana Anatoliivna – from the office of judge of the High Specialized Court of Ukraine for Civil and Criminal Cases;
  • Silkova Iryna Mykolaivna – from the office of judge of the Kyiv Court of Appeal;
  • Vynokurov Kostiantyn Serhiiovych – from the office of judge of the High Administrative Court of Ukraine;
  • Zakrevskyi Volodymyr Ivanovych – from the office of judge of the Pervomaiskyi local-district court of Mykolaiv region;
  • Fedoruk Inna Mykolaivna – from the office of judge of the Horodotskyi district court of Khmelnytskyi region.

HCJ temporarily suspended from the administration of justice judge of the Bilhorod-Dnistrovskyi local-district court of Odesa region

On January 23, 2024, the HCJ temporarily, until March 9, 2024, suspended from the administration of justice judge of the Bilhorod-Dnistrovskyi local-district court of Odesa region in connection with criminal prosecution.

The judge is suspected of committing a criminal offense under the third part of Article 368 of the Criminal Code of Ukraine.

As of January 24, 2024, the HCJ received 9 submissions of judges of the high specialized courts for transferring

The HCJ continues to receive applications for transferring of judges in accordance with the Law of Ukraine on November 21, 2023 № 3481-IX “On making amendments to the Law of Ukraine “On the Judiciary and the Status of Judges” in connection with the Decision of the Constitutional Court of Ukraine dated February 18, 2020 No. 2-р/2020 on ensuring the continuity of the administration of justice by the highest court in the judicial system of Ukraine”.

Thus, as of January 24, 2024 (17:00), the HCJ received 29 applications of judges of the High Administrative Court of Ukraine, the High Economic Court of Ukraine and the High Specialized Court of Ukraine for Civil and Criminal Cases, of which: on transferring to courts of appeal that corresponding to the specialization of such a judge – 9, on resignation – 20.

Judge of the Vovchanskyi district court of Kharkiv region was temporarily suspended from the administration of justice under the decision of the Second Disciplinary Chamber of the HCJ

Iryna Stepanivna Ukhanova, judge of the Vovchanskyi district court of Kharkiv region, was temporarily suspended from the administration of justice under the decision of the Second Disciplinary Chamber of the HCJ. The decision to bring the judge to the disciplinary responsibility and impose disciplinary sanction on her in the form of request to dismiss from office was taken on January 24, 2024 by the Second Disciplinary Chamber of the HCJ.

USAID supports the restoration of the Borodianskyi district court in the Kyiv region destroyed by the RF troops

The United States Agency for International Development (USAID) will help renovate the court premises of the Borodianskyi district court in Kyiv region, destroyed in the first days of Russia's full-scale war against Ukraine.

“I would like to thank our American partners USAID for their initiative in restoring the court premises. It is symbolic that this is happening in Borodianka, which was at the forefront of our resistance to the occupiers. We have high hopes that this is a pilot project and that it will continue. It is Borodianka that is the city from which the restoration of not only the court, but also the civil infrastructure and the entire de-occupied territory of Ukraine begins,” noted the Chairman of the HCJ Hryhorii Usyk.

HCJ extended the term of temporarily suspension of four judges of the Kyiv Court of Appeal from the administration of justice

On January 25, 2024, the HCJ satisfied petition of the Deputy Prosecutor General – Head of the Specialized Anti-Corruption Prosecutor’s Office and extended until March 25, 2024 temporarily suspension from the administration of justice of four judges of the Kyiv Court of Appeal due to the criminal prosecution in regard of them.

The judges are is suspected of committing a criminal offense under the third part of Article 28, parts 3 and 4 of Article 368 of the Criminal Code of Ukraine.

On December 4, 2024, the HCJ gave its consent to take the judges the Kyiv Court of Appeal into custody.

HCJ will make submission to the President of Ukraine on appointment of six judges

On January 25, 2024, at its meeting the High Council of Justice, for the first time this year, decided to make submission to the President of Ukraine on appointment of judges to local courts.

Thus, the HCJ will make six submissions to the President of Ukraine on appointment of:

Skrynnikova Natalia Serhiivna – to the position of judge of the Economic court of Dnipropetrovsk region;

Zhyla Volodymyr Serhiiovych – to the position of judge of the Sykhivskyi district court of Lviv;

Krasnokutska Nataliia Serhiivna – to the position of judge of the Lysychanskyi local court of Luhansk region;

Perova Olena Volodymyrivna – to the position of judge of the Economic court of Dnipropetrovsk region;

Dudikov Andrii Volodymyrovych – to the position of judge of the Ternivskyi district court of Kryvyi Rih of Dnipropetrovsk region;

Zavinovska Alla Pavlivna – to the position of judge of Rozivskyi district court of Zaporizhzhia region.

HCJ transferred four judges of the high specialized courts of Ukraine to courts of appeal

On January 23, 2024 the HCJ took decision on transferring of judges of the High Specialized Court for Civil and Criminal Cases – Kafidova Olena Vasylivna and Yevhrafova Yelizaveta Pavlivna, to the positions of judges of the Kyiv Court of Appeal.

On January 25, 2024 the HCJ transferred two judges due to filling of applications, in particular:

  • judge of the High Administrative Court of Ukraine Zaika Mykola Mykolaiovych – to the office of judge of the Sixth administrative court of appeal;
  • judge of the High Economic Court of Ukraine Vovk Ivan Volodymyrovych – to the office of judge of the Northern economic court of appeal.

Thus, these judges will continue their judicial careers and administer justice.
