8 judges were resigned
The HCJ decided to dismiss due to submission of applications for resignation of:
- Samus Liudmyla Volodymyrivna – from the office of judge of the Desnianskyi district court of the city of Chernihiv;
- Vorobiov Volodymyr Leonidovych – from the office of judge of the Amur-Nyzhniodniprovskyi distric court of the city of Dnipro;
- Danyliuk Valentyna Anatoliivna – from the office of judge of the Volynskyi court of appeal;
- Soprun Volodymyr Vitaliiovych – from the office of judge of the Vinnytskyi court of appeal;
- Krot Svitlana Ivanivna – from the office of judge of the Dniprovskyi court of appeal;
- Ovcharyk Vasyl Mykolaiovych – from the office of judge of the Ichnianskyi district court of Chernihiv region;
- Sokyrko Liudmyla Mykolaivna – from the office of judge of the Bilozerskyi district court of Kherson region (seconded to the Rozhniativskyi district court of Ivano-Frankivsk region);
- Yakimets Hanna Hryhoriivna – from the office of judge of the Western economic court of appeal.
HCJ announced a vacancy for the position of Deputy Head of the Secretariat for Digital Development, Digital Transformation and Digitalisation – Head of the Department of Digital Development and Information Technology at the Secretariat of the High Council of Justice
By the decision of the High Council of Justice No.1335/0/15-26 dated June 30, 2026, it was announced about the aforementioned vacant position, the conditions for filling it were approved, the procedure for processing documents and conducting interviews with candidates was established, and a working group to select candidates was formed.

HCJ will make submissions to the President of Ukraine on appointment of 13 judges to the High Anti-Corruption Court
HCJ decided to submit motions to the President of Ukraine on appointment of 13 judges to the positions of the High Anti-Corruption Court: 4 – to the Appellate Chamber of the High Anti-Corruption Court and 9 – to the High Anti-Corruption Court, in particular:
- Chaikin Ihor Borysovych – to the position of judge of the Appellate Chamber of the High Anti-Corruption Court;
- Doroshenko Nataliia Oleksiivna – to the position of judge of the Appellate Chamber of the High Anti-Corruption Court;
- Tanasevych Olena Vitaliivna – to the position of judge of the Appellate Chamber of the High Anti-Corruption Court;
- Smal Inna Anatoliivna – to the position of judge of the Appellate Chamber of the High Anti-Corruption Court;
- Koriahin Vitalii Oleksiiovych – to the position of judge of the High Anti-Corruption Court;
- Kukhta Vladyslav Oleksandrovych – to the position of judge of the High Anti-Corruption Court;

Oksana Kvasha, Deputy Chair of the High Council of Justice, participated in the opening of the IX International Scientific and Practical Conference “Administrative justice in Ukraine: problems of theory and practice. Public finance in wartime: features of legal regulation and law enforcement,” which took place on July 2–3, 2026. The purpose of the conference was to discuss the principles and features of the legal regulation of public finances in Ukraine in wartime, taking into account national and international experience, as well as to establish a consistent and unified law enforcement practice.
The Deputy Chair of the High Council of Justice emphasised that administrative courts play a significant role in ensuring human rights and freedoms, maintaining a balance between the public interest and citizens’ rights, and implementing the principle of the rule of law.

In accordance with Decision No. 18 of the Council of Judges of Ukraine dated June 5, 2026, the XX Extraordinary Congress of Judges of Ukraine will take place on September 2, 2026. The agenda of the congress includes, in particular, the election of eight members of the High Council of Justice.
HCJ will make submissions to the President of Ukraine on appointment of four judges
On July 7, 2026, the HCJ took decision on making submissions to the President of Ukraine on appointment of three judges to the positions to courts of appeal, and one judge to local court, in particular:
- Tustanovskyi Andrii Oleksandrovych – to the position of judge of the Mykolaivskyi court of appeal;
- Shevyrina Tetiana Dmytrivna – to the position of judge of the Odeskyi court of appeal;
- Fedorenko Tetiana Ivanivna – to the position of judge of the Odeskyi court of appeal;
- Романовського Євгенія Олеговича – to the position of judge of the Rubizhanskyi local court of Luhansk region.
Activity of the HCJ Secretariat in figures for January – June, 2026
During the first half of 2026 the staff of the HCJ Secretariat:
- processed 3781 citizens’ appeals and 466 requests for information;
- prepared 5758 cover letters for sending copies of acts of the HCJ and acts of its bodies;
- issued 10 163 copies of acts of the HCJ, its bodies, and members of the HCJ;
- edited 18 569 pages of draft documents of the HCJ.
For the period the HCJ telephone hotline at (044) 481-06-26 received 1227 calls from citizens.
Between January and June 2026, the official website of the High Council of Justice published: 3192 HCJ acts, 1513 other documents, and352 news items; on the HCJ’s social media platforms 821 informational materials were posted; in the “Press Center” section of the “Judiciary of Ukraine” web portal, more than 1700 informational materials were published.
