HCJ resigned four judges

On July 1, 2025, the HCJ took decision on dismissal of two judges due to submission of applications for resignation, in particular:

  • Dutchak Ihor Mykhailovych – from the office of a judge of the Brovarskyi local-district court of Kyiv region;
  • Zhorniak Oleksandr Mykolaiovych – from the office of a judge of the Derhachivskyi district court of Kharkiv region.

On July 8, 2025, the HCJ decided to dismiss two judges due to submission of applications for resignation, in particular:

  • Ustinov Ihor Anatoliiovych – from the office of a judge of the Mykolaivskyi circuit administrative court;
  • Synhaivskyi Oleksandr Pavlovych – from the office of a judge of the Korolovskyi district court of Zhytomyr.

HCJ dismissed three judges for committing significant disciplinary offence

The HCH decided to dismiss under paragraph 3, Part 6 of Article 126 of the Constitution of Ukraine:

  • Monych Volodymyr Olekciiovychа from the office of a judge of the Mukachivskyi local-district court of Zakarpattia region;
  • Kuksov Volodymyr Volodymyrovych from the office of a judge of the Northern economic court of appeal;
  • Lomeiko Vitalii Valeriiovych from the office of a judge of the Chernihivskyi district court of Zaporizhzhia region.

HCJ approved the schedule for holding interviews with candidates for the position of the HQCJU member

This interview aims to select and appoint candidates recommended by the Selection Commission for the position of member of the HQCJU

The HCJ will broadcast interviews with candidates in real time and publishes video recordings of interviews on the Council’s official website immediately after the interview with the candidate is completed.

Constitutional Court of Ukraine plays an important role in ensuring the independence of the judiciary. It is impossible to ensure the protection of the rights and freedoms of citizens without a strong and independent judiciary

This was stated by the Chairman of the High Council of Justice, Hryhorii Usyk, in his welcoming speech at the solemn oath-taking ceremony of Oleksandr Vodiannikov as a judge of the Constitutional Court of Ukraine at a special plenary session of the CCU.

Taking the oath of a judge of the Constitutional Court of Ukraine is not only a formal legal act, but first and foremost a moral obligation to serve the rule of law, the Constitution, and the Ukrainian people. It is the result of trust, professional recognition, and expectations for sage and just decisions.

70 candidates admitted to competitive selection for the positions of disciplinary inspectors

Judge of the Prymorskyi district court of Odesa Kichmarenko Serhii Mykolaiovych temporarily suspended from the administration of justice based on decision of the First Disciplinary Chamber of the HCJ

The decision to bring the judge to disciplinary liability and impose disciplinary sanctions in the form of submission on dismissal from office was adopted by the First Disciplinary Chamber of the HCJ on July 7, 2025.

HCJ temporarily, for a period of three months, suspended judge of the Shevchenkivskyi district court of Poltava from the administration of justice

On July 8, 2025, the HCJ decided to temporarily, for a period of three months, suspend judge of the Shevchenkivskyi district court of Poltava Blazhko Iryna Oleksiivna from the administration of justice, with deprivation of the right to receive supplemental payments to the basic wage of a judge and compulsory assignment of the judge to the National School of Judges of Ukraine for advance qualification course on judicial ethics and integrity, and further qualification assessment to confirm the judge's ability to administer justice in the relevant court.

Activity of the HCJ Secretariat in figures for the first half of 2025

2954 appeals from citizens and 561 requests for information were processed by employees of the Secretariat of the High Council of Justice during January – June of 2025; 5525 cover letters on sending copies of the acts of the HCJ and its bodies were prepared; 7580 copies of the acts of the HCJ, its bodies and members of the HCJ were issued, 12811 pages of draft documents of the HCJ were edited; 1200 appeals from citizens were received to the HCJ hotline at the telephone number: (044) 481-06-26.

Within six months of 2025, 3806 acts of the HCJ, about 1400 other documents and 331 news items were published on the official website of the High Council of Justice; 736 information materials were published on social media pages of the HCJ.

1549 information materials were published in the “News” section of the “Judiciary of Ukraine” portal.

High Council of Justice has increased to five the number of vacant positions for disciplinary inspectors announced for a competition

On July 8, 2025, the High Council of Justice decided to increase to five the number of vacant positions of disciplinary inspectors of the Service of Disciplinary Inspectors of the High Council of Justice, for which a competition was announced by the decision of the High Council of Justice, dated April 29, 2025 “On announcing a competition for the positions of disciplinary inspectors of the Service of Disciplinary Inspection of the High Council of Justice.”

HCJ adopted a public appeal to the Cabinet of Ministers of Ukraine on the need to establish supplementary coefficients to the basic wages of public officials of court administrations, other bodies and institutions that belong to the justice sector

On July 8, 2025, the High Council of Justice adopted a public appeal to the Cabinet of Ministers of Ukraine on the urgent consideration and approval of the initiative of the State Judicial Administration of Ukraine regarding the establishment of supplementary coefficients to the basic wages of civil servants of administrations (secretariats) of courts, other bodies and institutions of the justice system.

HCJ changed the territorial jurisdiction of cases of two courts of Luhansk region

The HCJ changed the territorial jurisdiction of court cases of the Markivskyi district court of Luhansk region and the Milovskyi district court of Luhansk region from July 14, 2025, by transferring it to the Mahdalinivskyi district court of Dnipropetrovsk region.

137 judges were dismissed for the first half of 2025

The HCJ took decision on dismissal of 137 judged during January – June 2025.

108 judges were dismissed on general grounds, in particular:

  • 103 judges were dismissed due to submission of applications for resignation, of which:
  • 5 judges of local courts due to submission of application at own volition..

The High Council of Justice dismissed 29 judges under special grounds, in particular:

  • for committing a significant disciplinary misdemeanour– 21;
  • under subparagraph 4 of paragraph 16¹ of Section XV “Transitional Provisions” of the Constitution of Ukraine according to the submissions with recommendation of the High Qualification Commission of Judges of Ukraine – 8.

During January – June 2025, the HCJ considered 120 reports on interference with the activity of judges in the administration of justice

During six months of 2025, the HCJ received 143 reports on interference with the professional activities of judges in the administration of justice, on actions that violate the guarantees of judicial independence or undermine the authority of justice. Taking into account the reports received in previous periods, from the beginning of the year the Council considered 120 reports of judges and 2 appeals of the High Qualification Commission of Ukraine on compliance with guarantees of independence.

By results of consideration of 60 reports on interference with the activities of judges in the administration of justice, 50 decisions were made to take response measures.

The HCJ adopted 1 decision on its own initiative within its powers on taking measures to ensure the independence of judges and the authority of justice and 1 decision at the request of the HQCJU and the Deputy Head of the HQCJU on taking measures to ensure the independence of judges and the authority of justice.

64 judges were brought to disciplinary liability from January to June 2025

Within six months of 2025, based on results of consideration of disciplinary cases by the Disciplinary Chambers, the HCJ adopted 62 decisions to bring 64 judges to disciplinary liability and impose the following types of disciplinary sanctions upon them:

  • warning – upon 32 judges;
  • reprimand with deprivation of the right to receive supplemental payments to the basic wage of a judge for one month – upon 8 judges;
  • severe reprimand with deprivation of the right to receive supplemental payments to the basic wage of a judge for three months – upon 4 judges;
  • initiation of temporary suspension from administration of justice – upon 1 judge;
  • initiation of the judge’s removal from office – upon 19 judges.
