Seven judges resigned

On July 2, 2024, the HCJ decided to dismiss judges due to their applications for resignation:

  • Abramov Petro Stanislavovych  – from the office of the judge of the Poltava appellate court;
  • Nouven Maryna Petrivna  – from the office of the judge of the Commercial court of Chernihiv region;
  • Pasichnyk Svitlana Serhiivna – from the office of the judge of the Administrative Cassation Court within the Supreme Court;
  • Bortsova Alla Anatoliivna – from the office of the judge of the Vilnohirskyi city court of Dnipropetrovsk region;
  • Naumyk Olena Oleksandrivna – from the office of the judge of the Kostiantynivskyi city district court of Donetsk region;
  • Fomin Vira Oleksiivna – from the office of the judge of the Eastern appellate commercial court;
  • Tanasohlo Tetiana Mykhailivna – from the office of the judge of the Fifth appellate administrative court.

Cooperation with CEPEJ on development and approval of efficient means of judicial administration was discussed at the HCJ

An online meeting with experts from the European Commission for the Efficiency of Justice (CEPEJ) was held at the HCJ. The parties during the meeting discussed issues on future cooperation regarding the development and approval of efficient means of judicial administration, norms of personnel, financial, material and technical, and other provision of courts.

HCJ dismissed Larysa Bohomolova from the office of the judge of the Berdianskyi city district court of Zaporizhzhia region for committing a significant disciplinary offence

On July 2, 2024, the HCJ made a decision to dismiss Bohomolova Larysa Viktorivna from the office of the judge of the Berdianskyi city district court of Zaporizhzhia region (seconded to the Poltavskyi district court of Poltava region) based on item 3 of part six of Article 126 of the Constitution of Ukraine (committing a significant disciplinary offense, gross or systematic neglect of duties that is incompatible with the status of a judge or has revealed his or her incompatibility with the position held).

The mentioned procedure was realized based on the submission of the Third Disciplinary Chamber of the HCJ of May 1, 2024, No. 1336/3dp/15-24. The HCJ by its decision of June 18, 2024, No. 1860/0/15-24 left without changes the mentioned decision of the Third Disciplinary Chamber of the HCJ.

HCJ terminated the resignation of a judge due to entering into force a guilty verdict

On July 2, 2024, the HCJ decided to terminate the resignation of judge Krentsel Mykhailo Ivanovych due to entering into force the guilty verdict of the HACC regarding this judge for committing an intentional crime.

HCJ will make submissions to the President of Ukraine on appointing five judges to local courts

On July 4, 2024, the HCJ decided to make submissions to the President of Ukraine on appointing 14 judges to positions in local courts, namely:

  • Kosenko Oleh Dmytrovych – to the position of the judge of the Desnianskyi district court of Chernihiv;
  • Sitnikov Tymur Borysovych – to the position of the judge of the Kostiantynivskyi city district court of Donetsk region;
  • Prypkhan Iryna Ihorivna – to the position of the judge of the Sokyrianskyi district court of Chernivtsi region;
  • Makarevych Yaroslav Mykolaiovych – to the position of the judge of the Ripkynskyi district court of Chernihiv region;
  • Hotra Vitalii Yuriiovych – to the position of the judge of the Mizhhirskyi district court of Zakarpattia region.

HCJ dismissed judge of the Commercial court of Kirovohrad region on the judge’s own volition

On July 4, 2024, the HCJ during its session made a decision to dismiss judge Polishchuk Hanna Borysivna from the office of the judge of the Commercial court of Kirovohrad region due to filling an application on her own volition.

HCJ dismissed judge of the Marinskyi district court of Donetsk region

The HCJ during its session on July 4, 2024, made a decision to dismiss Senatorov Volodymyr Anatoliiovych from the office of the judge of the Marinskyi district court of Donetsk region based on subitem 4 of item 16¹ of Chapter ХV “Transitional provisions” of the Constitution of Ukraine.

The decision was made based on the submission with the recommendation from the High Qualification Commission of Judges of Ukraine, which stated that according to the results of the qualification evaluation of local courts’ judges, Volodymyr Senatorov does not comply with the position held.

The President of Ukraine supported submissions of the HCJ on appointing 215 judges

215 judges were appointed to local general, commercial, administrative courts and the Supreme Court by the Decrees of the President of Ukraine Volodymyr Zelensky No. 411/2024–448/2024.

Cooperation with the OSCE Office for Democratic Institutions and Human Rights regarding experience exchange on administering justice issues was discussed at the HCJ

The meeting with the delegation of the Office for Democratic Institutions and Human Rights (ODIHR) of the Organization for Security and Cooperation in Europe (OSCE) was held at the HCJ. During the meeting, the parties discussed issues on the current state of administering justice in Ukraine and outlined possible ways of cooperation.

A solemn ceremony of taking an oath by judges was held

On July 5, 2024, the solemn ceremony of taking an oath by judges first appointed to the position of a judge was held. The oath was taken by 248 judges of local courts, namely 208 – judges of general local courts, 22 – administrative courts, 18 – commercial courts.

During the solemn ceremony in the presence of the President of Ukraine, judges swore an oath to the Ukrainian people to administer justice objectively, impartially, independently, fairly and competently on behalf of Ukraine.

The oath was taken by judges appointed by decrees of the President of Ukraine upon the submissions of the High Council of Justice.
