Information on decisions of the High Council of Justice regarding temporary suspension, giving consent to detain and hold judges in custody for January–June 2025

In the first half of 2025, the HCJ received five motions for giving consent to detain a judge and hold him/her into custody. Following consideration of these motions, the Council adopted:

  • 3 decisions on giving consent to detain a judge and hold him/her into custody;
  • 2 decisions to refuse to satisfy the motion for giving consent to detain a judge and hold him/her into custody.

Four judges were dismissed on general grounds

On July 15, 2025, the HCJ decided to dismiss due to submission of applications for resignation:

  • Mezhennikova Svitlana Petrivna – from the office of judge of the Chernihivskyi district court of Chernihiv region;
  • Potetii Anatolii Hryhorovych – from the office of judge of the Poltava district court of Poltava region;
  • Hriaznov Vasyl Volodymyrovych – from the office of judge of the North-Western Economic Court of Appeal.

The HCJ also decided to dismiss Hrytsaienko Olena Leonidivna from the office of a judge of the Cherkasy circuit administrative court at her own volition.

HCJ will make to the President of Ukraine submissions on appointment of three judges to local courts

On July 15, 2025, the HCJ took decision on making submissions to the President of Ukraine on appointment of three judges to office in local courts:

  • Tymofieieva Hanna Leonidivna – to the position of judge of the Dobropilskyi local-district court of Donetsk region;
  • Kuzmenko Natalia Andriivna – to the position of judge of the Khersonskyi circuit administrative court;
  • Orlovskyi Volodymyr Volodymyrovych – to the position of judge of the Oleksandrivskyi local-district court of Kirovohrad region.

The decision to bring the judge to disciplinary liability and impose disciplinary sanction in the form of submission on dismissal from office was adopted by the Third Disciplinary Chamber of the HCJ on July 16, 2025.

 

High Council of Justice joined the celebration of the first anniversary of the Judge’s Day in Moldova

On July 17-18, 2025, the delegation of the High Council of Justice headed by the Chairman of the High Council of Justice Hryhorii Usyk paid an official visit to Chisinau, where they participated in a number of events, namely, a trilateral meeting with representatives of the Superior Council of Magistracy of the Republic of Moldova and the Superior Council of Magistracy of Romania, as well as the Regional Conference «Strengthening Judicial Independence and Accountability: Regional Perspectives and Challenges».

Hryhorii Usyk emphasised the shared vision of the three countries in striving for European democratic standards. Representatives of the High Council of Justice presented Ukraine's experience of reforms, particularly in the areas of selection of judges, integrity checks and ensuring the accountability of the judiciary.

HCJ dismissed for committing significant disciplinary offence judge of the Svativskyi district court of Luhansk region, seconded to the Rokytnianskyi district court of Kyiv region

On July 22, 2025, the HCJ took decision on dismissal of Polovynka Viktor Oleksandrovych, judge of the Svativskyi district court of Luhansk region (seconded to the Rokytnianskyi district court of Kyiv region), under paragraph 3, Part 6 of Article 126 of the Constitution of Ukraine.

The realization of this procedure was carried out on the basis of submission of the Second Disciplinary Chamber of the HCJ to bring Polovynka Viktor Oleksandrovych, judge of the Svativskyi district court of Luhansk region, seconded to the Rokytnianskyi district court of Kyiv region, to disciplinary liability and impose disciplinary sanction in the form of submission on dismissal from office.

HCJ completely annulled decision to bring a judge of the High Anti-Corruption Court to disciplinary liability and terminated the disciplinary proceeding

On 22 July 2025, the HCJ decided to completely annul the decision of the Third Disciplinary Chamber of the HCJ dated 13 January 2021 № 21/3дп/15-21 on bringing judge of the High Anti-Corruption Court Tymur Rafailovych Khamzin to disciplinary liability and terminated the disciplinary proceeding.

This decision was taken in view of the Resolution of the Grand Chamber of the Supreme Court, which overturned the decision of the High Council of Justice of 4 March 2021 on leaving the decision of the Third Disciplinary Chamber of the High Council of Justice unchanged.

Methodology for assessing the compliance of a candidate for the position of a member of the Selection Commission with the requirements of impeccable credentials, high professional qualities, public authority and integrity criteria has been approved

On 22 July 2025, the HCJ approved the Methodology for assessing the compliance of a candidate for the position of a member of the Selection Commission for holding competitive selection for the position of members of the High Qualification Commission of Judges of Ukraine with the requirements of impeccable reputation, high professional qualities, public authority and integrity criteria.

The HCJ also announced the beginning of a competition to vacant positions of members of the Selection Commission for holding competitive selection for the position of a member of the HQCJU. The corresponding announcement will be published on the official website of the High Council of Justice.
