The HCJ extended the term of suspension of judge Oleksii Tandyr from the administration of justice
On July 18, 2023, the HCJ extended until August 26, 2023 temporary suspension from the administration of justice of judge of the Makarivskyi district court of Kyiv region Oleksii Tandyr due to the criminal prosecution.
Tandyr O.V. is suspected of committing a criminal offense under the third part of Article 286-1of the Criminal Code of Ukraine, namely in violation of traffic safety rules, driving a vehicle in a state of alcohol where they caused the death of the victim shall be punishable by imprisonment for a term of five to ten years with deprivation of the right to drive vehicles for a term of five to ten years.
The HCJ dismissed 14 judges on general grounds
On July 18, 2023, the HCJ decided to dismiss due to the submission of application for resignation:
Razina Tetiana Ivanivna – from the office of the judge of the Northern economic court of appeal;
Tyshchenko Larysa Ivanivna – from the office of the judge of the Hadiadskyi district court of Poltava region;
Stepaniuk Anatolii Hermanovych – from the office of the judge of the Sixth administrative court of appeal.
The HCJ has also decided to dismiss Verhopul Andrii Kostiantynovych from the office of the judge of the Kotovskyi local-district court of Odesa region under the submission of application for dismissal by his own free will.
On July 20, 2023 the HCJ decided to dismiss due to the submission of application for resignation:
Bolshakova Olena Olehivna – from the office of the judge of the Eighth administrative court of appeal;
Masenko Denys Ivanovych – from the office of the judge of the Kyiv court of appeal;
Savchenko Hryhorii Ivanovach – from the office of the judge of the North-Western economic court of appeal;
Prokhorenko Viktoriia Volodymyrivna – from the office of the judge of the Khersonskyi local court of Kherson region;
Antonik Serhii Heorhiiovych – from the office of the judge of the Central economic court of appeal;
Kononenko Olena Yuriivna – from the office of the judge of the Sumy court of appeal.
On July 25, 2023, the HCJ decided to dismiss four judges due to the submission of application for resignation, in particular:
Sukhovyi Valerii Hryhorovych and Khopta Serhii Fedorovych – from the office of judges of the Supreme Court;
Lebedynskyi Stanislav Iozefovych – from the office of the judge of the Berezivskyi district court of Odesa region;
Marko Roman Ivanovych – from the office of the judge of the Lviv economic court of appeal that was seconded to the Western economic court of appeal.

HCJ resumed the work of the Krasnoarmiiskyi local-district court of Donetsk region
On July 25, the HCJ took decision to resume the work of the Krasnoarmiiskyi local-district court of Donetsk region from August 7, 2023.
In this regard, the HCJ addressed to the State Judicial Administration of Ukraine in order to take urgent measures for the early termination of secondment of judges of the Krasnoarmiiskyi local-district court of Donetsk region.
The decision also states that the Krasnohvardiiskyi district court of the city of Dnipropetrovsk will continue to consider cases received for consideration by this court up to and including August 6, 2023.
The territorial jurisdiction of court cases of the Kramatorskyi local court of Donetsk region
The territorial jurisdiction of court cases of the Kramatorskyi local court of Donetsk region was changed by the HCJ since August 7, 2023 by transferring it to the Dnipropetrovskyi district court of the Dnipropetrovsk region.
Due to the impossibility of the administration of justice during martial law, by order of the President of the Supreme Court dated March 15, 2022 № 8/0/9-22, the territorial jurisdiction of court cases of the Kramatorskyi local court of Donetsk region was determined to the Industrialnyi district court of the city of Dnipropetrovsk. Therefore, the Industrialnyi district court of the city of Dnipropetrovsk will continue to consider cases that will be received for consideration by this court before August 6, 2023 inclusive.
Announcement of a competition for the vacant position of the Head of the Court Security Service
The HCJ took decision to announce a competition for the vacant position of the Head of the Court Security Service.

The HCJ at its meeting on July 27, 2023, decided to take note the Report on the activities of the Court Security Service in 2022. At the same time, the HCJ drew attention of the leadership of the Court Security Service to the remarks, suggestions, comments on the Report received from the courts.

Cooperation between judicial bodies and mediators is important, - Inna Plakhtii
On July 26, 2023, the HCJ member Inna Plakhtii, participated International Forum “MEDIATION AND LAW” that was organized by the Ukrainian Academy of Mediation within the framework of the EU Project “CONSENT” together with EU Project “Pravo-Justice” and USAID Justice for All Activity.
In her statement at the Forum, Inna Plakhtii noted that mediation procedures are not stressful; they are already integrated into litigation due to the adoption of the Law of Ukraine “On Mediation”. Also, the member of the HCJ emphasized the importance to sensitize about the benefits of such procedures, popularize mediation for the success of involvement of participants in court cases to extracourt resolution of disputes through mediation.
“The role of judges in this is decisive. At the same time, it is impossible to implement procedural norms without mediators. Cooperation is important. And it is real on the ground. Each court may have its own pool of mediators ready to work with litigants. Everything depends on the organization of such cooperation, on the desire for such cooperation, on the heads of courts and mediators,” Inna Plakhtii noted.
Pavlo Triasun became Acting Head of the Court Security Service
On July 27, 2023, the HCJ decided to assign from July 31, 2023 the duties of the Head of the Court Security Service to Colonel Triasun Pavel. He will perform the duties of the head temporarily, until the appointment of the Head of the Court Security Service in the prescribed manner, but no longer than until November 30, 2023. Pavlo Triasun is the Deputy Head of the CSS.
At its meeting on July 27, 2023, the HCJ approved composition of the organizing committee to resolve organizational and technical issues of preparing the Congress of Representatives of Higher Education and Research Institutions in the Area of Law which should elect a member of the HCJ under the quota of scientists.

“First of all, people want to achieve justice in court, - Hryhorii Usyk”
This was emphasized by the Chairman of the HCJ in course of a meeting on the administration of justice under martial law with the participation of leaders of the Supreme Court, the heads of courts of appeal of Ukraine, and the Head of the High Anti-Corruption Court.
According to Hryhorii Usyk, the increased demand of society for justice during the war and after the victory, attention of international community to Ukraine – all these prompt special attention to be paid to the observance of professional ethics by judges.
The Chairman of the HCJ expressed concern that certain negative manifestations encourage legislators to initiate new procedures for checking judges, which in turn may cause an even greater outflow of personnel from the system. He recalled that for January-July 2023, the Council decided to dismiss 222 judges.
