
High Council of Justice decided to make submissions to the President of Ukraine on appointment of five judges to the Odeskyi court of appeal:
- But Illia Oleksandrovych;
- Yakovenko Ivan Ivanovych;
- Shanshyna Maryna Valeriivna;
- Shcherbina Artem Valentynovych;
- Sopilniak Valerii Yuriiovych.
Based on the results of the interviews conducted, the working group on the selection of candidates for the positions of deputy heads of the SJA of Ukraine has nominated four candidates recommended to the HCJ for appointment to two positions of deputy head of the SJA of Ukraine:
- Myshkina Violeta Volodymyrivna;
- Kholod Ruslan Vitaliiovychа;
- Onishchuk Sviatoslav Petrovych;
- Bovsunovskyi Dmytro Vasylovych.
The summary of the practice of the High Council of Justice on reviewing decisions of the disciplinary chambers of the High Council of Justice for 2025 was prepared by the working group of the High Council of Justice on summarizing disciplinary practice with regard to judges. This summary examines the findings of the High Council of Justice in its consideration of complaints against decisions in disciplinary cases against judges. Examples are provided of decisions in which the High Council of Justice upheld the conclusions of the disciplinary body regarding the classification of actions by judges as disciplinary offenses under Part 1 of Article 106 of the Law of Ukraine “On the Judiciary and the Status of Judges”.
Three judges were resigned
The Council decided to dismiss due to filling applications for resignation:
- Zelenina Nataliia Ivanivna – from the office of judge of the Economic court of Kyiv;
- Aleksieiev Andrii Pavlovych – from the office of judge of the Economic court of Mykolaiv region;
- Tarasenko Nataliia Volodymyrivna – from the office of judge of the Desnianskyi district court of Kyiv.
HCJ dismissed two judges for committing a significant disciplinary offence
The HCJ decided to dismiss under paragraph 3, Part 6 of Article 126 of the Constitution of Ukraine:
- Ivinskyi Oleh Olehovych – from the office of judge of the Podilskyi local-district court of Odesa region;
- Shevchenko Nataliia Mykolaivna – from the office of judge of the Circuit administrative court of Kyiv.
The High Council of Justice addressed the Verkhovna Rada Committee on Legal Policy with a proposal to consider the advisability of drafting legislative amendments for the phased introduction of an automated inter-court case distribution system, taking into account the caseload across courts of the same specialisation and instance.

On July 23, 2026, the working group of the HCJ on the selection of candidates for the position of Deputy Head of the Secretariat for Digital development, digital transformation, and digitization—Head of the Department of digital development and information technology of the HCJ Secretariat adopted a decision to admit the following candidates to participate in the selection for the vacant position of Deputy Head of the Secretariat for Digital development, digital transformation and digitization—Head of Department of digital development and information technology of the Secretariat the HCJ:
- Alieksanian Mykhailo Mykhailovych;
- Babich Bohdan Yuriiovych;
- Vasylchuk Vitalii Petrovych;
- Husiev Andrii Oleksandrovych;
- Novosolov Yaroslav Oleksandrovych.
Oksana Kvasha, Deputy Chair of the High Council of Justice, and Iuliia Lukasevych, Head of Department on judicial career, disciplinary liability and independence of judges of the Secretariat of the HCJ participated in the National Conference “Strengthening the Attractiveness of the Judicial Profession: Immediate Measures and Sustainable Solutions,” which took place on July 24, 2026, in Chisinau. The national conference served as a platform for dialogue on strengthening the attractiveness of the judicial profession, bringing together representatives of government agencies, the judiciary, the academic community, and international partners.
Oksana Kvasha shared the experience with the functioning of the Ukrainian judicial system under wartime conditions and emphasized that the formation of a professional, independent, and integrity-driven judiciary is one of the key factors for ensuring the right of citizens to a fair trial.

From January to June 2026, the High Council of Justice decided to dismiss 105 judges
89 judges were dismissed on general grounds, namely:
- 86 judges were dismissed due to submission of applications for resignation;
- 3 judges were dismissed due to submission of application at own volition.
16 judges were dismissed under special ground, namely:
- 14 judges were dismissed for committing significant disciplinary offence;
- 2 judges were dismissed under subparagraph 4 of paragraph 16¹ of Section XV, “Transitional Provisions,” of the Constitution of Ukraine, based on the submission with the recommendation of the HQCJU.
- to general local courts — 13 judges;
- to local administrative court – 1 judge;
- to local economic court – 1 judge;
- to general courts of appeal – 59 judges;
- to economic courts of appeal – 12 judges;
- to administrative courts of appeal – 7 judges.
58 judges were brought to disciplinary liability for the first half of 2026
Based on the results of consideration of disciplinary during January-June of 2026, the Disciplinary Chambers of the High Council of Justice adopted 57 decisions on bringing 58 judges to disciplinary liability and imposed the following types of disciplinary sanctions upon them:
- warning – upon 26 judges;
- reprimand with deprivation of the right to receive supplemental payments to the basic wage of a judge for one month – upon 7 judges;
- severe reprimand with deprivation of the right to receive supplemental payments to the basic wage of a judge for three months – upon 4 judges;
- submission for temporary (from one to six months) suspension from the administration of justice – concerning one judge;
- initiation of the judge’s removal from office – upon 20 judges.
This decision was taken following consideration of a corresponding motion submitted by First Deputy Prosecutor General Mariia Vdovychenko.
The Secretariat of the High Council of Justice has completed the acceptance of documents from candidates for election as members of the High Council of Justice by the Ukrainian National Conference of Prosecutors.
15 candidates submitted their documents. The list of candidates is available in the “Candidates for the membership of the HCJ” section.
Between January and June of 2026, the HCJ received 88 reports on interference with the professional activities of judges in the administration of justice, as well as actions that violate the guarantees of judicial independence or undermine the authority of the judiciary. Taking into account reports received in previous periods, the Council has considered 90 reports from judges since the beginning of this year.
By results of consideration of 38 reports on interference with the activities of judges in the administration of justice, 31 decisions were made to take response measures:
Having considered 47 reports from judges, the Council adopted 18 decisions on the approval of 40 opinions of the HCJ members on the absence of grounds for taking measures to ensure judicial independence and the authority of the judiciary.
Members of the High Council of Justice decided to leave 5 reports without consideration.
The decision to bring the judge to disciplinary liability and impose disciplinary sanction in the form of submission on dismissal from office was adopted by the Second Disciplinary Chamber of the HCJ on July 29, 2026.
