
The Third Disciplinary Chamber of the High Council of Justice (HCJ) adopted a decision on July 23, 2025, to hold the judge disciplinarily liable and to impose a disciplinary sanction in the form of a motion for dismissal from office.
Judge of the Sribnianskyi District Court of Chernihiv Region dismissed due to retirement
On July 24, 2025, the HCJ decided to dismiss Valentyna Mykhailivna Khodich from the position of judge of the Sribnianskyi District Court of Chernihiv Region, following her request for retirement.
During the meeting, participants discussed the provisions of draft laws amending the Law of Ukraine “On the Judiciary and the Status of Judges” and other legislative acts of Ukraine aimed at improving disciplinary and related procedures, as well as enhancing the procedures for submitting and verifying judges’ declarations of integrity (Nos. 13137, 13137-1, 13165).
These draft laws contain important and comprehensive regulatory changes that affect key aspects of the functioning of the judiciary. Their content requires thorough analysis in light of international standards, particularly regarding the guarantee of judicial independence.
The High Council of Justice changes territorial jurisdiction of cases from Mezhova District Court
As of 4 August 2025, the High Council of Justice has changed the territorial jurisdiction of cases previously under the Mezhova District Court in Dnipropetrovsk Region. Jurisdiction has been transferred to the Pavlohrad City District Court of Dnipropetrovsk Region.

An announcement on the launch of a competition to fill vacant positions on the Selection Commission was published in the official gazette “Holos Ukrainy” (No. 147 (399), 29 July 2025).

Work continues to address the issue of funding salaries for court staff
Oleksandr Sasevych, member of the High Council of Justice, and Yuliia Lukasevych, Head of the Division for Judicial Careers, Disciplinary Liability, and Judicial Independence at the HCJ Secretariat, took part in a working meeting to prepare the draft resolution of the Cabinet of Ministers of Ukraine titled “On establishing an additional coefficient for increasing the salaries of civil servants working in court secretariats and other institutions within the justice system.”
The draft resolution was developed by the State Judicial Administration of Ukraine. It proposes increasing the competitiveness of salaries for civil servants working in court secretariats and other justice institutions by applying appropriate salary adjustment coefficients.
Oleksandr Sasevych noted that on 8 July 2025, the High Council of Justice adopted a public appeal to the Cabinet of Ministers of Ukraine, expressing support for the SJA’s initiative and calling on the Government to consider and adopt the resolution without delay.
The High Council of Justice adopts Communication Strategy for 2025–2029
The Strategy outlines a number of key objectives, including:
- ensuring transparent and accessible communication with the public;
- countering disinformation;
- promoting the value-based dimensions of the judicial profession;
- fostering internal cohesion within the justice system, among other goals.
According to the HCJ’s decision, the Judicial Authorities Press Centre has been designated as the main coordination body for the Strategy’s implementation.
Courts of all levels and other institutions within the justice system are encouraged to take the Strategy’s provisions into account in order to develop unified communication approaches.
