Annual report “On the state of ensuring judicial independence in Ukraine” for 2025 was published on the website of the HCJ
The HCJ prepared 2025 Annual report in cooperation with courts, judicial bodies and institutions, state authorities, professional lawyers' organisations, public associations, scientific institutions and higher education institutions.
The Report is an important tool for assessing the state of the judiciary and identifying priority areas for its development in line with national needs and European standards.
The Report analyzes key aspects of the functioning of the judiciary, compliance with guarantees of judicial independence, and ensuring citizens' right to access justice. It covers the activities of justice system bodies and institutions, their role in ensuring judicial independence, the implementation of reforms in the context of European integration, legislative improvements, and the development of the judicial system.

HCJ resigned judge of the Valkivskyi district court of Kharkiv region
On June 2, 2026, the HCJ took decision on dismissal of Oleh Tovstoluzhskyi from the office of judge of the Valkivskyi district court of Kharkiv region due to submission of application for resignation.
HCJ extended the term of temporary suspension from the administration of justice of judge of the Siverodonetskyi local court of Luhansk region
On June 2, 2026, the HCJ decided to extend the term of temporary suspension from the administration of justice until August 2, 2026, of judge of the Siverodonetskyi local court of Luhansk region, in connection with criminal proceedings against the judge.
The decisions were taken following consideration of the relevant motion filed by Deputy Prosecutor General and Head of the Specialized Anti-Corruption Prosecutor’s Office Oleksandr Klymenko.
HCJ dismissed judge of the Kyivskyi district court of Odesa for committing a significant disciplinary offence
On June 2, 2026, the HCJ decided to dismiss Saltan Liudmyla Volodymyrivna from the office of judge of the Kyivskyi district court of Odesa under paragraph 3, Part 6 of Article 126 of the Constitution of Ukraine.
President of Ukraine upheld submissions of the HCJ on appointment of 15 judges
By decrees of the President of Ukraine Volodymyr Zelenskyi dated June 2, 2026 Nos. 454/2026—468/2026 15 judges were appointed to courts of appeal and local courts.
Judge of the Donetskyi circuit administrative court, Yevhen Hryshchenko temporarily suspended from the administration of justice based on decision of the Third Disciplinary Chamber of the HCJ
The decision to bring the judge to disciplinary liability and impose disciplinary sanction in the form of submission on dismissal from office was adopted by the Third Disciplinary Chamber of the HCJ on June 3, 2026.
Findings of study on the impact of the war on the professional activities of Ukrainian judges were discussed
On May 29, 2026, a working meeting was held to discuss the results of a study examining the impact of full-scale war and other crisis events on the stress levels and professional well-being of Ukrainian judges. The event presented key findings of the survey on traumatic stress responses and their impact on the well-being of judges and their performance of professional duties.
The meeting was attended by members of the High Council of Justice Yuliia Bokova, Tetiana Bondarenko and Serhii Burlakov, as well as representatives of the Supreme Court, the Constitutional Court of Ukraine, the High Qualification Commission of Judges of Ukraine, the Council of Judges, judges from the courts of appeal, and representatives of European institutions in the field of justice.
HCJ took part in discussions on draft laws aimed at improving judges’ declarations of integrity and family ties, as well as on specific issues relating to access to court decisions
On June 3, 2026, a meeting of the Verkhovna Rada of Ukraine Committee on Legal Policy was held, during which, in particular, draft laws were considered on amending the Law of Ukraine “On the Judiciary and the Status of Judges” and certain other laws of Ukraine regarding the improvement of judges’ declarations of integrity and judges’ family ties (reg. No. 13165-2) and on amendments to certain laws of Ukraine regarding the prevention of the disclosure of certain information in the texts of court decisions (reg. No. 7033-д).
In discussing draft law No. 13165-2, member of the High Council of Justice Yuliia Bokova noted that the High Council of Justice supports it in general, subject to the comments and proposals set forth in the advisory opinion of the High Council of Justice. She also stated that there are currently no objections to draft law No. 7033-д, the primary purpose of which is to prevent the disclosure of information that could pose a threat to the national security of Ukraine.
Following the discussion, the Verkhovna Rada of Ukraine Committee on Legal Policy decided to recommend the Verkhovna Rada of Ukraine to adopt draft law No. 13165-2 in the second reading and as a whole, and to revise draft law No. 7033-д.
Members of the HCJ Oleksii Melnyk and Vitalii Makhinchuk participated in discussions on ensuring access to justice, modernizing the judicial network, and improving integrity assessment mechanisms. The focus was on court staffing, the digitization of the justice system, judicial independence, and the further development of the judicial system in accordance with European standards.

Strategic issues of justice in wartime were discussed at the 9th Kyiv Polylogue
“Over the years, the Kyiv Polylogue has become a reputable platform for discussing pressing issues in criminal justice, developing joint approaches to resolving them, and strengthening inter-institutional cooperation,” said Oksana Kvasha, Deputy Chairperson of the High Council of Justice, in her opening address at the 9th Kyiv Polylogue “Criminal Justice in wartime: institutional cooperation, accountability and public trust”.
Member of the HCJ Oleksii Melnyk, noted that the achievement of fair justice is directly linked to the creation of appropriate working conditions for judges, effective organisation of the judicial system, and taking into account the views of the judicial community when implementing further reforms.
The program of the event, which took place on June 5, 2026, covered issues of the functioning of the judiciary in wartime, criminal and legal protection of the foundations of national security of Ukraine, and current challenges for the criminal justice system.
The event on June 5, 2026 was attended by members of the HCJ Oleh Kandziuba, Dmytro Krupoderia, Dmytro Lukianov, Mykola Moroz, Tetiana Spiridonova, as well as judges of the Supreme Court, the Constitutional Court of Ukraine, courts of first instance, members of the High Qualification Commission of Judges of Ukraine, leading scientists, representatives of the academic community and international organizations.

The Chairman of the High Council of Justice, Hryhorii Usyk, attended a meeting of the General Assembly of the European Network of Councils for the Judiciary in Paris
On June 3–5, 2026, a meeting of the General Assembly of the European Network of Councils for the Judiciary (ENCJ) was held in Paris, focusing on the theme “Trust in the Judiciary.” The event took place at the Court of Cassation of France.
Ukraine was represented at the General Assembly by Hryhorii Usyk, Chairman of the High Council of Justice, as an observer.
Participants in the General Assembly discussed and adopted the Declaration of Paris 2026 “Trust in the Judiciary”, which sets out key principles for strengthening public trust in justice in the face of contemporary challenges. The ENCJ Declaration of Paris 2026, adopted by the participants of the event, emphasizes that the independence of the judiciary is one of the essential pillars of the rule of law and a necessary condition for maintaining public trust in the judiciary.
