HCJ dismissed 10 judges on general grounds

On June 17, 2025, the HCJ took decision on dismissal due to filling applications for resignation of:

  • Koval Romanа Yosypovych – from the office of a judge of the Eighth administrative court of appeal;
  • Kononenko Olena Mykolaivna – from the office of a judge of the Dniprovskyi court of appeal;
  • Ivakhnenko Olena Hryhorivna – from the office of a judge of the Chyhyrynskyi district court of Cherkasy region;
  • Fanda Oksana Anatoliivna – from the office of a judge of the Slobidskyi district court of Kharkiv.

On June 19, 2025, the HCJ decided to dismiss Skrynnikova Nataliia Serhiivna from the office of a judge of the Economic court of Dnipropetrovsk region at own volition due to submission of the relevant application.

On June 24, 2025, the HCJ took decision to dismiss two judges due to submission of applications for resignation:

  • Chernenko Volodymyr Oleksandrovych – from the office of a judge of the Horodyshchenskyi district court of Cherkasy region;
  • Oliinyk Vasyl Ivanovych – from the office of a judge of the Kyiv Court of Appeal.

On June 26, 2025, the HCJ took decision to dismiss two judges due to submission of applications for resignation:

  • Radionova Olena Oleksandrivna – from the office of a judge of the Eastern economic court of appeal;
  • Kolokolov Serhii Ihorevych – from the office of a judge of the Southern-Western economic court of appeal.

The HCJ also dismissed Khomych Svitlana Volodymyrivna from the office of a judge of the Saksahanskyi district court of Kryvyi Rih of Dnipropetrovsk region at own volition.

 

HCJ dismissed two judges for committing significant disciplinary offence

The HCH decided to dismiss under paragraph 3, Part 6 of Article 126 of the Constitution of Ukraine:

  • Sakun Daria Ihorivna from the office of a judge of the Zvenihorodskyi district court of Cherkasy region;
  • Byrkhan Serhii Mykhailovych from the office of a judge of the Verkhniodniprovskyi district court of Dnipropetrovsk region.

 

High Council of Justice discussed with representatives of the Council of Europe the progress of reforms in the sphere of justice and the implementation of the ECHR judgments

The Chairman of the HCJ Hryhorii Usyk and Director of the Directorate of Human Rights of the Council of Europe Ms Clare Ovey held an online meeting, in the course of which they discussed cooperation matters, in particular, execution of judgements of the European Court of Human Rights and realization of technical cooperation programs.

Hryhorii Usyk informed about the current state of execution of the decision of the Committee of Ministers of the Council of Europe dated March12-14, 2024, regarding the group of cases “Oleksandr Volkov v. Ukraine”, which includes, in particular, the case “Kulikov and Others v. Ukraine”. He reported that the HCJ has completed consideration of the applicants’ materials in the case “Kulikov and Others v. Ukraine”.

Member of the HCJ Oleksandr Sasevych participated in expert consultations on ensuring accountability for international crimes

The HCJ member Oleksandr Sasevych took part in the expert consultations held in Krakow entitled “Political dialogue on accountability for international crimes as part of broader justice sector reform and Ukraine's EU accession process”.

During the consultations, sessions were held covering topics such as investigation, criminal prosecution, trial, defence and penalty execution.

Olexandr Sasevych called it extremely important to discuss a wide range of topics – from institutional reform and the development of victim-oriented justice capabilities and coordination mechanisms to the evolution of the role of civil society and cooperation with external stakeholders. He also focused on the challenges facing the justice system.

Three judges were temporarily suspended from the administration of justice based on decisions of the Disciplinary Chambers of the HCJ

Judge of the Svativskyi district court of Luhansk region  Polovynka Viktor Oleksandrovych (seconded to the Rokytnianskyi district court of Kyiv region),  judge of the Yuzhniukrainskyi (now – Pivdennoykrainskyi) local court of Mykolaiv region Savinа Oleksandr Ivanovych and judge of the Druzhkivskyi local court of Donetsk region Moliboha Hennadii Viktorovych were temporarily suspended from the administration of justice based on decisions of the Disciplinary Chambers of the HCJ.
