During five months of 2024, the HCJ took decisions on making submissions to the President of Ukraine on appointment 272 judges

During January – May 2024, the HCJ took decisions on making submissions to the President of Ukraine on appointment of 272 judges to local courts, in particular:

  • 230 judges — to local general courts;
  • 24 judges — to local administrative courts;
  • 18 judges — to local commercial courts.

 

During January – May 2024, the HCJ considered 99 notifications on interference in the professional activity of judges

During January–May 2024, the HCJ received 113 notifications on interference in the professional activity of judges regarding administering justice and actions that violate the guarantees of judicial independence or undermine the authority of justice. Considering the previously received notifications, the HCJ considered 99 notifications from judges during this year.

By the results of consideration of 42 notifications on interference in the activity of judges regarding administering justice, 41 decisions were made on taking relevant measures.

Having considered 57 notifications from judges, the Council made 15 decisions on approval of 50 opinions of HCJ members on the absence of grounds to take measures to ensure judicial independence and the authority of justice.

The HCJ made 3 decisions by its initiative within its powers on taking measures regarding ensuring judicial independence and the authority of justice.

 

Judge of the Commercial Cassation Court within the Supreme Court Vsevolod Kniaziev is temporarily suspended from administering justice based on a decision of the First Disciplinary Chamber of the HCJ

The decision to bring the judge to disciplinary liability and apply a disciplinary sanction in the form of the submission for dismissal from the office was made by the First Disciplinary Chamber of the HCJ on June 17, 2024. Such a decision was made by the results of the consideration of the disciplinary case, opened on April 15, 2024.

 

Judge of the Dnipropetrovskyi district court of Dnipropetrovsk region Lali Novik is temporarily suspended from administering justice based on a decision of the First Disciplinary Chamber of the HCJ

The decision to bring the judge to disciplinary liability and apply a disciplinary sanction in the form of the submission for dismissal from the office was made by the First Disciplinary Chamber of the HCJ on June 17, 2024.

 

HCJ will make submissions to the President of Ukraine on appointing 24 judges to local courts

On June 18, 2024, the HCJ decided to make submissions to the President of Ukraine on appointing four judges to positions in local courts. The list is at the link.

On June 20, 2024, the HCJ decided to make submissions to the President of Ukraine on appointing 20 judges to positions in local courts. The list is at the link.

 

Information on provision of the Service of Disciplinary Inspectors with the premises

 

HCJ extended the term of secondment judges to the Kyiv circuit administrative court

On June 18, 2024, the HCJ decided to extend for one year the term of secondment of 7 judges to the Kyiv circuit administrative court from October 16, 2024. The list is at the link.

 

Two judges resigned

On June 18, 2024, the HCJ decided to dismiss two judges due to their applications for resignation:

  • Mykoliuk Oleksandr Volodymyrovych – from the office of the judge of the Kyiv appellate court;
  • Koroi Svitlana Mykolaivna – from the office of the judge of the Odesa circuit administrative court.

 

HCJ dismissed a judge of the Bohuslavskyi district court of Kyiv region for committing a significant disciplinary offence

On June 18, 2024, the HCJ decided to dismiss the judge of the Bohuslavskyi district court of Kyiv region Kikhtenko Serhii Oleksandrovych based on item 3 of part 6 of Article 126 of the Constitution of Ukraine.

The realization of this procedure was carried out on the grounds of the submission of the Third Disciplinary Chamber of the HCJ on dismissal of the judge from the office for committing a significant disciplinary offence, gross or systematic neglect of duties that is incompatible with the status of a judge or has revealed his incompatibility with the position held (part 8 of Article 109 of the Law of Ukraine “On the Judiciary and the Status of Judges”).

 

Judge of the Starobilskyi district court of Luhansk region Koliadov Vitalii Yuriiovych, who was seconded to the Novomoskovskyi city district court of Dnipropetrovsk region, is temporarily suspended from administering justice based on the decision of the Third Disciplinary Chamber of the HCJ

The decision to bring the judge to disciplinary liability and apply a disciplinary sanction in the form of the submission for the dismissal from the office was made by the Third Disciplinary Chamber of the HCJ on June 19, 2024.

 

HCJ decided to leave without changes a decision of the Second Disciplinary Chamber on bringing Oleksii Tandyr to disciplinary liability

After consideration of the complaint of the judge of the Makarivskyi district court of Kyiv region Oleksii Tandyr and his representative – advocate Oleh Yurchenko, the HCJ decided to leave without changes the decision of the Second Disciplinary Chamber of April 24, 2024, No. 1241/2dp/15-24 on bringing to disciplinary liability and applying a disciplinary penalty in the form of the submission for dismissal from the office.
