The HCJ dismissed 13 judges for resignation

On June 27, 2023 the HCJ decided to dismiss for resignation:

  • Bondarenko Tetiana Znamenivna – form the office of judge of the Mykolaiv court of appeal;
  • Sviatetskyi Viktor Valentynovych – form the office of judge of the Eighth administrative court of appeal.

On June 29, 2023 the HCJ decided to dismiss Vechirko Ihor Oleksandrovych from the office of judge of the Central economic court of appeal under submission of application for resignation.

On July 4, 2023 the HCJ took decision to dismiss three judges under submission of application for resignation, in particular:

  • Karnasevych Hanna Ivanivna – form the office of judge of the Sambirskyi local-district court of Lviv region;
  • Kovbasa Yurii Petrovych – form the office of judge of the Vinnytskyi local court of Vinnytsia region;
  • Panteliienko Valentyna Hryhorivna – form the office of judge of the Nizhenskyi local-district court of Chernihiv region.

On July 6, 2023 the HCJ took decision to dismiss seven judges of the courts of appeal under submission of application for resignation, in particular:

  • Horiainov Andrii Mykolaiovych – form the office of judge of the Sixth administrative court of appeal;
  • Duzhych Serhii Porfyriiovych – form the office of judge of the North-Western economic court of appeal;
  • Cherpitska Liudmyla Tymofiivna– form the office of judge of the Sixth administrative court of appeal;
  • Kushneryk Marian Petrovych – form the office of judge of the Eighth administrative court of appeal;
  • Shelest Svitlana Bohdanivna – form the office of judge of the Sixth administrative court of appeal;
  • Hlushchenko Yana Borysivna– form the office of judge of the Sixth administrative court of appeal;
  • Tkachuk Svitlana Stefanivna – form the office of judge of the Sumy court of appeal.

The HCJ initiates an audit of the activities of the Public organization “Ukraine against the arbitrariness of officials”

Due to the repeated and systematic threatening statements and calls from the PO “Ukraine against the arbitrariness of officials” to use violence against judges, the HCJ decided to address to the Ministry of Justice of Ukraine with proposal to consider the issue of conducting an audit of the activities of this organization.

In addition, the HCJ decided:

– turn the YouTube video hosting administration regarding the blocking of content posted on the channel “Ukraine against the arbitrariness of officials” due to violation of community rules or terms of use;

– address to the Prosecutor General's Office regarding the taking measures provided by law for a prompt, complete and impartial investigation of criminal proceedings that are being investigated based on reports of judges about interference in their activities as judges in the administration of justice by the PO “Ukraine against the arbitrariness of officials”;

– address to the Cyber Police Department of the National Police of Ukraine to take measures in accordance with the requirements of the Law of Ukraine “On the basic principles for ensuring cyber security of Ukraine”.

The HCJ postponed the resumption of work of the Bilozerskyi district court of Kherson region

The HCJ decided to postpone beginning of the work resumption of the Bilozerskyi district court of Kherson region until August 1, 2023.

Hryhorii Usyk: The demand for justice is currently the highest priority in our society

The Chairman of the High Council of Justice, Hryhorii Usyk, in an interview with the National Telethon “Yedyni Novyny” noted that the ongoing judicial reform differs fundamentally from previous ones. As the selection of members to judicial bodies, which are assigned a key role in the formation of the judicial system, such as the High Council of Justice and the High Qualification Commission of Judges of Ukraine was carried out on completely new principles and procedures. In particular, with the participation of the international experts, who were the members of the Ethics Council and the Selection Commission for the selection of candidates for the positions of the members of the HQCJU.

“And according to the assessment of both international experts, including G7 ambassadors, and domestic experts, the selection to these bodies was carried out transparently, the judicial system is being transformed, is in the process of reformation. I hope that, taking into account those laws that will be additionally adopted, the judicial reform will be successfully completed”, stated Hryhorii Usyk.

Training on fire safety and emergency response was held at the HCJ

On July 3, 2023, training on fire safety and actions in the event of emergencies was held at the HCJ, with the participation of representatives of the Department for Emergency Prevention, the Department for Organization of Civil Protection Measures, the Institute of Public Administration and Scientific Research on Civil Protection and the Main Directorate of the State Emergency Service of Ukraine in Kiev, training was conducted on fire safety and actions in case of emergencies situations of situations, and which was attended by members of the HCJ and employees of the Secretariat of the Council. During the theoretical part, the instructors talked about fire and mine safety measures both in the course of official activities and at home, introduced them to the algorithm of actions in case of a fire and other emergencies.

The HCJP gave its consent to the detention of judge Svitlana Fedorets

On July 5, 2023, the HCJ upheld the motion of the Acting Prosecutor General Oleksii Khomenko and gave its consent keep in custody judge of the Yakymivskyi district court of Zaporizhzhia region, Svitlana Fedorets, who was seconded to the Zvenyhorodskyi district court of Cherkasy region.

On the basis of the collected evidence, Fedorets S.V. was notified of a suspicion under Part 3 of Art. 436-2 of the Criminal Code of Ukraine for such actions as justification, recognition as legitimate, denial of armed aggression of the rf against Ukraine, glorification of its participants, committed by an official, for which a punishment of up to 8 years of imprisonment with confiscation of property is provided.

On July 7, 2023, submission of documents of candidates for election by the Congress of Scholars to the position of a member of the HCJ has commenced

The HCJ by decision № 699/0/15-23 dated July 6, 2023 announced a competition for one vacant position of a member of the HCJ according to the quota of the Congress of Representatives of Higher Education and Research Institutions in the Area of Law, and also determined the time and place of the Congress.

The date of the Congress is September 21, 2023; the start of the Congress is at 13:00.

The place is the premises of the State University of Trade and Economics, located at the address: Kyiv, Kyoto str., 19.

The HCJ Secretariat announces the beginning of submission of documents of candidates for election to the position of a member of the High Council of Justice by the Congress of Representatives of Higher Education and Research Institutions in the Area of Law from July 7, 2023.

The end of submission of documents is 24:00 on July 28, 2023.

Hryhorii Usyk: Specific decisions of the HCJ convince our European colleagues that Ukraine fulfills its obligations

This was stated by the Chairman of the HCJ Hryhorii Usyk in the interview with the Ukrinform news agency.

Hryhorii Usyk informed about the recent visit of the delegation of the HCJ members to the Council of Europe and noted:

“We had meetings with the directorate of the Council of Europe, representatives of the Venice Commission, and representatives of the Consultative Council of European Judges (CCJE), in course of those none of them doubted the correctness of the reforms, did not note that Ukraine had not fulfilled its obligations. Moreover, at the meeting of the General Assembly of the European Network of Councils for the Judiciary, which took place on June 8-9 in the city of Ljubljana, the High Council of Justice was granted observer status, which I would equate to Ukraine's accession to the EU. This is not only recognition of the work of the High Council of Justice, but also a great responsibility to society and the judicial community”.

Activities of the HCJ Secretariat in figures for January- June 2023

3200 appeals from citizens and 273 requests for information were considered by employees of the Secretariat of the High Council of Justice during the first half of 2023. 1882 appeals from citizens were received to the HCJ hotline at the telephone number: (044) 481-06-26.

Since the beginning of the year, there were prepared

1325 cover letters on sending copies of the acts of the HCJ and its bodies were prepared by employees of the Secretariat of the HCJ; 3056 copies of the acts of the HCJ, its bodies and members of the HCJ were issued; 11 000 pages of draft documents of the HCJ were edited.
