HCJ dismissed four judges

On March 14, 2023, the HCJ made a decision to dismiss due to the submission of applications for resignation: Haran Serhii Mykolaiovych — from the office of the judge of the Cherkasy circuit administrative court and Stopnyk Serhii Hryhorovych – from the office of the judge of the Commercial court of Ternopil region.

On March 16, 2023, due to the submission of applications for resignation, Hranin Vitalii Lvovych and Lichman Leonid Hryhorovych from the office of judges of the Malynivskyi district court of Odesa were dismissed.

The list of candidates, recommended to the positions of members of the High Qualification Commission of Judges of Ukraine

On March 15, 2023, the Selection Commission finished the public competition on selection candidates for positions of members of the HQCJU and approved the final list.

The term for granting judges’ consent for seconding to the Kotelevskyi district court of Poltava region has been extended

Judges, who expressed the wish to be seconded to the Kotelevskyi district court of Poltava region, must submit to the HCJ the necessary documents by March 27, 2023. The list of documents is here.

Secondment procedure of judges to the Rivne circuit administrative court has begun

The HCJ according to its decision of March 16, 2023, announces the beginning of the procedure for seconding judges to another court of the same level and specialization for administering justice, namely to the Rivne circuit administrative court  4 judges.

Judges, who expressed the wish to be seconded to the mentioned courts, must submit to the HCJ within ten days (from the date of the announcement of the beginning of the procedure for seconding judges) necessary documents. The list of documents is here.

HCJ Chairman informed about the challenges that the HCJ can face while appointing HQCJU members

On March 17, 2023, a briefing of the HCJ Chairman Hryhorii Usyk on the topic “Appointment of members of the High Qualification Commission of Judges of Ukraine: challenges and perspectives”.

The HCJ Chairman ensured that the Council would make all possible efforts to appoint to vacant positions of HQCJU members as soon as possible in accordance with requirements of the Law of Ukraine "On the Judiciary and the Status of Judges". At the same time, he pointed out the existence of certain challenges that arose before the HCJ. In his opinion, based on the results of the competition, the Selection Commission had to provide the HCJ with a list of at least two candidates per each vacant position of a member of the HQCJU, taking into account the proportional principle of the formation of the qualification commission and the conditions for this body to acquire authority, as it is provided by parts 3, 4 of Article 92 of the Law of Ukraine “On the Judiciary and the Status of Judges”.

Hryhorii Usyk emphasized that the selection of HQCJU members will be held in accordance with the integrity and professional competence criteria. Currently, the development of the methodology is at its finish line, in accordance with which HCJ members will determine who exactly will be appointed to the position of an HQCJU member. The interviews with candidates will be held in an open and transparent way.
