This was stated by the Chairman of the HCJ Hryhorii Usyk at a roundtable discussion dedicated to presentation of Opinion No. 26 (2023) of the Consultative Council of European Judges “Moving forward: the use of assistive technologies in judiciary”, organized by the Council of Europe Project “Support to the functioning of justice in the war and post-war context in Ukraine” jointly with the Supreme Court.
The Opinion highlights the potential benefits of using technology in the judiciary, as well as the challenges and risks to the independence of the judiciary. The scope of the Opinion is limited to the use of specific forms of modern technology, including the use of artificial intelligence to assist justice that may be used by the judicial bodies.
HCJ will make to the President of Ukraine submission on appointment of 12 judges to local courts
On March 5, 2024, the HCJ took decision on making submission to the President of Ukraine on appointment of seven judges to local courts:
- Danyliv Sofiia Viktorivna – to the position of judge of the Krasnoarmiiskyi district court of Donetsk region;
- Kruhlikova Alla Viktorivna – to the position of judge of the Komunarskyi district court of Zaporizhzhia;
- Teslenko Iryna Oleksandrivna – to the position of judge of the Kreminivskyi district court of Luhansk region;
- Aloshyna Kristina Yuriivna – to the position of judge of the Zaporizhzhia circuit administrative court;
- Patiievych Andrii Borysovych – to the position of judge of the Kiievo-Sviatoshynskyi district court of Kyiv region;
- Soloviova Olha Oleksandrivna – to the position of judge of the Slovianskyi local-district court of Donetsk region;
- Avramenko Oleksandr Volodymyrovych – to the position of judge of the Oleksandrivskyi local-district court of Kirovohrad region.
On March 7, 2024, the HCJ took decision on making submission to the President of Ukraine on appointment of five judges to local courts:
- Prymak-Berezovska Olha Stepanivna – to the position of judge of the Obolonskyi district court of Kyiv;
- Mykhailova Ilona Mykolaivna – to the position of judge of the Oktiabrskyi district court of Poltava;
- Barska Tetiana Mykolaivna – to the position of judge of the Monastyryshchenskyi district court of Cherkassy region;
- Mosiichuk Liliia Marianivna – to the position of judge of the Zhytomyrskyi circuit administrative court;
- Savoniuk Myroslavа Yaroslavovych – to the position of judge of the Kirovohradskyi circuit administrative court.
On March 5, 2024, the HCJ took decision on transferring of judge of the High Administrative Court of Ukraine Shved Eduard Yuriiovych to the positions of judge of the Sixth administrative court of appeal.
On March 5, 2024, the HCJ took decision to dismiss due to submission of application for resignation:
- Vasylchenko Vitalii Vasylovych – from the office of judge of the Kamiansko-Dniprovskyi district court of Zaporizhzhia region (seconded to the Zaloshchytskyi district court of Ternopil region);
- Havrylov Viktor Anatoliiovych – from the office of judge of the Pavlohradskyi local-district court of Ddipropetrovsk regionі.
On March 5, 2024, the HCJ partially satisfied petition of the Deputy Prosecutor General – Head of the Specialized Anti-Corruption Prosecutor’s Office and extended until April 9, 2024 temporarily suspension from the administration of justice of judge of the Bilhorod-Dnistrovskyi local-district court of Odesa region due to the criminal prosecution in regard of judge.
The judge is suspected of committing a criminal offense under the third part of Article 368 of the Criminal Code of Ukraine.
The HCJ has extended the term for accepting documents from candidates for the position of the Head of the State Judicial Administration until March, 22, 2024.
Documents will be accepted until 24:00 on March 22, 2024, if documents are submitted electronically, or until 15:00 on March 22, 2024, if documents are submitted in person.
On January 18, 2024, the HCJ announced the availability of vacant position of the Head of the SJA of Ukraine and establishing a working group on the selection of candidates for the said position.
Full text of the terms and conditions for holding the vacant position of the Head of the State Judicial Administration of Ukraine was approved by the decision of the HCJ dated February 1, 2024, № 314/0/15-24.
HCJ amended the Regulations on the operating procedure of separate subsystems (modules) of the UJITS
At its meeting of March 7, 2024, the HCJ decided to approve changes to the Regulations on the operating procedure of separate subsystems (modules) of the Unified Judicial Information and Telecommunication System, which resolved certain technical and organizational matters regarding the electronic information interaction of the UJITS with other electronic information resources.
In order to resolve technical and organizational matters, the Regulation was amended with a new Section V “Electronic information interaction of UJITS with other electronic information resources”, which states that UJITS provides automated electronic information interaction of UJITS modules with external electronic information resources and access to such resources for users.
Also, Section III “Operation procedure of separate subsystems (modules) of the UJITS” of the Regulations is supplemented by paragraph 13-1, which specifies that user authentication in the e-Cabinet is carried out in any of these ways:

- means of electronic identification specified by law;
- through the BankID system of the National Bank or similar systems of authorized institutions;
- through the integrated electronic identification system (id.gov.ua).
Activity of the HCJ Secretariat in figures for January-February 2024
734 appeals from citizens and 169 requests for information were considered by employees of the Secretariat of the High Council of Justice during January-February 2024.
For the period, 520 appeals from citizens were received to the HCJ hotline at the telephone number: (044) 481-06-26. There were also 2439 cover letters on sending copies of the acts of the HCJ and its bodies prepared by employees of the Secretariat of the Council; 3754 copies of the acts of the HCJ, its bodies and members of the HCJ were issued, 5415 pages of draft documents of the HCJ were edited.
61 judges were dismissed since the beginning of 2024
During January-February 2024, the HCJ took decision on dismissal of 61 judges.
56 judges were dismissed on general grounds, in particular:
- 54 judges were dismissed under submission of application for resignation;
- 2 judges of local court were dismissed under submission of application for dismissal at own free will.
5 judges were dismissed on special grounds, namely for committing a significant disciplinary misdemeanour.
