
Seven judges have been dismissed on general grounds
On March 7, 2023, the HCJ decided to dismiss due to the submission of application for resignation:
- Ushak Iryna Heorhiivna – from the office of the judge of the Commercial court of Zakarpattia region;
- Babkova Tetiana Viktorivna – from the office of the judge of the Frunzenskyi district court of Kharkiv;
- Lytvynenko Inna Ivanivna – from the office of the judge of the Kherson court of appeal;
- Vinichenko Borys Borysovych – from the office of the judge of the Cherkasy court of appeal;
- Polikarpova Olha Mykolaivna – from the office of the judge of the Kherson court of appeal;
- Holik Halyna Kostiantynivna – from the office of the judge of the Berezanskyi city court of Kyiv region.
Also, the HCJ made a decision to dismiss due to the submission of the application for dismissal by his own will Maschuk Vitalii Yuriiovych from the office of the judge of the Krasnohvardiiskyi district court of Dnipropetrovsk.
The HCJ satisfied the petition of the Deputy Prosecutor General – the Head of the SACPO and temporarily suspended the judge of the Dnipropetrovskyi district court of Dnipropetrovsk region Lali Novik from administering justice due to bringing her to criminal liability.
The suspension will last till the court’s verdict enters into force or closing of the criminal proceeding.
Secondment procedure to three courts has begun
According to the decisions of the HCJ of March 7, 2023, the beginning of the procedure for seconding judges has been announced, namely to:
the Chutivskyi district court of Poltava region – 1 judge;
the Ananiivskyi district court of Odesa region – 1 judge;
the Luhynskyi district court of Zhytomyr region – 1 judge.
Judges, who expressed the wish to be seconded to the mentioned courts, must submit to the HCJ within ten days (from the date of the announcement of the beginning of the procedure for seconding judges) necessary documents. The list of documents is here.
The HCJ’s mission in strengthening the rule of law, formation of an honest and highly professional judicial corps, and providing the independence of the judiciary was discussed during the orientation session “Role and tasks of the HCJ: strengthening of public trust and confidence in the judiciary”, that was held on March 10-12, 2023, in Lviv.
The event was held with the support of international partners from the USAID Program “Justice for all” and the EU Project “Pravo-Justice” in a mixed online and offline mode in the form of nine thematic sessions. The representatives of judicial councils and experts from the United States of America, Great Britain, Canada, Denmark, Lithuania, Portugal, Poland, Estonia, Spain, Slovakia, Ukraine shared the best experience and applied knowledge.
Summarizing the work, HCJ Chairman Hryhorii Usyk noted that the proposed for consideration issues are extremely topical, and the event became the ground for experience and best practices exchange. He expressed gratitude to the representatives of international projects – for organizing productive work, to speakers – for systematic and professional topics analysis, practical advice. International partners assured that will support the High Council of Justice in the formation of an independent, honest, accountable judiciary, provide methodology and expert assistance. The parties determined directions and formats of future cooperation.
