The 20th Regular Congress of Judges of Ukraine Elected Two Members of the High Council of Justice

On 10 March 2026, delegates of the 20th Regular Congress of Judges of Ukraine elected two members of the High Council of Justice for a four-year term.

Elected:

  • Dmytro Oleksandrovych Krupoderia — judge of the Donetsk Court of Appeal;
  • Tetiana Viktorivna Spiridonova — judge of the Khmelnytskyi Court of Appeal.

The newly elected members of the HCJ took the oath of office.

 

Activities of the HCJ Secretariat in Figures (January–February 2026)

During the first two months of 2026, the staff of the HCJ Secretariat processed 846 citizens’ appeals and 183 information requests. Over the same period, 395 calls from citizens were received via the HCJ telephone hotline at (044) 481-06-26.

The staff of the High Council of Justice Secretariat:

  • prepared 1910 cover letters for sending copies of HCJ acts and acts of its bodies;
  • issued 2377 copies of acts of the HCJ, its bodies, and members;
  • edited 4507 pages of draft HCJ documents.

Between January and February 2026, the official HCJ website published 788 HCJ acts, 380 other documents, and 91 news items. A total of 209 informational materials were posted on the HCJ’s social media platforms.

In the “Press Center” section of the “Judiciary of Ukraine” web portal, 441 informational materials were published.
 

HCJ Members Participated in the Presentation of a Study on Judicial Review Procedures

HCJ members Oleksandr Sasevych and Oleksii Melnyk took part in an event dedicated to presenting the results of a study — a jurisdictional analysis of judicial review in Ukraine entitled “Judicial Review Procedure in Administrative, Civil, and Commercial Proceedings”, conducted by the NGO Interregional Expert Center “Pro Justice” within the framework of the EU Project “Pravo-Justice”.

Participants discussed the functioning of judicial review procedures, their effectiveness, and their transformation in the context of the full-scale war.

The presentation included the results of a study covering 460 respondents from three groups: judges, claimants, and respondents.

Judge of the Rozhyshche District Court of Volyn Region Ivan Silich temporarily suspended from the administration of justice pursuant to a decision of the Second Disciplinary Chamber of the HCJ

The decision to hold the judge disciplinarily liable and to apply a disciplinary sanction in the form of a submission for dismissal from office was adopted by the Second Disciplinary Chamber of the High Council of Justice on 11 March 2026.

 

The HCJ dismissed a judge of the Pryluky City and District Court of Chernihiv Region upon retirement

On 12 March 2026, the High Council of Justice decided to dismiss Oleksandr Ilchenko from the position of judge of the Pryluky City and District Court of Chernihiv Region following his resignation application.

 

The HCJ will submit a motion to the President of Ukraine for the appointment of a judge to the Chernihiv Court of Appeal

On 12 March 2026, the High Council of Justice adopted a decision to submit a motion to the President of Ukraine for the appointment of Oleksandr Avramenko as a judge of the Chernihiv Court of Appeal.

 

The deadline for submission of documents by candidates for the position of HCJ member under the academic quota has been extended

The High Council of Justice has extended the deadline for submission of documents by candidates for the position of HCJ member under the quota of the Congress of representatives of higher legal education institutions and research institutions until 1 April 2026.

Documents will be accepted until 24:00 on 1 April 2026 if submitted electronically (official HCJ email: assistant@hcj.gov.ua), or until 15:00 on 1 April 2026 if submitted in person (12-a Studentska Street, Kyiv).

The HCJ is interested in ensuring that the audit of the State Judicial Administration is objective and conducted primarily by a professional team — Hryhorii Usyk

Chairman of the High Council of Justice Hryhorii Usyk and HCJ members held a working meeting with representatives of the Project “Support to Ukraine’s approximation to the EU in the field of the rule of law” (3*E4U), funded by the European Union and the Federal Foreign Office of Germany and implemented by the German Agency for International Cooperation (GIZ): Head of the Project’s Legal and Political Advisory Team Artem Shaipov, and Project Implementation Manager Johannes Uhl.

Within the framework of cooperation aimed at supporting the implementation of the Rule of Law Roadmap, the parties discussed organizational aspects of conducting a functional audit of the State Judicial Administration of Ukraine, scheduled for the second quarter of 2026.

The High Council of Justice announced two vacant positions of Deputy Head of the State Judicial Administration of Ukraine

The HCJ informs about two vacant positions of Deputy Head of the State Judicial Administration of Ukraine.

To review candidates and prepare proposals, by decision of the HCJ dated 12 March 2026 No. 395/0/15-26, a working group was established to select candidates for the positions of Deputy Head of the State Judicial Administration of Ukraine, and the procedure for reviewing documents and conducting interviews with candidates was approved.

The HCJ discussed further steps of cooperation with CEPEJ experts to improve the efficiency of justice

Representatives of the European Commission for the Efficiency of Justice (CEPEJ) and the HCJ discussed further steps of cooperation and the finalization of an analytical report on the functioning of the judicial system.

During the working meeting held on 13 March 2026, the parties emphasized the importance of continuing institutional dialogue and using international experience to improve managerial decision-making in Ukraine’s judicial system in order to enhance its efficiency, quality, and accessibility. The participants also discussed the finalization of the CEPEJ analytical report, including issues related to the analysis of statistical data, human resource management, and working conditions of judges and court staff.

 

Students of the National Academy of Internal Affairs became acquainted with the work of the High Council of Justice

On 16 March 2026, an educational visit for adjuncts and cadets of the Educational and Scientific Institute of Police Activity of the National Academy of Internal Affairs took place at the HCJ. During the visit, the students had the opportunity to learn about the activities of the High Council of Justice.
