High Council of Justice works to improve the quality of disciplinary decisions by harmonizing them
The HCJ held an online meeting with representatives of the EU-funded Project “Pravo-Justice”, focused on providing expert support for the unification of the structure of disciplinary inspectors' findings and decisions of the Disciplinary Chambers.
The participants emphasized that the introduction of uniform approaches to the drafting of disciplinary inspectors’ findings, draft resolutions, and decisions of the Disciplinary Chambers of the High Council of Justice, and, further, decisions of the High Council of Justice, is essential given the significant number of disciplinary complaints, the need to improve the quality of decisions, and to ensure their clarity and predictability.

HCJ dismissed three judges for committing a significant disciplinary offence
The HCJ took decision on dismissal under paragraph 3, Part 6 of Article 126 of the Constitution of Ukraine:
- Kosheva Olena Anatoliivna – from the office of judge of the Berdianskyi local-district court of Zaporizhzhia region;
- Malekh Iryna Bohdanivna – from the office of judge of the Western economic court of appeal;
- Cheban Nataliia Viktorivna – from the office of judge of the Bilhoro-Dnistrovskyi local-district court of Odesa region.
HCJ will make submissions to the President of Ukraine on appointment of four judges
The HCJ decided to make submissions to the President of Ukraine on appointment of two judges to positions in courts of appeal and two judges to local courts, namely:
- Parnenko Viktoriia Stanislavivna – to the position of judge of the Sixth administrative court of appeal;
- Maslovskyi Serhii Volodymyrovych – to the position of judge of the Northern economic court of appeal;
- Kolomiiets Volodymyr Mykhailovych – to the position of judge of the Brovarskyi local-district court of Kyiv region;
- Lukiianenko Yelozaveta Volodymyrivna – to the position of judge of the Osnovianskyi district court of Kharkiv.
On May 6, 2026, the HCJ decided to extend until July 6, 2026, the term of temporary suspension from the administration of justice of judge of the Kalanchakskyi district court of Kherson region (seconded to the Oleksandrivskyi district court of Kirovohrad region) in connection with criminal prosecution against him / her.
The decision was taken following consideration of the relevant motion filed by Oleksandr Klymenko, Deputy Prosecutor General and Head of the Specialized Anti-Corruption Prosecutor’s Office.
Judge of the Starobilskyi district court of Luhansk region Oleksandr Pelykh (seconded to the Volovetskyi district court of Zakarpattia region) temporarily suspended from the administration of justice based on decision of the Second Disciplinary Chamber of the HCJ
The decision to bring the judge to disciplinary liability and impose disciplinary sanction in the form of submission on dismissal from office was adopted by the Second Disciplinary Chamber of the HCJ on May 6, 2026.
HCJ temporarily suspended a judge of the Northern economic court of appeal from the administration of justice
On May 7, 2026, the HCJ temporarily suspended a judge of the Northern economic court from the administration of justice in connection with criminal prosecution until a court sentence enters into force or criminal proceedings are closed.
The decision was taken following consideration of the relevant motion filed by Oleksandr Klymenko, Deputy Prosecutor General and Head of the Specialized Anti-Corruption Prosecutor’s Office.
HCJ resigned judge of the Shevchenkivskyi district court of Kyiv
On May 7, 2026, the HCJ decided to dismiss Kormushyn Kyrylo Oleksandrovych, judge of the Shevchenkivskyi district court of Kyiv due to submission of application for resignation.
Cooperation between the High Council of Justice and the Council of Europe: key achievements and strategic priorities for judicial reform
During the fourth meeting of the Steering Committee for the implementation of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” for 2023–2026, Deputy Chairperson of the HCJ, Oksana Kvasha, reported on the results of cooperation between the Council of Europe and the High Council of Justice and outlined key areas that will require expert support.
