Six judges were resigned
The HCJ took decision on dismissal due to submission of applications for resignation of:
- Koval Liubov Anatoliivna – from the office of judge of the Central economic court of appeal;
- Zhyhanska Nataliia Mykhailivna – from the office of judge of the Svaliavskyi district court of Zakarpattia region;
- Multian Maryna Bondivna – from the office of judge of the Vinnytskyi circuit administrative court.
- Dobrivska Nataliia Anatoliivna – from the office of judge of the Circuit administrative court of Kyiv;
- Fedyniak Vasyl Dmytrovych – from the office of judge of the Ivano-Frankivskyi court of appeal;
- Halahan Oleksii Valeriiovych – from the office of judge of the Fortechnyi district court of the city of Kropyvnytskyi.
HCJ will make submissions to the President of Ukraine on appointment of seven judges to office
On May 26, 2026, the HCJ took decision on making submissions to the President of Ukraine on appointment of three judges to office in courts of appeal and one judge – to local court, in particular:
- Kotliar Anton Mykolaiovych – to the position of judge of the Zhytomyrskyi court of appeal;
- Ponomariova Hanna Pavlivna – to the position of judge of the Northern economic court of appeal;
- Sova Viktoriia Valeriivna – to the position of judge of the Zakarpattia court of appeal;
- Rovinskyi Oleksandr Yuriiovych – to the position of judge of the Economic court of Odesa region.
On May 28, 2026, the HCJ took decision on making submissions to the President of Ukraine on appointment of three judges to office in Zaporizkyi court of appeal, in particular: Brus Tetiana Mykolaivna, Kolts Daryna Mykytivna, Pohribna Olha Mykolaivna.
HCJ appointed Petro Talpa as Head of the Court Security Service
On May 26, 2026, during its meeting, the High Council of Justice decided to appoint Petro Valentynovych Talpa as Head of the Court Security Service, dismissing him from the position of Deputy Head of the Court Security Service for organizational and administrative activities.
On May 4, 2026, Selection Commission for conducting the competition to fill the vacant positions of Head of the Court Security Service and his deputies named Petro Talpa the winner of the competition, having scored a total of 17.6 points.
Judge of the Zhytomyrskyi court of appeal Roman Borysiuk temporarily suspended from the administration of justice based on decision of the Third Disciplinary Chamber of the HCJ
The decision to bring the judge to disciplinary liability and impose disciplinary sanction in the form of submission on dismissal from office was adopted by the Third Disciplinary Chamber of the HCJ on May 27, 2026.
Eight candidates have been admitted to participate in the selection process for the vacant positions of Deputy Heads of the State Administration of Ukraine
On May 28, 2026, the working group on selecting candidates for the position of Deputy Head of the State Judicial Administration of Ukraine named the candidates approved to participate in the selection process for the vacant positions of Deputy Heads of the State Judicial Administration of Ukraine.
Eight candidates have been approved to participate in the selection process.

Chairman of the High Council of Justice, Hryhorii Usyk: challenges facing the judiciary in wartime and priorities of European integration
The key challenges facing the judiciary under martial law, as well as the priority areas of activities of the High Council of Justice in the context of judicial reform and European integration, were outlined by the Chairman of the High Council of Justice, Hyhorii Usyk during lecture at the National School of Judges of Ukraine.
From May 25 to 27, 2026, the National School of the Judges of Ukraine conducted a training course to maintain the professional qualifications of heads and deputy heads of local general, economic and circuit administrative courts, courts of appeal, the High Anti-Corruption Court, and the Cassation Courts within the Supreme Court.

Hryhorii Usyk: Effective economic justice is the key to stable economic relations and the stability of the state
“Thirty-five years of development in economic justice is not merely a history of institutional changes and legal reforms. It is a history of building trust in the judiciary in the field of economic relations, a history of protecting investment, competition and the country’s economic stability, even during the most challenging periods of its development.”
This was emphasized by Hryhorii Usyk, Chairman of the High Council of Justice, during the International Scientific and Practical Conference “Economic Jurisdiction in Ukraine: 35 Years of Development and European Guidelines, which took place on May 28–29, 2026, in Kyiv to celebrate the 35th anniversary of the establishment of economic (arbitration) courts in Ukraine. The conference was organized by the Supreme Court in cooperation with the OSCE Support Program for Ukraine, the EU Project Pravo-Justice, and the German Foundation for International Legal Cooperation.

HCJ temporarily suspended three judges of the Supreme Court from the administration of justice
On May 29, 2026, the High Council of Justice temporarily suspended three judges of the Supreme Court from the administration of justice until July 19, 2026, in connection with criminal proceedings against them.
The decisions were taken following consideration of the relevant motions filed by Deputy Prosecutor General and Head of the Specialized Anti-Corruption Prosecutor’s Office Oleksandr Klymenko.
The judges are suspected of committing a criminal offense under Part 4 of Article 368 of the Criminal Code of Ukraine.
HCJ has determined the number of judges in local courts and courts of appeal for 2026
The HCJ has determined the number of judges in local courts and courts of appeal for 2026 according to advisory opinion of the State Judicial Administration of Ukraine.
The decision was adopted under paragraph 12 of Part 1 of Article 3 of the Law of Ukraine “On the High Council of Justice” and taking into account appeals of the High Qualification Commission of Judges of Ukraine regarding the conduct of competitions to fill the vacant positions of judges.
In its advisory opinion, the State Judicial Administration of Ukraine proposed to set the number of judges for 2026 at 6,880 positions, as follows:
- in local general courts — 4,386 positions;
- in local economic courts — 629 positions;
- in local circuit administrative courts — 720 positions;
- in courts of appeal for civil and criminal cases, as well as cases involving administrative offenses — 777 positions;
- in administrative courts of appeal — 204 positions;
- in economic courts of appeal — 164 positions.
