HCJ seconded judge to administer justice to the Brovarskyi local-district court of Kyiv region
On May 29, 2023 the HCJ seconded judge of the Kompaniivskyi district court of Kirovohrad region CHERVONOPYSKYI Vadym Serhiivych to the Brovarskyi local-district court of Kyiv region from June 13, 2023 for one year.
Five judges were dismissed for resignation
On May 29 2023 the HCJ took decision to dismiss four judges under submission of application for resignation, in particular:
Tymoshenko Serhii Viktorovych – from the office of judge of the Tatarbunarskyi district court of Odesa region;
Tkachuk Olena Leonodovna – from the office of judge of the Velykomykhailivskyi district court of Odesa region;
Zinevych Inna Vitaliivna – from the office of judge of the Bohunivskyi district court of the city of Zhytomyr;
Shynkarchuk Yaroslav Anatoliiovych – from the office of judge of the Kharkivskyi district court of Kharkiv region.
On May 30, 2023 the HCJ decided to dismiss Rumilova Nataliia Mykolaivna from the office of judge of the Zaliznychnyi district court of the city of Lviv under submission of application for resignation.
HCJ resumed the work of the Kherson city court
On May 30, the HCJ decided to resume the work of the Kherson city court of Kherson region from June 1, 2023, change the territorial jurisdiction of court cases of certain courts of Kherson region, and postpone the start of the work resumption of the Bilozerskyi district court of Kherson region
The territorial jurisdiction of court cases of the courts of the Kherson region was changed since June 1, 2023:
- Beryslavskyi, Vysokopilskyi, Ivanivskyi, Skadovskyi, Kalanchakskyi, Chaplynskyi district courts – to the Velykooleksandrivskyi district court of Kherson region;
- Verkhniorohachytskyi, Hornostaivskyi, Velykolepetyskyi, Nyzhniosirohozkyi district courts and Novokakhovskyi local-district court – to the Novovorontsovskyi district court of Kherson region;
- Bilizerskyi, Tsiurupynskyi, Henicheskyi, Holoprystanskyi, Novotroitskyi district courts – to the Kherson city court.
HCJ early terminated secondment of some judges of Kherson courts
Due to the resumption of the work of the Kherson court of appeal, Velykooleksandrivskyi and Novovorontsovskyi district courts, the HCJ decided to early terminate the secondment of the judges of these courts.
According to the HCJ decision dated May 30, 2023, the beginning of the procedural activities of the said courts was determined for June 12, 2023.
Taking into account the above, the HCJ decided to terminate the secondment of 20 judges. The list of judges is here.
Procedure of secondment of judges to the Derhachivskyi district court of Kharkiv region
According to the decision dated May 29, 2023 № 564/0/15-23 the HCJ announced the beginning of the procedure for seconding judges to another court of the same level and specialization to administer justice, in particular, to Derhachivskyi district court of Kharkiv region – 1 judge.
Judges who expressed the wish to be seconded to mentioned court should submit to the High Council of Justice within ten days (from the date of the announcement of the beginning of the procedure for seconding judges) necessary documents. The list of the documents is here.
HCJ appointed members of the High Qualification Commission of Judges of Ukraine
On June 1, 2023, the HCJ appointed the authorized composition of the HQCJ of Ukraine and unblocked the work of the key body to form the corps of judges. This will make it possible to select judges for more than two thousand vacant positions, as well as to complete the qualification evaluation of judges.
Based on the results of interviews with 32 candidates recommended by the Selection Commission for the selection of candidates for the positions of members of the HQCJ of Ukraine, the HCJ appointed 16 members of the Commission.
“Procedure for appointing judges requires new approaches” – Hryhorii Usyk
The staffing situation in courts of the first and appeal instances is critical. This was stated by the Chairman of the HCJ Hryhorii Usyk during a briefing for the media. He noted that the resumption of the work of the HQCJ of Ukraine unlocks possibility to select judges for more than two thousand vacant positions, and also makes it possible to complete the qualification evaluation of judges. In addition, the appointment of the plenipotentiary composition of the HQCJ of Ukraine has an impact on the prospects for Ukraine's membership in the European Union.

HCJ suspended judge Oleksii Tandyr from the administration of justice
On June 2, 2023 the HCJ temporally suspended from the administration of justice judge of the Makarivskyi district court of Kyiv region Oleksii Tandyr due to the criminal prosecution. The said decision was taken following the consideration of the Deputy Prosecutor General's submission.
Tandyr O.V. is suspected of committing a criminal offense under the third part of Article 286-1of the Criminal Code of Ukraine.
Hryhorii Usyk: “Without performing disciplinary function, the activities of the HCJ are inferior”
The Chairman of the HCJ Hryhorii Usyk stressed those more than 9 000 disciplinary complaints against judges received by the HCJ need immediate consideration. Due to the forced suspension of the disciplinary function of the HCJ, judges have been in a state of uncertainty for a long time; in addition, the period for bringing judges to disciplinary responsibility is expiring.
On May 30, 2023, the Verkhovna Rada of Ukraine approved in the first reading draft law No. 9261 which resumes consideration of disciplinary proceedings against judges. The draft law stipulates that, until the establishment of the Disciplinary Inspectorate Service of the High Council of Justice, complaints against judges will be considered by the HCJ members.
