
Activities of the HCJ Secretariat in figures in January - October 2024
During the ten months of 2024, the HCJ Secretariat staff processed 4112 appeals from citizens and 1335 requests for information; 2134 appeals were received from citizens during this period on the HCJ “hotline” at (044) 481-06-26. The HCJ Secretariat staff prepared 10531 cover letters for sending copies of acts of the HCJ and its bodies, issued 18189 copies of acts of the HCJ, its bodies and members, and edited 23054 pages of draft HCJ documents.
Between January and October 2024, the HCJ’s official website published 4830 acts, 2415 other documents, and 648 news items and announcements; almost 1500 information materials were posted on the HCJ social media. The “News” section of the “Judiciary of Ukraine” portal published more than 2600 news items.
The HCJ dismissed a judge of the Druzhkivka city court of Donetsk region
On 12 November 2024, the HCJ decided to dismiss Tetiana Panova from the position of judge of the Druzhkivka city court of Donetsk region due to her resignation.
The decision to bring the judge to disciplinary liability and apply a disciplinary sanction to him in the form of a submission for dismissal from office was made by the Third Disciplinary Chamber of the HCJ on November 13, 2024.

HCJ will make submissions to the President of Ukraine on appointment of four judges to local courts
On 14 November 2024, the HCJ decided to make submissions to the President of Ukraine on the appointment of four judges to positions in local courts, namely:
- Babii Serhii Oleksandrovych - to the position of a judge of the Pavlohrad city district court of Dnipropetrovska region;
- Stashkiv Taras Bohdanovych - to the position of judge of Novohrad-Volynskyi city district court of Zhytomyr region;
- Voynarovskyi Ihor Volodymyrovych - to the position of judge of the Shargorod district court of Vinnytsia region;
- Borteychuk Yurii Yuriiovych - to the position of judge of Izmail city district court of Odesa region.
Between January and October 2024, 241 judges were dismissed
The HCJ decided to dismiss 241 judges during ten months of 2024.
Under general circumstances, 212 judges were dismissed, namely:
- 203 judges were dismissed due to resignation;
- 9 judges of local courts resigned due to their voluntary resignation.
The High Council of Justice dismissed 29 judges due to special circumstances:
- 23 for committing a significant disciplinary offence;
- 6 judges were dismissed according to subparagraph 4 of paragraph 16¹ of Section XV “Transitional Provisions” of the Constitution of Ukraine in accordance with the recommendation of the High Qualification Commission of Judges of Ukraine.
Between January and October 2024, the HCJ decided to submit to the President of Ukraine the submission of proposals for the appointment of 453 judges to local courts, including:
- 396 judges to local general courts
- 29 judges to local administrative courts;
- 28 judges to local commercial courts.
Judges need additional special training for war and international crimes, - Oksana Kvasha
This was highlighted by Oksana Kvasha, a member of the HCJ, during a “roundtable” meeting where representatives of the judiciary, parliamentarians, and international experts discussed the topic of specialisation of judges in cases of war and other international crimes.
Oksana Kvasha pointed out that over 143,000 war crimes have been registered since the full-scale invasion of Ukraine by the russian federation. After the liberation of the temporarily occupied territories of Ukraine, new facts of crimes will be revealed. That is why it is now urgent to introduce specific training for judges to consider war crimes.
Oksana Kvasha noted that the process of intensive training of judges should be carried out in parallel with the acceleration of the selection of judges at all stages and levels.

The HCJ received 186 reports of interference with the professional activities of judges in the administration of justice and actions that violate guarantees of judicial independence or undermine the authority of justice between January and October 2024. Considering the reports received in previous periods, the Council has reviewed 213 reports from judges since the beginning of this year.
Following consideration of 79 reports of interference with the administration of justice, 76 decisions were made to take response measures.
Having reviewed 134 reports of judges, the Council adopted 39 decisions approving 117 conclusions of the HCJ members on the absence of grounds for taking measures to ensure the independence of judges and the authority of justice.
