HCJ dismissed for resignation two judges
On November 14, 2023, the HCJ took decision on dismissal two judges due to submission of application for resignation, in particular:
- Kutsyn Valentyna Mykolaivna – from the office of judge of the Myrhorodskyi local-district court Poltava region;
- Dovhopolov Oleksandr Mykhailovych – from the office of judge of the Eighth administrative court of appeal.
Olexandr Sasevych: “Most of the reasons for distrust of the judiciary by business representatives are not directly related to the activities of the court”
This was stated by the HCJ member Olexandr Sasevych in course of the XI Annual Forum of Legal Advisers. The event was organized by the media publication “Yurydychna praktyka”.
Participants discussed the legal challenges of wartime, the role of business in supporting Ukraine and Ukrainians, the practice of the ECHR and Ukrainian courts, interaction between business and law enforcement bodies, experience of relocation and resumption of business processes during the war, as well as the consequences of the sanctions policy for fair business.
As part of the discussion, an open interview was held with the HCJ member Olexandr Sasevych on the topic “Improving the business environment: questions for the judiciary” during which he spoke, in particular, how the courts currently communicate with society, what steps are being taken to popularize the court, increasing trust in the judiciary in conditions of martial law and other challenges, and also mentioned the main priority areas of the HCJ’s activities.
Oksana Kvasha was elected a member of the High Council of Justice from the Congress of Scholars
On November 16, 2023, the Congress of representatives of higher education and research institutions in the area of law elected Oksana Oleksandrivna Kvasha to the position of member of the HCJ. Thus, the Congress quota is filled.

HCJ stopped resignation of a judge due to acquisition of foreign citizenship
An assessment of evidence available in the HCJ made it possible to conclude that the retired judge, who retains the title of judge, acquired the citizenship of a terrorist state – the russian federation and by holding the relevant judicial position of an illegitimate court, violated the requirements of the Constitution and laws of Ukraine.
After her resignation, the judge received a judicial position in the territories temporarily controlled by the rf.
Dmytro Lukianov and Roman Maselko participated in the XII Judicial Forum
The HCJ members Dmytro Lukianov and Roman Maselko took part in the XII Judicial Forum: “Judicial Authority: How to Overcome the Crisis?”, organized by the Ukrainian Bar Association together with the USAID Justice for All Activity.
During the session “The Judicial System: Responding to the Crisis and Seeking Solutions,” Deputy Chairman of the HCJ Dmytro Lukianov spoke about the measures taken by the HCJ to ensure the independence of judges and the authority of justice, responding to reports from judges about interference in their professional activities.

During the discussion “Lawyers' Accountability as a Component of Judicial Reform” the HCJ member Roman Maselko spoke about the formation of a highly professional and honest corps of judges. According to him, it is important for a judge not only to be honest, but also "to create an atmosphere of integrity around oneself". The inevitability of punishment for violation should also be ensured.

6,503 complaints regarding disciplinary misconduct of a judge were distributed in the HCJ
The Secretariat of the HCJ consistently daily carries out automated distributions of complaints regarding a disciplinary misconduct of a judge among members of the Council. From November 1, 2023, the distribution of complaints regarding a disciplinary misconduct of a judge and complaints against a decision to bring a judge or prosecutor to disciplinary liability has been resumed.
Since the resumption of automated distribution - from November 1 to November 17, 2023 – 6114 expired cases have been distributed, disciplinary proceedings for which have not been completed by the previous composition of the Council and complaints received from August 5, 2021 to October 31, 2023. Of these, for the current week – 2481.
From November 1 to November 17 this year, 389 new cases received from November 1, 2023 were also distributed, of which 168 were for the current week.
