HCJ gave its consent to take into custody judge Pavlo Dobrov
On October 2, 2023 the HCJ gave its consent for taking into custody of judge of the Kominternivskyi district court of Odesa region Pavlo Dobrov.
This decision was made following the consideration of petition of the Deputy Prosecutor General – Head of the Specialized Anti-Corruption Prosecutor’s Office Oleksandr Klymenko.
The judge is suspected of committing a serious corruption crime, that shall be punishable by imprisonment for a term of five to ten years with deprivation of the right to hold certain positions or engage in certain activities with forfeiture of property.
HCJ and HQCJU held a joint strategic session
Joint strategic session of the HCJ and the HQCJU took place with the support of the EU Project Pravo-Justice and the USAID Activity Justice for All to develop joint decisions on key issues in the activities of judicial governance bodies.
With the advisory support of experts members of the HCJ and the HQCJU determined the goals, principles and processes for assessing judges to develop a joint vision of ways to achieve the main goal - the formation of an honest and highly professional corps of judges.
HCJ dismissed six judges on general grounds
On October 3, 2023, the HCJ took decision to dismiss under submission of application for resignation:

Kindiak Ihor Stepanovych – from the office of judge of the Poltavskyi district court of Poltava region;

Svytka Serhii Leonidovych – from the office of judge of the Korcun-Shevchenkivskyi district court of Cherkasy region;

Zhuravel Valerii Oleksandrovych – from the office of judge of the Kyivskyi circuit administrative court;
-
Fedotov Ihor Viacheslavovych – from the office of judge of the Sixth administrative court of appeal;
-
Bershadska Halyna Vasylivna – from the office of judge of the Ternopilskyi court of appeal.
On October 5, 2023, the HCJ decided to dismiss Baranov Dmytro Oleksandrovych from the office of judge of the Economic court of Kyiv due to filing an application for resignation on free will.
On October 2, 2023, the HCJ suspended from the administration of justice judge of the Yakymivskyi district court of Zaporizhzhia region Fedorets Svitlana Volodymyrivna, seconded to the Zvenyhorodskyi district court of Cherkasy region, due to the criminal prosecution before the court verdict pending the entry into force of the court verdict or the closure of the criminal proceedings.
511 generators will be purchased for courts
At its meeting on October 3, 2023, the HCJ agreed on the redistribution of budget expenditures between courts and the State Judicial Administration of Ukraine. The decision was made based on the results of consideration of the SJAU proposals.
It is proposed to redistribute state budget expenditures for courts, the State Judicial Administration of Ukraine and its regional branches to purchase alternative sources of energy supply (511 units) to ensure the uninterrupted operation of courts and their fulfilment of the legal requirements regarding the conduct of court hearings, creation and appropriate conditions for persons applying to courts, carrying out work and purchasing appropriate equipment to prepare court premises for the heating period of 2023-2024 and carrying out priority emergency restoration work in court premises, including those damaged as a result of the armed aggression of the russian federation on the territory of Ukraine.
The judge of the Kaluskyi local-district court of Ivano-Frankivsk region, Oleh Myhovych, reported that a special technical device for surreptitious obtaining of information was found in the TV set in his office. The device was discovered by a repairman during repairs, as the TV failed after almost a year of use.
Based on these facts, the judge contacted the Kaluskyi district police department of the Main Department of the National Police in the Ivano-Frankivsk region and reported the commission of a criminal offense under Article 359 of the Criminal Code of Ukraine - Illegal acquisition, sale or use of special technology for obtaining of information.
On October 5, 2023 the HCJ satisfied the motion of the Deputy Prosecutor General – the Head of the Specialized Anti-Corruption Prosecutor's Office Oleksandr Klymenko and granted consent to keep in custody the judge of the Brovarskyi local-district court of Kyiv region.
Mykhailo Shumylo was appointed the Head of the Secretariat of the High Council of Justice
Mykhailo Shumylo will begin performing his duties as the Head of the Secretariat of the High Council of Justice on October 9, 2023.
Activities of the HCJ Secretariat in figures for January-September, 2023
During nine years of 2023, employees of the High Council of Justice Secretariat considered 5373 citizens’ appeals and 449 requests for information.
2844 appeals from citizens were received to the HCJ hotline at the telephone number: (044) 481-06-26. During the telephone conversation, citizens received informational and advisory answers.
The HCJ Secretariat prepared 1732 cover letters on sending copies of the acts of the HCJ and its bodies, issued 4146 copies of the acts of the HCJ, its bodies and members of the HCJ, edited 16 350 pages of draft documents of the HCJ.
Judges from the state of California and members of the High Council of Justice discussed issues of the independence of the judiciary, functioning of courts in armed conflict, exchanged experience in considering disciplinary complaints against judges, and the effectiveness of introducing information systems into the judicial process.
The meeting took place on October 5, 2023 as part of the foreign delegation`s visit organized by a group of judges who have been conducting study visits to different countries for the past several years.
