Digest of Events of the High Council of Justice for October 20 – 31, 2025

The High Council of Justice decided to dismiss, due to the submission of resignation letters:

  • Liudmyla Stepanova – from the position of judge of the Commercial Court of Odesa Region;
  • Viacheslav Lesyk – from the position of judge of the Kovel City District Court of Volyn Region;
  • Zemfira Baranovska – from the position of judge of the Southern City Court of Odesa Region;
  • Lolitta Ivasiuta – from the position of judge of the Lutsk City District Court of Volyn Region;
  • Vitalii Kalynovskyi – from the position of judge of the Second Administrative Court of Appeal.

The HCJ also decided to dismiss Olena Yuriivna Semeniuta from the position of judge of the Boryspil City-District Court of Kyiv Oblast at her own request.

Alla Kotelevets and Roman Maselko re-elected as secretaries of the First and Second Disciplinary Chambers of the HCJ

On October 21, 2025, the High Council of Justice elected the secretaries of the First and Second Disciplinary Chambers for a two-year term:

  • Alla Kotelevets – Secretary of the First Disciplinary Chamber;
  • Roman Maselko – Secretary of the Second Disciplinary Chamber.

HCJ submits to President of Ukraine proposals on appointment of 51 judges to appellate courts:

HCJ submits to President of Ukraine proposal on appointment of judge to Bohorodchany District Court of Ivano-Frankivsk Oblast

On October 21, 2025, the High Council of Justice decided to submit to the President of Ukraine a proposal on the appointment of Lesia Yaroslavivna Rybka to the position of judge of the Bohorodchany District Court of Ivano-Frankivsk Oblast.

Judge Oleksandr Kitov temporarily suspended from administering justice based on decision of Second Disciplinary Chamber of High Council of Justice

Judge of the Solonianskyi District Court of Dnipropetrovsk Oblast Oleksandr Kitov (seconded to the Halych District Court of the city of Lviv) has been temporarily suspended from administering justice based on a decision of the Second Disciplinary Chamber of the High Council of Justice. The Second Disciplinary Chamber of the High Council of Justice adopted the decision to hold the judge disciplinarily liable and apply a disciplinary sanction in the form of a proposal for dismissal from office on October 22, 2025.

Oksana Kvasha participates in presentation of shadow report on Ukraine’s progress in European integration

Deputy Head of the High Council of Justice Oksana Kvasha took part in an event dedicated to the public presentation of the shadow report to Chapter 23 “Judiciary and Fundamental Rights” and Chapter 24 “Justice, Freedom and Security” of the European Commission Report on Ukraine’s progress in the field of European integration.

HCJ temporarily suspends judge of Maryinka District Court of Donetsk Oblast, seconded to Shevchenkivskyi District Court of Zaporizhzhia

On October 28, 2025, the High Council of Justice temporarily suspended from administering justice a judge of the Maryinka District Court of Donetsk Oblast, seconded to the Shevchenkivskyi District Court of the city of Zaporizhzhia, in connection with being brought to criminal liability until a court verdict enters into force or the criminal proceedings are closed. The judge is suspected of committing a criminal offense under Part 3 of Article 436-2 of the Criminal Code of Ukraine, namely justifying, denying the armed aggression of the russian federation against Ukraine that began in 2014, justifying the temporary occupation of part of the territory of Ukraine, committed by an official repeatedly.

The High Council of Justice, together with the EU Project “Pravo-Justice”, held a roundtable on the topic “The State of Judicial Independence in the Context of Ukraine’s European Integration”. The event served as a platform for discussing key challenges and priorities in ensuring judicial independence as one of the fundamental criteria for bringing Ukraine closer to European Union standards.

Group of experts nominated by international technical assistance projects evaluates candidates’ performance of situational task for SSAU head position

The website of the High Council of Justice has published the Statement on the results of candidates for the position of Head of the State Judicial Administration of Ukraine performing an open-type situational task and the Rating of candidates for the position of Head of the State Judicial Administration of Ukraine based on the results of performing an open-type situational task.

Representatives of France’s High Council for the Judiciary and Ireland’s Courts Service express readiness to support Ukraine’s European integration initiatives

Partnership issues in the field of justice were discussed during a meeting between HCJ Chair Hryhorii Usyk and HCJ members with magistrates of the High Council for the Judiciary of the French Republic — Jean-Baptiste Gacké, President of the Chamber of the Nancy Court of Appeal, and Laurent Feccar, Deputy Prosecutor at the Montpellier Court — as well as Brian O’Moore, member of the Courts Service of Ireland and the Executive Committee of the European Network of Councils for the Judiciary, and François Cottelet, Political Counsellor of the Embassy of the French Republic in Ukraine. The parties discussed the work of councils for the judiciary in France, Ireland and Ukraine, disciplinary procedures, funding of the judiciary and ways to strengthen the independence of judges. The magistrates shared experience in disciplinary liability of judges and personnel selection, while HCJ representatives noted the value of European practices for reforming justice within the framework of European integration.

Psychometric testing of leadership qualities for candidates for SSAU head position to take place

On November 6, 2025, psychometric testing of leadership qualities of candidates for the position of Head of the State Judicial Administration of Ukraine will be held at the premises of the High Council of Justice (Kyiv, 12-A Studencheska Street).
