
On 7 October 2025, the High Council of Justice (HCJ) temporarily, until 4 November 2025, suspended from administering justice a judge of the Mostyska District Court of Lviv Region, who had been seconded to the Lychakivskyi District Court of Lviv City, in connection with criminal prosecution.
On 7 October 2025, the HCJ decided to dismiss Ms. Oksana Anatoliivna Kovalenko from the position of judge of the Kupiansk City District Court of Kharkiv Region, seconded to the Lubny City District Court of Poltava Region, in connection with her resignation.
Activities of the Secretariat of the High Council of Justice in figures for January–September 2025
During the first three quarters of 2025, the staff of the HCJ Secretariat:
- processed 4551 citizens’ appeals and 881 information requests;
- prepared 7598 cover letters for sending copies of HCJ acts and acts of its bodies, issued 10760 copies of acts of the HCJ, its bodies and members, and edited 21017 pages of draft HCJ documents;
- published 1134 informational materials on the HCJ’s social media platforms;
- published nearly 2300 informational materials in the “Press Center” section of the “Judiciary of Ukraine” web portal.
The HCJ telephone hotline at (044) 481-06-26 received 1809 calls from citizens, who were provided with consultations and reference information within the HCJ’s competence.
On 7 October 2025, the High Council of Justice (HCJ) adopted a decision to dismiss Mr. Serhii Dolzhko from the position of judge of the Zinkiv District Court of Poltava Region on the basis of paragraph 3 of part six of Article 126 of the Constitution of Ukraine.
171 judges dismissed during January–September 2025
Under general grounds, 138 judges were dismissed, namely:
- 129 judges — in connection with the submission of resignation letters;
- 9 judges of local courts — in connection with resignation upon personal request.
Under special grounds, the High Council of Justice dismissed 33 judges, namely:
- 25 judges — for committing significant disciplinary misconduct;
- 8 judges — on the basis of subparagraph 4 of paragraph 16¹ of Section XV
90 judges held disciplinarily liable during January–September 2025
Throughout the first nine months of 2025, following the consideration of disciplinary cases, the Disciplinary Chambers of the High Council of Justice (HCJ) adopted 88 decisions on bringing 90 judges to disciplinary liability and applying the following disciplinary sanctions:
- warning — applied to 47 judges;
- reprimand with deprivation of the judicial salary supplement for one month — applied to 11 judges;
- severe reprimand with deprivation of the judicial salary supplement for three months — applied to 5 judges;
- submission on temporary suspension from administering justice (from one to six months) — applied to 1 judge;
- submission on dismissal — applied to 26 judges.
President of Ukraine appointed two members of the High Council of Justice
By Decrees No. 753/2025 and No. 754/2025 of 8 October 2025, President of Ukraine Volodymyr Zelenskyy appointed Vitalii Makhinchuk and Maksym Saviuk as members of the High Council of Justice.
President of Ukraine supported the HCJ’s submissions on the appointment of 20 judges
By Presidential Decrees No. 755/2025—773/2025 of 8 October 2025, President Volodymyr Zelenskyy appointed 20 judges to local courts.
Ukraine and Latvia exchange experience in strengthening the rule of law
The High Council of Justice of Ukraine and the Council for the Judiciary of the Republic of Latvia signed a Cooperation Agreement aimed at strengthening the working relations between the two institutions, exchanging experience in the field of judicial governance, consolidating and improving their activities, and bringing the Ukrainian judiciary closer to European standards in the context of Ukraine’s preparation for EU membership.
The Agreement was signed during the working visit of the Ukrainian delegation to Riga (Republic of Latvia) on 6–8 October 2025.According to the provisions of the Agreement, the HCJ and the Council for the Judiciary of Latvia agreed to hold regular consultations on matters of mutual interest, exchange information, implement joint research projects, and promote the participation of members of the judicial councils in seminars, conferences, and other events. The Agreement is concluded for an indefinite period.
During his remarks, HCJ Chair Hryhorii Usyk emphasized Ukraine’s readiness to share its own experience in ensuring citizens’ access to justice under conditions of ongoing Russian aggression.
