HCJ temporarily suspended judge Maksim Lesko from administering justice
On September 25, 2023, the HCJ satisfied petition of the Deputy Prosecutor General Ihor Mustetsa and temporarily, until November 25, 2023, removed judge of the Chudnovskyi district court of Zhytomyr region Maksim Lesko from the administration of justice in connection with criminal prosecution.
The judge is suspected of accessory in taking possession of somebody else's property by deceit (fraud) committed by an organized group in particularly large amounts, forgery in office, i.e. drawing up, issue by an official of knowingly false official documents, entering into official documents knowingly false information, that is of committing offenses provided for in part 5 of Article 27, part 4 of Article 190, part 1 of Article 366 of the Criminal Code of Ukraine.
HCJ dismissed nine judges on general grounds
On September 26, 2023 the HCJ took decision to dismiss under submission of application for resignation:
- Diachuk Oleksandra Oleksandrivna – from the office of judge of the Storozhynetskyi district court of Chernivtsi region;
- Butsmak Yurii Yevhenovych – from the office of judge of the Bilitserkivskyi local-district court of Kyiv region;
- Bortnutska Vita Victorivna – from the office of judge the Pecherskyi district court of Kyiv;
- Krymska Oksana Mykhailivna – from the office of judge of the Zaporizhzhia court of appeal;
- Fedorchuk Volodymyr Bohdanovych – from the office of judge the Buchatskyi district court of Ternopil region.
The HCJ has also decided to dismiss Brahina Oleksandra Yevheniivna from the office of judge of Kyivskyi circuit administrative court on her free will.
On September 28, 2023 the HCJ took decision to dismiss three judges under submission of application for resignation, in particular:
- Berezkina Olena Volodymytivna – from the office of judge of the Tsentralnyi economic court of appeal;
- Kniaziuk Oleksandr Vasylovych – from the office of judge of the Odesa court of appeal;
- Hotra Tetiana Yuriivna – from the office of judge of the Zakarpatskyi court of appeal.
On September 26, 2023, Tatiana Parkhatska ended her tenure of office of the Head of the Secretariat of the High Council of Justice. The HCJ took the apptopriate decision on dismissal from office at her own will.
HCJ increased the number of judges of the High Anti-Corruption Court
The HCJ has determined the new number of judges in the High Anti-Corruption Court – 63 positions, of which 21 positions of judges of the Appeals Chamber.
The need to increase the number of judges of the High Anti-Corruption Court is caused, in particular, to the complexity of the cases pending before the High Anti-Corruption Court, as well as legislative changes that significantly expanded the court's powers.
The said decision was taken temporarily until the standards for court staffing are approved and new calculations are made based on them.
HCJ seconded seven judges to the Kyiv Circuit Administrative Court
In order to resolve the excessive workload in the Kyivskyi circuit administrative court, on September 28, 2023, the HCJ decided to second seven judges to administer justice for a period of one year from October 16, 2023, namely:
- judge of the Donetskyi circuit administrative court Kochanova Polina Valeriivna;
- judge of the Dnipropetrovskyi circuit administrative court Parnenko Viktoria Stanislavivnaу;
- judge of the Dnipropetrovskyi circuit administrative court Zhukova Yevheniia Oleksiivna;
- judge of the Kirovohradskyi circuit administrative court Zhuk Ruslan Viacheslavovych;
- judge of the Sumskyi circuit administrative court Diska Alina Borysivna;
- judge of the Cherkasskyi circuit administrative court Bilonozhenko Maryna Anatoliivna;
- judge of the Circuit administrative court of the city of Kyiv Donets Volodymyr Adolfovych.
HCJ postponed the resumption of work of the Bilozerskyi district court of Kherson region
On September 28, 2023, the HCJ decided to postpone the beginning of the resumption of work of the Bilozerskyi district court of Kherson region until November 1, 2023.
The Khersonskyi local court of Kherson region will continue the consideration of cases until October 31, 2023, inclusive.
