The platform for holding court hearings in videoconference mode in Ukraine was presented

The HCJ member Inna Plakhtii and the representative of the State enterprise “Judicial services center” Oleksandra Tsariova presented to the experts of the Council of Europe Project “Support for judicial institutions and processes to strengthen access to justice in Ukraine” and the Council of Europe European Commission for the efficiency of justice (CEPEJ) a national platform for holding court hearings in the videoconference mode.

The presentation was held within the activity of the working group on developing the practical guide on remote court hearings and aimed at enlightening of principles of work and algorithm of actions of participants of court hearings, court and the State Judicial Administration of Ukraine during application the videoconference system in court hearings.

An experience using the available videoconference system will give experts on preparation of the guidelines the possibility to receive information on what currently Ukrainian courts work with and use it for the development of practical guidelines on remote court hearings, considering Ukrainian realities and legislative norms.

HCJ calls on resolving an issue regarding the continuation of holding the congress of scholars as soon as possible

The HCJ addressed the Minister of education and science of Ukraine Serhii Shkarlet with the request to assist the solving as soon as possible an issue regarding the determination of a date and place for the continuation of the congress of the representatives of legal higher education and scientific institutions to select the HCJ member by the congress’s quota.

HCJ, together with the legal community, takes measures to develop effective mechanisms to combat collaborationism

At the initiative of the High Council of Justice the round table “Collaboration as a challenge to the judicial system” took place and was dedicated to searching for mechanisms of appropriate response to manifestations of collaborationism in the judicial system. Currently, the need has arisen to create conditions for an emergency response to cases of collaboration activities and high treason in the judicial system.

According to the HCJ, judges suspected of committing high treason, collaborative activities, having dual citizenship or foreign citizenship should be suspended from the administration of justice. Such a procedure in conditions of the absence of the plenipotentiary HCJ should be determined by legislation.

301 lawyers participate in the competition for the positions of members of the High Qualification Commission of Judges of Ukraine, almost 19 persons per one vacant place – Selection Commission

The Selection Commission for the selection of candidates for the positions of members of the High Qualification Commission of Judges of Ukraine (HQCJ Selection Commission), at its official meeting, which was held online on October 6, 2022, approved the list of candidates admitted to the competition for the position of a member of the HQCJ.

Based on the results of checking documents for compliance with the requirements of the Law of Ukraine “On the Judiciary and the Status of Judges,” the Commission approved 301 lawyers for participation.

The activity of the Secretariat in figures for January – September, 2022

During nine months of 2022, the Secretariat of the High Council of Justice has considered 1510 appeals from citizens and 191 requests for information. For the mentioned period 2312 appeals were received from citizens to the HCJ hotline at the telephone number: (044) 481-06-26.

Since the beginning of 2022, 1513 cover letters were prepared on sending copies of the acts of the HCJ and its bodies, 4465 copies of acts of the HCJ, its bodies and members of the HCJ were issued, 3038 pages of draft documents of the HCJ were edited.

During August – September 2022, at the request of the Ethics Council, employees of the Secretariat have scanned around 58 000 pages of cases (disciplinary complaints, annexes to complaints, decisions, made by the HCJ, its bodies and Council’s members, etc.).

On the official website of the High Council of Justice 9516 acts of the HCJ and 577other documents were published, 217 news were prepared and posted; more than 1000 information notifications and materials were published on the HCJ Telegram channel and on the HCJ Facebook page.

Functioning of the justice system in Ukraine in war conditions in the focus of attention of a high-level international scientific and practical conference

On the occasion of the 20th anniversary of the establishment of the SJA of Ukraine and the NSJU, an international scientific and practical conference “Justice system of Ukraine in war conditions: national and international and legal dimension” was held. The Acting Chairman of the HCJ Vitalii Salikhov participated in the representative event, and also representatives of bodies and institutions of the justice system, international partners, chief judges, judges, employees of court apparatuses, etc.

Vitalii Salikhov outlined problematic aspects of judicial governance in war conditions and talked about the adoption of decisions that gave the possibility to provide controllability in the judicial system and organize the proper work of courts and guarantee the continuity of citizens’ access to justice.
