The HCJ appealed to the Minister of Finance regarding the speedy resolution of the issue of jurors` remuneration payment

The High Council of Justice appealed to the Minister of Finance of Ukraine, Serhii Marchenko, with a request to contribute to the speedy resolution of the issue of guaranteeing the rights of jurors and to pay remuneration to jurors for the time they perform their duties in court in 2022.

Currently, the payment orders for the payment of jurors` fees are in the bodies of the State Treasury Service of Ukraine.

Therefore, the HCJ asks to facilitate the opening of allocations from the state budget for relevant expenses in the amount of UAH 1.4 million.

By the information of the State Judicial Administration of Ukraine, according to the Resolution of the Cabinet of Ministers of Ukraine No. 590, the ranking priorities for opening appropriations from the state budget for expenses and making payments on behalf of clients by the State Treasury Service of Ukraine and its bodies under martial law conditions has been established.

At the same time, this ranking of priorities does not provide for the payment of remuneration to jurors, as a result of that jurors who continue to exercise their powers cannot receive the remuneration accrued to them.

The HCJ, together with the State Judicial Administration of Ukraine, has already applied to the State Treasury Service of Ukraine on this matter.

The Regulations on the State Treasury Service of Ukraine determine that in its activities it is guided, in particular, by the instructions of the Cabinet of Ministers of Ukraine and the Minister of Finance.

It should be noted that in the administration of justice, a juror is equal in status to a judge.

In this regard, the High Council of Justice asks the Minister of Finance of Ukraine to take the necessary measures for debt redemption on payment of jurors` remuneration and emphasizes the need to restore guarantees to jurors regarding the remuneration payment provided by law.
