High Council of Justice adopts New 2025–2029 Communication Strategy

On 31 July 2025, the High Council of Justice approved its Communication Strategy for 2025–2029.

The Communication Strategy of the High Council of Justice is intended to serve as the key document regulating both external and internal communications of the Council. It outlines tools, methods, and approaches for delivering objective information about the activities of the HCJ and the judiciary, and for fostering dialogue with the public and public authorities to safeguard judicial independence, uphold the rule of law, and ensure impartial justice.

The Strategy targets a broad range of audiences — from citizens and journalists to international partners and young legal professionals. It places a strong emphasis on transparency, trust, responsiveness, and inclusivity.

The approval of the Strategy constitutes a significant component of the Rule of Law Roadmap, which outlines the conditions for launching EU accession negotiations within Cluster 1.

The Strategy defines several key objectives, including:

  • ensuring transparent and accessible communication with the public;
  • countering disinformation;
  • promoting the value-based dimensions of the judicial profession;
  • fostering internal cohesion within the justice system, etc.

According to the HCJ's decision, the press center of the judiciary has been designated as the main coordinating body for the Strategy's implementation.

Courts at all levels and other institutions within the judiciary are encouraged to align their communication practices with the Strategy in order to ensure consistency across the system.
