On 7 August 2025 the High Council of Justice approved and published the Methodology for Assessing a Candidate’s Compliance with the Criteria of Integrity and Professional Competence for the Position of Head of the State Judicial Administration of Ukraine (the Methodology), as well as the Methodological Recommendations on Preparing the Examination for the Competitive Selection to the Vacant Position of Head of the State Judicial Administration of Ukraine (the Methodological Recommendations).
In order to ensure a transparent and objective selection for the position of Head of the State Judicial Administration of Ukraine based on clear rules and assessment criteria — including verification of each candidate’s integrity and professional competence — the High Council of Justice held a series of working meetings with representatives of the EU Project “Pravo-Justice”, the GIZ Ukraine project “Supporting Ukraine’s Approximation to the EU in the Field of the Rule of Law”, and the International Development Law Organization (IDLO) during May–July 2025. As a result of these meetings, drafts of the aforementioned documents were prepared. \
Assessment Methodology and the Methodological Recommendations were developed taking into account best practices in conducting selection processes and the expert proposals of international technical assistance projects.
The Methodology, in particular, defines clear criteria by which all participants in the competitive selection are evaluated. Among the main integrity criteria are independence, honesty, impartiality, conscientiousness, incorruptibility, adherence to ethical standards, and the lawful origin of assets. The professional competence criteria include legal knowledge, managerial and analytical abilities, the capacity to work with budgets, communication skills, and the ability to make effective managerial decisions.
The Methodological Recommendations were drafted to ensure the proper quality of open-format test and situational tasks used to assess candidates for the position of Head of the State Judicial Administration of Ukraine with respect to the “Professional Competence” criterion within the announced selection.
