The first hundred days since the start of work of the newly formed High Council of Justice are of great importance, as it is during this period that the foundation of any organization's activity is laid, its team is formed, and the main directions of work and priorities are determined.
During this time we have outlined the strategic vision of the future work - the vision of the High Council of Justice which is determined by its place and role in the justice system. It is the High Council of Justice that should be a driving force of the positive changes in the justice system determining the vector of the development of the judiciary, consolidating it, maintaining high standards of justice which will contribute to increasing the public confidence in the courts and the authority of the judiciary.
The main fundamental principle of the work of the High Council of Justice is to ensure the independence of the judiciary which is a component of the right to a fair trial and accountability to society.
The High Council of Justice is also responsible for the formation an honest and highly professional corps of the judges and therefore it is important to form the High Qualification Commission of Judges of Ukraine as soon as possible which will make it possible to overcome the critical shortage of judges that currently directly affects the quality of justice. In this regard we have already approved the Methodology for conducting the interviews, selection and appointment of the candidates for the position of the member of the High Qualification Commission of Judges of Ukraine, the schedule for conducting the interviews and we are preparing for their conduct in May.
Another important function is the impartiality, objectivity and transparency of disciplinary procedures regarding judges. Therefore, the actual task is the formation of the Service of Disciplinary Inspectors. In addressing this issue the High Council of Justice actively cooperates with the members of the Committee of the Verkhovna Rada of Ukraine on Legal Policy.
We strive for the decisions of the High Council of Justice to be motivated and fair, understandable to judges and society. We work to practically establish the principle of the rule of law, effective and fair justice.
The High Council of Justice is open to the dialogue with the judges, the Ukrainian society, representatives of other branches of the government, and international partners.
