
The Parliament adopted the Resolution “On the Statement of the Verkhovna Rada of Ukraine on the recognition of the russian regime as a terrorist one, the illegitimacy of the russian federation’s membership in the United Nations and its reform, the responsibility of members of russian political parties supporting aggression”.
With this statement, the Verkhovna Rada of Ukraine:
States the illegitimacy of the Russian Federation membership in the UN.
Expresses support for a fundamental reform of the United Nations, which would include not only increasing the number of permanent and non-permanent members, but also a restriction on the use of the right of veto.
Addresses the parliaments and governments of foreign states with a call:
- take immediate measures to prevent the russian federation from using the rights and obligations arising from the membership of the USSR in the UN;
- support a fundamental reform of the United Nations and, in particular, the UN Security Council, which would include the right of veto of the permanent members of the UN Security Council;
- co-initiate and support the resolution of the UN General Assembly on the request for an advisory opinion from the International Court of Justice regarding restrictions on the right of veto of permanent members of the UN, which could follow from the UN Charter and general principles of law;
- recognize the russian federation as a state sponsor of terrorism and state using the means of terrorism;
- recognize the political regime of the russian federation as terrorist;
- introduce restrictive measures against members of all Russian political parties that are responsible for and directly authorize the decision and conduct of aggression against Ukraine;
- intensify and specify efforts to bring to responsibility the perpetrators of international crimes, including through the creation of a special tribunal to hold the highest officials of the aggressor state accountable for the crime of aggression against Ukraine;
- participate in the development and operation of a compensation mechanism that would ensure payment of compensation in full for all damage caused as a result of russian aggression against Ukraine;
– strengthen the military, financial and humanitarian assistance to Ukraine necessary to protect the civilian population and fully restore the territorial integrity of Ukraine within its internationally recognized borders.
